Wolf-Ulrich Knoben, chair of the Standing Committee on GNSO Improvements Implementation (SCI), requests a meeting on Sunday, 24 June 2012 from 08:00 -09:00, one hour prior to the scheduled start of the GNSO Working session in Congress III. Refer to http://prague44.icann.org/node/31565 Reason for Request: The GNSO Standing Committee on Improvements Implementation (SCI) has been tasked by the GNSO Council to address a number of issues relating to the implementation of recommendations coming out of the GNSO Improvements efforts. The SCI is currently addressing issues such as consent agenda, voting thresholds to delay a PDP and proxy voting. The SCI was planning to hold a teleconference meeting prior to Prague, but due to schedule conflicts, it is no longer possible to organize such a teleconference meeting. As a result, as most members of the SCI will be present in Prague, the SCI would like to hold a meeting on Sunday morning from 8.00 - 9.00 prior to the start of the GNSO Working Session. Dear SCI members, after a phase of silent months it's now the right moment to put some items to the table which need input and recommendations from this committee. 1. Rules of procedure (http://gnso.icann.org/council/gnso-operating-procedures-16dec11-en.pdf) The GNSO council had a successful first run trial re a consent agenda which should be put in a formal process. One rugh suggestion for this is as follows: 1. The Chair or meeting leader calls for any opposition to said item being in the consent agenda. If any opposition is voiced, then that item is dropped from the consent agenda (and can be re-introduced at any time in the main agenda). 2. If no opposition is voiced to the item being on the consent agenda, the Chair or meeting leader calls for any opposition to the item itself. If any opposition is voiced, then no action is taken (and the item can be re-introduced at any time in the main agenda). 3. If no opposition, the consent agenda item is deemed approved by theGNSO Council. Obviously we need to discuss this in more detail, e.g. the goal of a consent agenda, which items could be included to a consent agenda and which should definitely be excluded e.a. It seems to make sense to include the text - once recommended - into chapter 3.0 of the rules "GNSO Council Meetings". 2. As discussed in Dakar, it might be worth sending out a reminder to the GNSO Council and SG/C leaders regarding the mandate of the SCI and the opportunity that exists to request review of GNSO Improvement related items. To this end, thanks to Marika the attached draft letter has been prepared for your consideration. Please feel free to comment. 3. Furthermore, in order to obtain feedback from WGs/DT on their experience with the GNSO Working Group Guidelines - as it is intended in the SCI charter - , it might be useful to develop a short survey which could facilitate data gathering and input. In order to kick off the discussion here are some bullet points: * The objective of the survey would be to determine whether there are any issues that were encountered by WG/Dts with the GNSO Working Group Guidelines, and/or identify areas for improvement * If deemed effective, such a survey could become a standard part of the self-evaluation process of WGs and provide the SCI with regular input on the status of the GNSO Working Group Guidelines Ideas for items to be included in the survey are welcome! Proxy Voting

Dear SC members, Here is some information concerning proxy voting that may be useful for our discussion during today's call. See the current procedures below. Changes to the proxy voting procedures (and other procedures relating to voting) were approved by the GNSO Council in September 2011. The purpose of the revisions was to simply and clarify the procedures and avoid contradicting the internal procedures of some constituencies. The issue that has been raised for today's discussion relates to proxies. In particular, at a recent Council meeting one council member couldn't attend but his SG wasn't in the position to provide a proxy in the formal way according to the rules. So one of the questions was whether and under which conditions a present member of her/his group could - on his behalf - declare what may be her/his intention re the proxy. In addition the question should be dealt with whether the council has to accept this request. Best regards, Julie 4.6 Proxy Voting An abstaining or absent Council member as defined above (the Proxy Giver) may transfer his or her vote to any other Council member (the Proxy Holder). The Proxy Holder must vote in order of precedence according to one of three types: 1. An instruction from the Proxy Giver’s appointing organization (if applicable), or if none; 2. An instruction from the Proxy Giver, or in the absence of either; 3. The Proxy Holder’s own conscience. a. Multiple Proxies A GNSO Council member is not permitted to be a Proxy Holder for more than one Proxy Giver. b. Quorum An absent Council member does not count toward quorum even if a proxy has been established. A Temporary Alternate (see Section 4.7-Temporary Alternate <#_4.7_Temporary_Alternate_3> below) if present, would count toward quorum. c. Proxy Notification A proxy notification must be sent to the GNSO Secretariat and should indicate which type it is. The notification should, where applicable, be sent by the Proxy Giver's appointing organization. Ordinarily a proxy notification must be received by the GNSO Secretariat before the start of the relevant meeting. Exceptionally, a proxy notification may be given during a meeting by a Council member who is present but needs to leave before a vote. In all cases the most recent notification takes precedence.
