The updated resources include test cases and test plans incorporating the Consistent Labeling and Display (CL&D) requirements described in the Registry Registration Data Directory Services Consistent Labeling and Display Policy (https://www.icann.org/rdds-labeling-display[icann.org]<https://urldefense.proofpoint.com/v2/url?u=https-3A__www.icann.org_rdds-2Dl…>). To facilitate the registries implementation, prior to the effective date specified in the policy, the PDT system will provide a warning to those registry operators whose system does not yet meet the new requirements, this warning will not prevent a TLD from passing the test. Additionally, registries may utilize the WHOIS Self Test tool, to check their system configurations for conformance to the new requirements. In developing the strategy, the MEAC-SWG followed the ICANN 2016-2020 strategic plan laid down in the ICANN bylaws, addressing the plan's five strategic objectives below in the region. * Evolve and further globalize ICANN; * Support a healthy, stable, and resilient unique identifier ecosystem; * Advance organizational, technological and operational excellence; * Promote ICANN's role and multistakeholder approach; * Develop and implement a global public interest framework bounded by ICANN's mission. Background In late 2012, ICANN consulted Internet community members in the Middle East on the need for a strategy that defines ICANN's engagement in the region. In early 2013, 22 community members from across the region came together to develop this new strategy. The group was called the Middle East Strategy Working Group (MESWG). The strategy document[community.icann.org]<https://urldefense.proofpoint.com/v2/url?u=https-3A__community.icann.org_di…> went through a public comment period before it was finalized and ready to be implemented. In implementing the strategy, the MESWG suggested developing implementation plans on an annual basis, in close collaboration with ICANN staff. While the three-year mandate of the Middle East strategy concluded on 30 June 2016, ICANN staff, along with the MESWG, rolled-up their sleeves early on to evaluate the strategy and, at the same time, seek input from the regional Internet community on the need of continuing the strategy for another three years. After public consultation at ICANN55 in Marrakech (5-10 March 2016) and productive discussions over the MEAC ICANN mailing list, the community suggested the establishment of a Charter Drafting Group (CDG) that would define the work methods of the new MEAC-SWG. In mid-May 2016, a public call was announced, seeking members and observers to join a new MEAC-SWG. 50 community members responded to that call, with 48 joining as members and two as observers.

The study examines the technical impact of the New gTLD Program on the security and stability of the root Domain Name System (DNS). Comment on the study[icann.org]<https://urldefense.proofpoint.com/v2/url?u=https-3A__www.icann.org_public-2…>. ICANN commissioned the CDAR study, which was conducted by independent research organization TNO and its consortium partners, SIDN and NLnet Labs. The findings will help the ICANN community determine if additional steps are required to safeguard the root zone's security and stability as more new gTLDs are delegated in the future. The ICANN Board of Directors adopted Governmental Advisory Committee (GAC) recommendation to: * Study the effects of the New gTLD Program on the operations of the DNS root system. * Postpone delegation of new gTLDs until it can be determined that the delegations in the current round have not jeopardized the root system's security or stability. Key Findings and Recommendations: The study did not find any evidence that the delegation of new gTLDs degraded the security and stability of the root DNS system. In the New gTLD Program, the rate of delegation has been kept at a gradual rate to ensure that timely mitigation actions can be taken in case signs of degradation are observed. The study's authors advise that the rate of new gTLD delegations remain gradual. They also recommended continuous monitoring of a set of risk parameters, most importantly the volume of DNS queries across all root servers, and the increase in the amount of processing required of root name servers, which would reduce traffic handling capacity of the servers.
