(For easier review, I’ve listed the items according to timeline/urgency rather than the order of the agenda for today’s call.) (1) SCI Chair and Vice-Chair Nomination/Election for 2016: All nominations (whether by another SCI member or self-nominated) must be sent to this list no later than 23:59 UTC on Tuesday 15 December 2015. Please note that, in accordance with the SCI Charter, if there is more than one candidate for each position, an election lasting one week will be held. Please note also that only primary members can run and vote. Therefore, for those SG/Cs who are in the midst of changing their SCI members – please submit at least the name of your new primary representative by the same deadline, in case a vote is held. (2) Sub Teams for the Two Work Items Requested by the GNSO Council: Two sub-teams will be formed. Sub Team A will consider the next step in in relation to the Council practice for proposing, seconding and amending motions, while Sub Team B will take on the newest request relating to the GNSO Council Chair and Vice-Chair elections. While all are welcome to join either or both teams, the SCI members present today agreed that former and present Councilors would be particularly welcome on Sub Team A. Details of both Council requests can be found here: https://community.icann.org/x/hgjxAg. Agreed timeline – Sub Teams to be formed by end-December. Each Sub Team is expected to begin its work in January, with a first preliminary report to be provided at the next SCI meeting, to be scheduled for February. Please therefore indicate which Sub Team, if any, you would like to volunteer for by the end of this month. (3) Confirming SCI Membership: All SG/Cs that have not yet responded to either confirm existing or name new members are kindly requested to do so as soon as possible. Order of Consideration of Current Requests from GNSO Council: Current Practice in Relation to Motions "The GNSO Council requests that the SCI codifies the existing customary practices of the GNSO Council[This step is complete.]. If the SCI believes that the current practices are inappropriate, the SCI should convey its reasons for such belief to the Council and develop new processes to govern the seconding of motions and amendments to motions. [Next step to consider.]" The SCI sent the attached letter to the GNSO Council for consideration on its Dublin meeting agenda (along with the other letter on resubmissions/waivers). There the Council acknowledged the two letters, but it is unclear whether the summary provided by the SCI was separately considered as to accuracy. GNSO Officer Elections At its meeting on 19 November the GNSO Council approved a motion for the SCI to review the issue of GNSO officer elections. The motion stated, "The GNSO Council requests the Standing Committee on Improvements Implementation (SCI) 1. To review Sections 2.2(b), (f) and (g) of the GNSO Operating Procedures with respect to clarifying: (i) the eligibility of incoming Council members to run for the position of GNSO Chair; (ii) the start and end dates and the duration of the Chair and Vice-Chair terms in accordance with the ICANN Bylaws; and (iii) the timing of publication of the election results; and 2. To recommend a general time table for election of the GNSO Council Chair to be approved by the GNSO Council and added to the GNSO Operating Procedures." 2. Election/Selection of Chair and Vice Chair for 2016

Dear SCI members, Per the SCI Charter at https://community.icann.org/x/L4Hg, each December the SCI has to nominate, select and (if necessary) elect a Chair and Vice Chair for the following year. We are now beginning this process for 2016. Only primary members of the SCI (i.e. no alternates) are eligible to stand for either position. Please see the list of members at: https://community.icann.org/display/gnsosci/3.+Members (and note the request, sent separately, to confirm the representatives from your groups). Per the Charter, the Chair and Vice Chair shall serve for a one-year term with the option to continue for a second one-year term. Anne Aikman-Scalese will have served one term as Chair as of the end of 2015 and thus is eligible to continue for a second one-year term in 2016. If there is more than one nominee/volunteer for Chair, the Charter prescribes how an election will then be run. Rudi Vansnick will have served served one term as Vice Chair as of the end of 2015 and is eligible to continue for a second one-year term in 2016. For the avoidance of doubt, time served as Vice Chair shall not prohibit the Vice Chair from serving as Chair. If there is more than one nominee/volunteer for Vice Chair an election will be run as per the Charter. Interested SCI members should volunteer or submit nominations for either the Chair or Vice Chair position. During the ICANN 54 meeting in Dublin questions were raised with regards to the election process for the GNSO Chair and Vice-Chairs, including the candidate nomination process with particular reference to the preparedness of newly-elected Council members to vote, the eligibility of newly elected Councilors to run for the GNSO Chair position, the need for the GNSO Council to specifically determine the term of the Chair and Vice-Chairs in accordance with the ICANN Bylaws, and to the overall timing of the Chair election. Resolved The GNSO Council requests the Standing Committee on Improvements Implementation (SCI) 1. To review Sections 2.2(b), (f) and (g) of the GNSO Operating Procedures with respect to clarifying: (i) the eligibility of incoming Council members to run for the position of GNSO Chair; (ii) the start and end dates and the duration of the Chair and Vice-Chair terms in accordance with the ICANN Bylaws; and (iii) the timing of publication of the election results; and 2. To recommend a general time table for election of the GNSO Council Chair to be approved by the GNSO Council and added to the GNSO Operating Procedures.
