[ICANN]<http://www.icann.org/> News Alert https://www.icann.org/news/announcement-2014-12-23-en ________________________________ Request for Proposal for Web Accessibility Assessment for ICANN.org 23 December 2014 The Internet Corporation for Assigned Names and Numbers ("ICANN") is seeking one or more providers to conduct an assessment of website accessibility including ICANN.org and possibly the related subsidiary websites. The selected provider(s) will provide an initial assessment of ICANN's websites for meeting internationally recognized W3C Web Content Accessibility Guidelines (WCAG) v2.0 Level AA and include an identification of tools, best practices, processes, and strategy for implementation. ICANN anticipates a contract to be signed and work to begin no later than March 2015. One of the goals of the initial assessment is to gain meaningful insight and baseline how ICANN is performing on web accessibility today, to understand what is required to improve, and gain a plan to execute whereby ICANN can measure improvements over a one-year timeframe. We will engage disability stakeholders to perform testing and validate our approach and perform a follow-on survey one year later, to ensure improvements are allowing disable persons to participate. ICANN is seeking qualified providers to advise on this set of complex activities in a timely and efficient manner. A multi-stakeholder review team will make use of the Web Accessibility Assessment to review its impact on participation in ICANN policy and the Internet, and inform recommendations for prioritized remediation areas. The review will also inform recommendations to ICANN product roadmap for the website and additional initiatives that should be undertaken. A new L-Root instance has been installed in China, increasing the Domain Name System's (DNS) overall fault tolerance and its resilience against certain types of cyber threats, such as Distributed Denial of Service (DDoS) attacks. The launch of the L-root server node is a joint operation between ICANN and China's Internet Domain Name System Beijing Engineering Research Center (ZDNS). As the first Internet domain name system engineering research center in China that focuses on DNS operational and supporting technologies, ZDNS supplied the equipment necessary for the installation of the new L-Root node, in close collaboration with the Beijing Internet Institute. "The introduction of the L-Root mirror will significantly increase the inter-networking efficiency of Chinese Internet. The improved infrastructure not only benefits the at-large Internet users with regards to their user experiences, but also provides a firm basis to various Internet applications," said Wei Mao, Director General of ZDNS. The cooperation between the two organizations is an effort to enhance security, stability and resiliency to Chinese Internet users and reduce the response time experienced when making some DNS queries. "The stability and resiliency of the global Internet continue to be strengthened with ZDNS installation of the L-Root instances," said ICANN President and CEO Fadi Chehadé. "We're pleased to complete this second L-Root instance installation in China this year, after a similar cooperation with 21Vianet. ICANN will continue to work with other Chinese partners to bring in more L-Root instances into the country," said Kuek Yu-Chuang, Vice President and Managing Director for ICANN Asia Pacific Hub. There are 13 "root" DNS servers, identified by alphabetic letters A through M - the "L" root server operated by ICANN being one. Computers typically communicate with each other using numeric addresses, while humans find it easier to use and remember names (for instance, users typically remember the domain name "ICANN.ORG" more easily than the Internet Protocol address, 2620:0:2d0:200::7). The DNS translates names into addresses and the root servers provide the pointers to the servers for top-level domains (the last part of domain names, for example, "ORG" in "ICANN.ORG"). Spreading this root information out geographically by duplicating the root servers leads to a resilient, dispersed system that reduces the risk of being taken offline by a problem or attack and reduces the time it takes to look up names on the Internet. The attendees were: * Jari Arkko, IETF Chair * Kathy Brown, ISOC President and CEO * Fadi Chehadé, ICANN President CEO * Steve Crocker, ICANN Board Chair * Dave Farber, ISOC Board Member * Bob Hinden, ISOC Board Chair * Russ Housley, IAB Chair * Jason Livingood, ISOC Board Member * Ram Mohan, ICANN Board Member * Ray Plzak, ICANN Board Member Everyone agreed that we are all focused to work toward a better Internet. We are all completely committed to make the Internet successful, and to keep it free and open for everyone. IANA Stewardship Transition We agreed to further strengthen our joint efforts in the IANA Stewardship Transition. ISOC and ICANN have important and independent roles that can be used to ensure a successful IANA stewardship transition. We agree that it is very important for the global Internet that the transition happen. NETMundial Initiative We had a very constructive, frank, and candid discussion on Internet Governance that included the NETMundial Initiative (NMI). On NMI we did not resolve all of the outstanding issues. The ISOC attendees, the IAB and IETF chairs would rather see the structure defined after setting the terms of reference and scope of the work. More work needs to be done by NMI and with the various communities involved. ICANN and ISOC agreed on several important points to suggest to the NETmundial Initiative: * To go back to the community to ask them on what they need in a platform for Internet Governance. * Build a step-wise approach to creating the initiative, that is, defining its Terms of Reference and Tasks it will undertake before the Initiative takes its final form and structure. * Consult with the global community on these proposals. These ideas will be brought to the NMI Transitional Committee for their consideration. The results of this meeting will be brought to the ICANN and ISOC Boards for their consideration.
