Dear All, As decided during yesterday’s ALAC and RALO Secretariats Wrap-Up Session, an online ALAC vote has recently started on the ALAC Statement on the Public Consultation Process. The questions to be put will be the following: 1. Do you support the ratification of the ALAC Statement on the Public Consultation Process for communication to the ICANN Board of Directors? With possible answers: Yes No Abstain The ALAC Statement has been linked to the voting page where you will also be able to track votes live as they come in: https://www.bigpulse.com/p8065 At the bottom of this page you will find a link entitled “See who voted”, which allows you to see who has voted so far. A separate email with their voting credentials was sent to the members of the ALAC a couple of minutes ago. Please note that this is the last online vote of the 2008/09 ALAC. If you are an incoming member of the 2009/10 ALAC, you will not receive voting credentials for this vote. The vote will remain open until Friday, 6 November 2009 at 2359 UTC. From: At-Large Staff To: Secretary of the Board Cc: Denise Michel; At-Large Announcements; ICANN At-Large Staff Subject: ALAC Statement on the IIC - The Way Forward Proposals Dear Diane, The At-Large Staff has the honour to transmit to you the ALAC Statement on the IIC - The Way Forward Proposals on behalf of the At-Large Advisory Committee. The original version of this document was composed by Sébastien Bachollet, Chair of the At-Large working group on the Future Structure and Governance of ICANN and made available for comments from the wider At-Large Community on 16 July 2009. Sébastien incorporated the comments received on the draft document and submitted a first revision to the At-Large Advisory Committee for adoption on 18 September 2009. The Staff started an online vote on the first revision on 23 October 2009, which was stopped on 25 October by decision of the ALAC. The Committee decided to stop the vote to allow for further discussion on the document. Following discussions held during the 25 October ALAC meeting in Seoul, Sébastien incorporated comments made on the first revision of the document and submitted a second revision to the ALAC, which the ALAC adopted with a 10-0-0 vote during its final Seoul session on 29 October. As this is a formal Statement of an Advisory Committee to the Board, we provide it by copy hereby to the Secretary of ICANN for distribution to the Board with our compliments. ALAC Advisory on the At-Large Review Implementation

From: At-Large Staff To: Secretary of the ICANN Board of Directors Cc: Denise Michel; At-Large Announcements; ICANN At-Large Staff Subject: ALAC Advisory on the At-Large Review Implementation Dear Diane, The At-Large staff has the honour to transmit to you the ALAC Advisory on the At-Large Review Implementation on behalf of the At-Large Advisory Committee. The ALAC voted on 14th October 2009 to transmit the attached Outline Plan to the Structural Improvements Committee of the ICANN Board for information. The ALAC believes that the attached forms an excellent basis for detailed planning to take place, on the understanding that in doing so, additional elements of work may be necessary in order to carry out the recommendations approved by the Board for implementation. The ALAC, and At-Large in general, believes that the At-Large community is best placed to judge how precisely to implement the recommendations and looks forward to discussions in Seoul with the SIC. Elected ALAC Officer and Liaisons for 2009/10

Dear All The nomination period for ALAC Liaison and Officer positions ended on 19 October 2009, a part of the larger set of elections and appointments which have taken place between the Sydney and Seoul ICANN meetings (please see http://www.atlarge.icann.org/elections/2009) For the following positions, only one candidate was nominated and accepted nomination for their respective position. As a consequence, they are each returned for their respective position, serving from the close of the Seoul ICANN Meeting until the close of the ICANN AGM in late 2010: ALAC Officers: Chair: Cheryl Langdon-Orr Chair (APRALO) Vice Chair: Sébastien Bachollet (EURALO) Vice Chair: Alan Greenberg (NARALO) Rapporteur: Carlton Samuels (LACRALO) ALAC Liaisons: GNSO Liaison: Alan Greenberg (NARALO) IDN Policy Liaison: James Seng (APRALO) ccNSO Liaison: Rudi Vansnick (EURALO) SSAC Liaison: Patrick Vande Walle (EURALO) Board Liaison: Vanda Scartezini (election previously held and announced) Remaining Open Positions: An additional fifth member from AFRALO to complete the ALAC Executive Committee will be nominated by the ALAC shortly. The ALAC Executive Committee is composed of the officers (4), and a member of the ALAC from the region which is not represented from amongst the officers, and consequently the fifth position is always filled after the election of officers is announced. No nominations were received for the NCSG and WHOIS Liaison positions.
