ALAC Statement on the Draft Process for Recognition of New GNSO Constituencies

Dear Rob, The At-Large staff has the honour to transmit to you the ALAC Statement on the Draft Process for Recognition of New GNSO Constituencies on behalf of the At-Large Advisory Committee. A first version of the attached Statement was drafted by Alan Greenberg, ALAC liaison to the Council of the Generic Names Supporting Organization (GNSO), and published for comments on 18 February 2011. Comments on the initial draft were received from Marc Rotenberg and Jean-Jacques Subrenat who are both members of the ALAC. On 28 February 2011, Alan Greenberg published the first revision of the statement (the attached document), which incorporates comments received on the initial draft. On the same day, the Chair of the ALAC, Olivier Crépin-Leblond, asked the Staff to start a five-day online vote on the document. The vote resulted in the ALAC endorsing the resolution with 12-0 votes and one abstention. Beginner's Guides now available

Dear All, The ICANN Communications Department is pleased to announce that the "Beginner's Guide to IP Addresses", the second in a series of Beginner's Guides prepared at the request of the ALAC, has now been posted to ICANN's website. Although it is currently only in English, the French and Spanish versions will be available shortly. In addition, the first Beginner's Guide entitled "Beginner's Guide to Domain Names" is newly available in French and Spanish. The Beginner's Guides are available at: http://www.icann.org/en/learning/. The summary of the "Beginner's Guide to IP Addresses" is: Internet Protocol (IP) addresses are the unique identifying numbers that all computers and devices connected to the Internet depend on to communicate with each other. When the pool of available unallocated addresses for IPv4, the original IP addressing system, completely depleted this year, the Internet began a transition to IPv6, a newer Internet Protocol system. This highly readable guide, created in cooperation with ICANN's At-Large community, helps the individual user understand IP addresses and the transition from IPv4 to IPv6. The summary of the Beginner's Guide to Domain Names is: A domain name can become where other people find you on line, and adds to your online identity. Although domain names are a big part of the Internet, understanding how these names work (and the ins and outs of obtaining them) can be mystifying at first. This highly readable guide, created in cooperation with ICANN's At-Large community, helps the individual user understand and use domain names. The Communications Department seeks the At-Large community's feedback on the quality of the French and Spanish translations of the Beginner's Guide to Domain Names. ALAC Resolution on the Proposed Revised JAS Charter

Dear Jeff, The At-Large staff has the honour to transmit to you the ALAC Resolution on the Proposed Revised JAS Charter on behalf of the At-Large Advisory Committee. The first version of the attached Proposed Revised ALAC JAS Charter was drafted by Carlton Samuels, member of the At-Large advisory Committee (ALAC) and Co-Chair of the Joint applicant Support (JAS) working group on 27 January 2010. The draft document was revised extensively by Alan Greenberg, the ALAC Liaison to the Generic Names Supporting Organisation (GNSO) Council and a second version produced into a resolution and sent to the ALAC Executive Committee for further revision on 9 February 2011. The Proposed Revised ALAC JAS Charter (the attached document) was sent to the ALAC Working list on 24 February 2011. The Appendix to the resolution features a comparison of the different versions of the JAS Charter. On 24 February 2011, the Chair of the ALAC asked the Staff to start a five-day online vote on the ALAC resolution on the Proposed Revised ALAC JAS Charter. The vote resulted in the ALAC endorsing the resolution with 11-0 votes and no abstentions. Invitation to join the IDN variant TLD session in San Francisco

Dear All, Please find below an invitation from ICANN Policy Support to a meeting on IDN variant TLDs scheduled to take place during the Silicon Valley Meeting in San Francisco. ** Dear members of the ICANN community, The delegation and management of Variant TLDs remains an important issue. The ICANN community seeks to develop solutions to enable the delegation of Variant TLDs for the benefit of users in different regions. ICANN has published for public comment a Draft Proposal for an IDN Variant Issues Project - a proposal for moving this work forward (see: http://www.icann.org/en/announcements/announcement-5-21feb11-en.htm) At the upcoming San Francisco meeting, ICANN is planning to conduct a workshop to discuss the draft proposal. In this session, representatives from different language communities will also be invited to provide an overview of the potential issues with IDN variant TLDs. If you are interested in this topic, we welcome your participation. Below please find the workshop details. IDN Variant TLDs Date: Wed 16 Mar 2011 - 15:00 - 16:30 Room: Elizabethan A-C Overview In this session, we describe a proposed approach to identifying issues of delegating IDN variant TLDs through five case studies. The plan proposes the creation of teams composed of community experts in linguistics, DNS, registry operations, and policy. The session will seek to recruit interested persons for this effort. Specifically, ICANN proposes to conduct five case studies (suggested cases are Chinese, Arabic, Latin, Indic, and Cyrillic) to investigate the set of issues that need to be resolved to facilitate a good user experience for IDN variant TLDs. Call for RALO Volunteers for ccNSO Study Group on Use of Names for Countries and Territories

Dear All, On behalf of Olivier Crépin-Leblond, ALAC Chair, and Cheryl Langdon-Orr, ALAC ccNSO Liaison, a call for volunteers from the RALOs to join a new ccNSO Study Group on the Use of Names for Countries and Territories is being made through 4 March 2011. This Study Group will work on the use of names for countries and territories. One representative per RALO is needed. The first meeting of the Study Group will be held during the 40th ICANN Meeting in San Francisco, so At-Large representatives who will be participating in this Meeting are preferred. This Study Group was established at the 39th ICANN Meeting in Cartagena in December 2010 in response to the note of the chair of this working group that some of the issues that are raised are considered outside the scope of the PDP (for example how to deal with meaningful representations of country or territory names that do not contain a non-ASCII character or are not in a designated language). The purpose of this Study Group is to provide the ccNSO Council, ccTLD community and other interested stakeholders, including the GAC and GNSO Council, an overview of the scope and issues associated with the use of Country and Territory names as TLD strings and the scope and impact of alternative action paths on IDN ccTLD and new gTLD processes.
