All, Please find below the proposed schedule of plenary meetings and ICANN meeting for the next year where we are moving to 1 formal plenary meeting per month. These meetings have been entered on the Master calendar. Should you notice any significant issues please report these so we address these. Dear All, I have sent the following few days ago. Quote *“Dear Greg, Dear CCWG Accountability Co-Chairs,* *I hope by sending this legitimate as a valid request I would not receive negative reactions by those distinguished and respectful people who aimed at full status quo.* *I like many others expect to see a useful, objective agenda focused on * *The impact of keeping Venu and applicable law as reluctantly consented ; by unqualified Consensus at f2f meeting and the ways and means to address that/ those impact/impacts .In so doing there is the need to identify ranges of those impacts and find solution for them .Study of applying some sort of limited immunity would be one tool to address the very problem of OFAC .We should respect and the very fundamental principle of inclusiveness, democratic ,transparent, nondiscriminatory and button-up approach as required in Multistakeholder mechanism .* *No county or rule of any country shall dominate the rules of other countries or people.* *We need to avoids taking and political orientation or motivation .We must build confidence and unit the people and NOT TO DIVIDE THEM * *Moreover, we need to address the full sovereignty of countries without subordinating their national law by the law of a specific country.* *Greg, you are urged to take a full neutral and impartial position totally put aside any entity, organization or country to which you are BELONG AND affiliated.* *You MUST act as custodian of international public interest without being biased or influenced by view of any individual.* *You need to remember that the term majority in its proper context does not count heads of several people from one or few countries who have the means and possibilities to comment.* *You need to take into account the interests of millions of the people that awaiting the decision of this group.* *You have been given or accepted a major responsibility and expected to properly, imperially and neutrally assume those responsibilities.* *Pls do not go around issues which will take us to nowhere.* *Pls tackle the heart of the problem and do whatever possible to find out the term “ Limited Immunity and find out its scope of application.* *Pls less document more efficient works * *Pls kindly do not produced tens of pages to materials in which we would be lost.* *We all count on you, and knowledge, your skills, your capability* *Good luck.* *Kavouss"* Unquote I have received an implicit ONE implicit negatives reaction from one of you which I totally ignore. I have not received any reply from Greg regarding the agenda of the first meeting after ICANN 59. I wish to reiterate that we need to focus on the Impact/ influence of location of ICANN in California and the impact/ influence of the applicable law in CALIFORNIA. No other issue is expected to be brought up at this stage . We have been wasting our time for almost one year. We knew from the very beginning that we will be faced with the arrangements proposed by Thomas and reluctantly agreed by some of us. Let us take from that point. I hope Greg would act more positively than before rather than getting into psychological and political discussions. Let us concentrate on the fact. What are the impacts? What is the problems?, One problem is OFAC What is the remedial action? One possible remedial action would be limited immunity What are other impacts?' I will add my +1 to this and will also note that there is now a clear working method as summarised by Finn, I think this discussion should now continue at the subgroup level and we only come back to plenary when/if we don't seem to agree within the subgroup. However am sure Greg will put in effort (as always) to ensure consensus views (with diversity strongly put into consideration) prevail within the subgroup. CCWG-Accountability-WS2-CEP

All, Ed Morris has advised the Co-Chairs that due to circumstances beyond his control that he can no longer participate in the CEP sub-Group of WS2 for which he was the Rapporteur. You will all remember that when WS2 was originally being organized there were questions as to if CEP should be a stand-alone sub-group or integrated into the work of the IOT. At that time it was decided to create a stand-alone CEP sub-group for WS2 and Ed Morris volunteered to be Rapporteur. Given the current circumstances the Co-Chairs thought it reasonable to revisit this decision and David McAuley has graciously accepted to fold the CEP work into that of the IOT. The Co-Chairs would like to thank Ed Morris for his efforts as Rapporteur for the CEP project as well as David McAuley for agreeing to have the CEP work integrated into the IOT. CCWG-Accountability-WS2-TravelFunding-ICANN60 Instructions, Process and Application Form - DEADLINE OF 26 JULY FOR APPLICANTS

All, ** *Note: Apologies for the short deadline for applications but we only became aware of this date upon our return from ICANN 59. We have consulted with the Co-Chairs and are launching the travel funding process for ICANN 60 with this email. Please note the closing date for applications is Wednesday 26 July 2017 23:59 UTC as we have to provide ICANN travel with the names of supported travelers by 28 July 2017.* The CCWG-Accountability has travel funding for some Members and Rapporteurs to attend the Face to Face meetings held the day prior to an ICANN meeting who do not have any other funding available to them to attend. Members are those individuals that are specifically appointed by the chartering SO/ACs to the CCWG-Accountability - the list of Members can be found at https://community.icann.org/pages/viewpage.action?pageId=59640780 . Rapporteurs are those listed as such on the CCWG-Accountability-WS2 Wiki for specific sub-groups located at https://community.icann.org/ display/WEIA/WS2+SubGroup+Topics. Please see the attached policy for details regarding this funding. If you are not a Member or a Rapporteur, please do not apply as there is a very limited number of seats available. The next Face to Face meeting of the CCWG-accountability will be held on Friday 27 October 2017 in conjunction with ICANN 60 in Abu Dhabi UAE . Those Members and Rapporteurs wishing to be considered for travel funding should fill out the attached form and submit it by Wednesday 26 J uly 2017 to Acct-Staff(a)icann.org. The funding is for the Face- to- Face meeting, which can include airfare, hotel and a per-diem allocation for meals for attending the Face to Face meeting only (and not the full ICANN meeting). However, in analyzing the requests the Co-Chairs will consider requests for partial funding (such as only an additional day of hotel and per diem to attend the Face to Face meeting) in order to maximize participation. As such Members are encouraged to only apply for what they need to allow for funding as many Members and Rapporteurs as possible. The final decisions on travel funding will be made by the Co-Chairs and published on the CCWG-Accountability WS2 wiki at https://community.icann.org/display/WEIA/Travel+Support within 3 days of the application period closing (a confirmation of the posting will be sent to the CCWG email list). Those being supported will then be contacted by ICANN Travel using the standard ICANN travel funding process to arrange details. All, Well ICANN 59 is now over. Please note that the Adobe recordings of the WS2 face to face meeting have been posted in the usual places but there is a technical problem which prevents users from accessing these, It was a little difficult to confirm the problem as ICANN staff have access - but the problem is now confirmed and a request has been made to IT services to fix this. Please note that the MP3 audio only recording are available and accessible by all. On IRP subgroup summary being presented at Johannesburg

Hello Unless there are unspoken and unseen merits, I have some concerns on some aspects of the summary: 1. The idea of constraining ICANN to its bylaws figures very prominently in the summary, defined as one of the pillars, not really a supportive pillar, but sort of a not so well thought of negative command, " Don't allow ICANN to exceed its mission" 2. The standing panel is to be trained by ICANN on DNS technical matters. *For argument, wearing a skeptical hat across the table,* who in ICANN would train the standing panel? Staff? Board? Community? Which part of the Community? Would it stop with training the panel on DNS? Or, extend to impart notions on what would constitute an acceptable ruling and what would not? Open Contracting - transparency subgroup

Having had the time to learn more about the principles and concepts of Open Contracting [0], I see no reason why ICANN should not sign up to this concept, unless there are very good reasons not to. And up to now I have not heard any. By default I think we should adhere to the highest principles possible, within ICANNs scope and mission of course, and not seek to reinvent the wheel.
