All: today`s call is planned for 1 hour. It may be advisable to start with structuring our work due to the various items having been loaded on our shoulders. - agenda item 3 (Consent agenda): I didn't hear anything from J. Scott, I hope he's doing well. If he cannot attend the call the group should decide how to proceed. - item 4 (motion deferral): I suggest that we start with a small presentation of the information staff provided - item 5 (Threshold rules needed for delaying a PDP): I wonder if we shouldn't start providing information about the various phases of a PDP and then discuss the implications of a potential delay during those phases. Maybe we have to differentiate depending on the status of a PDP. - in addition we should talk about the necessary alignment of the voting thresholds laid down in the GNSO Operating Procedures with those in the bylaws and the PDP - item 6: an introduction to the present status shall be given by staff Looking forward to speak to you later Wolf-Ulrich

All, In addition to the tasks we took at our meeting the SCI is asked by the GNSO council to look at the issue of GNSO Council deferral requests for motions. As we agreed to reconvene after mid of April it would be helpful to prepare a little in specifying the problem in more detail. Looking into how in the past the council handled deferrals would be useful. I'd therefore like to ask Marika whether staff would take over this survey. >From my point of view the following criteria could apply for this survey: - starting with council meetings under the new house structure - type, name and date of motion deferred - deferral requested by which SG/constituency - rationale given for the request - repeated request for deferral if applicable? Dear SCI colleagues, As a result of our last F2F meeting in Singapore we've put our work more or less on hold by waiting for input regarding issues raised by the GNSO council or a group chartered by the council: no issue raised = no work - which could make us happy... At the moment I personally don't see a real issue at the table which would force us to hold the FSF meeting in Dakar still scheduled on Sunday morning. So I've asked Glen to remove it from the GNSO schedule. I'll provide a short report to the council explaining the SCI status and remind them about the possibility of raising issues for consideration with the SCI. This message could also be sent to the SGs and Constituencies. In addition I think we could now follow the idea from the Singapore meeting of asking WGs or other affected parties about their experience with the new WG procedures. A framework or list of questions can be developed after the Dakar meeting for that purpose, and I'll take initiative on that. I hope to see many of you in Dakar. Kind regards Wolf-Ulrich

Request to Test Draft Online SOI Solution

Dear Wolf-Ulrich and Standing Committee on Improvements Implementation (SCI) Members: According to the GNSO Operating Procedures <http://gnso.icann.org/council/gnso-op-procedures-08apr11-en.pdf>, Chapter 5–Statements of Interest, Section 5.3.2-Electronic Form and Publication, “To ensure consistency, ICANN Staff shall develop, maintain, and provide to Relevant Parties an electronic Statement of Interest form including procedures and instructions pertaining to its completion online.” In the past month, ICANN Staff has developed and tested a draft online Statement of Interest (SOI) solution within ICANN’s new Confluence GNSO Wiki area. Before we finalize and publicize within the GNSO, we would like to invite the SCI to be the first official GNSO group to test the new draft solution and to provide us with valuable feedback. In particular, we have created a draft new Wiki SOI page according to Section 5.3.3 of the above-referenced GNSO Operating Procedures. Features of the draft new SOI solution include: * All SOIs located in one convenient area within the official GNSO Wiki site; * An online form set up according to the new SOI procedures.; * The option for the person creating the SOI to restrict editing rights once the new SOI page has been created; * The ability for Working Groups and teams to reference the Wiki SOI page link when building a membership roster; and * The ability to browse and search all SOIs in the Wiki space. The draft SOI Wiki site is located at: https://community.icann.org/display/gnsosoi/GNSO+Statements+of+Interest+%28…. You will need a Login ID and Password to access this space within the Wiki site. We will be providing that information to each of you separately. Once you receive that email invitation, please go to the above link and follow the instructions provided. You will see that we have uploaded a 10-minute tutorial which explains the SOI solution and walks through each of the steps to create a new SOI.
