A number of ICANN stakeholders, and myself, have been having online discussions since early last month about having an ICANN Summit on Developing Countries. The attached file is the original proposal for the Summit, which is aimed at providing the ICANN community an opportunity to have an in-depth discussion on developing countries, their role in ICANN, and the way forward. In view of the fact that the Oct. 2011 ICANN annual public meeting will be held in Dakar, Senegal, the aim is to have the Summit there. The Summit will include presentations and discussions on the following topics: 1. A backgrounder on developing countries (what is a "developing country" or "least developed country," socio-economic development in these countries, Internet and ICT development in these countries) 2. ICANN and developing countries (ICANN's relationship with ccTLDs, international organizations of developing countries, governments, NGOs, and businesses in developing countries, etc) 3. Participation of Developing Countries in ICANN: Challenges, Opportunities, and the Way Forward The meeting in Singapore will have about 20 or so invitees from the SOs, ACs, liaisons, other stakeholders, as well as some ICANN board members and staff. The tentative agenda for the Singapore meeting will consist of the following: 1. What the proposed Summit will discuss? 2. Who will be on the panel of presenters? 3. The format for the Summit 4. Leadership-selection processes to date 6 April 2011 -- At-Large staff announced elections and call for nominations. 6-29 April 2011 – Nomination period. 6 May 2011 -- Deadline for nomination acceptances (all nominees accepted nominations no later than seven days after the nomination period ended on 29 April 2011). 11-19 May 2011 -- Elections (One election was held -- for the position of APRALO Chair. This online poll closed at 23:59 UTC on 19 May 2011; for the report on this poll from BigPulse, see below). 2. Poll Result: APRALO Chair Elections May 2011 Report date: Friday, 20 May 2011, 00:52 UTC. The poll was closed on Thursday, 19 May 2011, at 23:59 UTC. Number of voters: 15. Group size: 19. The results of these ALAC ratification votes are listed below. 1) ALAC ratification vote on: ALAC Statement to the ICANN Board on the RAA Negotiations – transmitted to the Board on 9 May 2011 Results of ratification vote (closed 18 May 2011): This Statement was endorsed by the ALAC (with 12 votes in favor, 0 votes against, and 1 vote abstaining; 2 ALAC members did not vote). 2) ALAC ratification vote on: Second Milestone Report of the Joint SO/AC New gTLD Applicant Support Working Group (JAS WG) with a revised ALAC introduction – transmitted to the Board on 13 May 2011 Results of ratification vote (closed 18 May 2011): This JAS WG Report was endorsed by the ALAC (with 10 votes in favor, 0 votes against, and 1 vote abstaining; 4 ALAC members did not vote). 3) ALAC ratification vote on (closed 18 May 2011): ALAC Statement on the Joint Applicant Support Second Milestone Report – transmitted to the Board on 13 May 2011 Results of ratification vote (closed 18 May 2011): This Statement was endorsed by the ALAC (with 11 votes in favor, 0 votes against, and 0 votes abstaining; 4 ALAC members did not vote). The ICANN Policy Staff will provide a briefing on Wednesday 8 June at 19.00 UTC and Thursday 9 June at 12.00 UTC, summarizing policy issues across the different ICANN Supporting Organizations, namely the Generic Names Supporting Organization (GNSO), Country Code Names Supporting Organization (ccNSO) andAddress Supporting Organization (ASO).
