CCWG-Accountability WS2 Chartering Organizations,
It is with great pleasure that the CCWG-‐Accountability WS2 proposes
the attached Final Report for your consideration and approval as a
Chartering Organization.
This Final Report presents a summary of the work completed by WS2 and its su
b-‐groups, a listing of all recommendations as well as the complete report
from each sub-‐group (Annexes 1 to 8) and the Implementation Guidance
(Annex 9) developed to meet the concerns of the ICANN Board of Directors
relative to the four recommendations it identified in its letter of May 14
2018 (due to size considerations we are also including a version of the
Final Report without the Annexes).
The CCWG-‐Accountability would kindly ask that the Chartering Organi
zations complete their approval of this Final Report by the conclusion of
ICANN 63 which will be held in Barcelona in October 2018.
It is important to note that rejecting specific recommendation(s) of the
final report would reopen the discussion in the concerned sub-‐group(s)
and the WS2 Plenary, which would require restarting the WS2 process to
reconsider the concerned recommendation(s) and possibly undertaking a new
round of public comments. Currently this would not be possible as there is
no budget allocated to continue this phase of WS2.
Once the CCWG-‐Accountability Chartering Organizations have approved this
Final Report for WS2 according to its Charter*, *it will be transmitted to
the ICANN Board for approval and implementation.
During this approval period the CCWG-‐Accountability Co-‐Chairs and
sub-‐group
Rapporteurs remain available to make presentations on the Final Report and
answer any questions you may have.
In closing*, *the CCWG-‐Accountability Co-‐Chairs would like to thank the
past Co-Chairs, all the Participants for their sustained contributions to
this effort, the Rapporteurs for their outstanding dedication and tireless
work in guiding their respective groups to producing the recommendations
which will help make ICANN better for all in the years to come. The Co-‐
Chairs would also like to recognize the excellent work of the MSSI staff
which was highly professional and without whom this would have been
impossible.
