WS2 Sub Group on AC_SO_Accountability Plenary Draft Report (Final) to the CCWG-Accountability WS2 for consideration at our September CCWG Meeting.

16th September 2017, Dear Co-Chairs The WS2 Sub-Group on AC_SO_Accountability is pleased to present to the CCWG-Accountability WS2 our Final Report titled 'Plenary Draft' for discussion, review, and consideration. On Thursday 14th of September at our 33rd meeting, the Sub-Group finalized with full consensus of those in attendance and no indication from the mailing list of any objection or concern, the attached Final Report after our detailed consideration of the Public Comments received on our earlier Interim Report. At this same meeting, it was also formally agreed, that in our opinion the edits and changes made to our Report as a result of Public Comment input consideration were not substantial enough to require a second Public Comment on our recommendations (noting that this had been a working assumption for several meetings). Also, we should like to draw your attention again to a caveat point we have previously made to the CCWG regarding our recommendations of now 29 Good Practices. i.e. "AC/SO/Groups are only expected to implement these Good Practices to the extent that these practices are applicable and an improvement over present practices, in the view of AC/SO/Group participants. Again, we are not recommending that implementation of these practices be required by AC/SO/Groups." Call for volunteers (actually, this isn't one :-))

All, there has been quite some discussion around the dissenting opinion drafted by Jorge in the HR subgroup. Besides the disagreement with an aspect of the HR subgroup report, the supporters of the dissenting opinion have criticized that there was no sufficient outreach when a drafting team doing work to facilitate the analysis of public comments was recruited. While there has been a call for volunteers on a subgroup’s call and reference has been made to this activity going on in other places, we appreciate that there is a lot of information circulated on mailing lists and in transcripts. Thus, we would take this opportunity to let everyone know that we will monitor more closely if and when volunteers to take on work are sought and will ensure that such calls will be made more visible by explicitly tagging communication as „call for volunteers“ on the respective mailing lists. We do hope that this facilitates participation and contribution. We would like to thank Jorge and his colleagues for pointing this out in our joint endeavor to make the working environment as pleasant for everyone as possible. One remaining question is whether to add an additional Good Practice to the 28 we already have in our report. The purpose of this email is to hear from all members of SOAC-Accountability as to whether our report should include this new proposed Good Practice: An AC/SO/Group that elects its officers should impose term limits. Note that this proposed Good Practice would only apply to AC/SO/Groups that have elections. And as with all of our Good Practices, we describe applicability in our Executive Summary: In Track 1 we recommend 29 Good Practices that each SO/AC/Group should implement, to the extent these practices are applicable and an improvement over present practices. We do not recommend that implementation of these practices be required. Nor do we recommend any changes to the ICANN bylaws. We do recommend that Operational Standards for periodic Organizational Reviews conducted by ICANN could include an assessment of Good Practices implementation in the AC/SO subject to the review. And we include this caveat on page 8: "AC/SO/Groups are only expected to implement Good Practices to the extent that these practices are applicable and an improvement over present practices, in the view of AC/SO/Group participants. Again, we do not recommend that implementation of these practices be required by AC/SO/Groups.” Please reply to all by 11-Sep with your view on whether we should add Term Limits as a Good Practice.
