At 07:00 ART (10:00 UTC) tomorrow, the ICANN community is invited to attend a session discussing the multistakeholder meeting in Brazil. Scheduled for an hour and a half, the session will include a continental breakfast and will be held in the Sheraton Buenos Aires Convention Center, room Libertador AB. Remote participation is available through ICANN's meeting website at http://buenosaires48.icann.org/en/schedule/wed-multistakeholder-community. For those who cannot attend the meeting, a live audio stream will be available in Arabic, Chinese, English, French, Portuguese, Russian and Spanish. Transcripts, in all seven languages, will be provided after the meeting.

More than 1,700 people from around the world are attending the ICANN meeting in Buenos Aires. "ICANN is part of an ecosystem, and the environment around us affects us" said ICANN President and CEO Fadi Chehadé. "We have to be engaged. It doesn't mean we leave behind our responsibilities. It doesn't mean we increase our responsibilities, but we have to also be active participants in the ecosystem, this is central to the multistakeholder success on a global level." Communications Secretary and Chief of the Cabinet of Ministers of Argentina, Juan Manuel Abal Medina, Jr., stressed the importance of keeping up with a rapidly growing network. "We have a human resource deficit. We must design public policies that will help us overcome these obstacles in terms of growth." During the Annual General Meeting, ICANN Board Chair Dr. Stephen Crocker remarked on the groundbreaking work of the community of Internet organizations in bringing the issue of governance to the forefront through the Montevideo Statement on the Future of Internet Cooperation. "We have to have a more inclusive framework. We have to have the participation from everybody – civil society, academia, business, et cetera," said Crocker. "And if we don't preserve that and we don't preserve that inclusiveness, then we will redefine – which is a very polite word for 'do enormous damage to' – the most inclusive communications system that man has ever devised." During the Buenos Aires Meeting, which is also ICANN's Annual General Meeting, Chehadé outlined the organization's accomplishments over the past year and also praised the success of the New generic Top-Level Domain (gTLDs) Program. So far, 24 new top-level domains have been delegated into the Domain Name System (DNS). "Today, we can celebrate the success. The gTLD program is off the ground," remarked Chehadé. "In fact, we have added more new gTLDs to the root today than all the gTLDs in the history of ICANN." ICANN also announced that Lesley Cowley, the CEO at the U.K. registry Nominet, is the winner of the first Leadership Award. The organization also announced plans to create a new award to honor community members called the Multistakeholder Ethos Award. The first Ethos award will be presented at the next ICANN meeting in Singapore. Also during the Buenos Aires meeting, the Korea Internet and Security Agency (KISA) and ICANN announced that they had signed a Memorandum of Understanding. Under the memorandum, ICANN and KISA will closely collaborate on engagement efforts in Korea and implement a pilot project to promote language localization efforts in the region. The Panel's first meeting is scheduled for December 12 – 13 in London. Focusing on the pressing issue of Internet governance, and committed to a multistakeholder approach, the Panel plans to release a high-level report in early 2014 for public comment. The report will include principles for global Internet cooperation, proposed frameworks for such cooperation and a roadmap for future Internet governance challenges. Recognizing the importance of the initiative, President Toomas Ilves of Estonia has agreed to serve as the group's Chairman. President Ilves is a longtime public supporter of an open, secure and accessible Internet. Vint Cerf, often cited as one of the founders of the Internet, will serve as a vice-chair of the Panel. ICANN, the Internet Corporation for Assigned Names and Numbers, was an early catalyst for the Panel and recognized the need for a globally diverse group to independently address broad, complex issues. It will organize the secretariat and provide logistical support for the Panel. ICANN cited growing pressures to address issues outside its sphere of responsibility as a motivating factor in forming a high-level panel. In the coming year, several key events will address Internet governance topics, including the Annual Meeting of the World Economic Forum in Davos, and a recently announced conference to be hosted by Brazil in Spring 2014.The Annenberg Foundation Trust at Sunnylands will also be a substantive partner in the work of the Panel and host a meeting at the historic Sunnylands estate in Rancho Mirage, California in early 2014. ICANN consulted with a number of organizations to develop the Panel. Members were chosen to ensure that a regionally diverse cross-section of stakeholders would be represented. Panel members' activities will be independent of their organizations. A section was added to the Executive Summary, Recommendation 6 (page 3). These recommendations are included in the body of the Report that was issued for Public Comment on 21 October 2013 and were inadvertently excluded from the Executive Summary. For purposes of clarity and to be certain that the public had an opportunity to view all Recommendations of ATRT2, they are being published as part of the Executive Summary in this erratum. The correction and the ATRT2 Draft Report body (without Appendices) are now available in French, Spanish, Russian, Portuguese, Chinese and Arabic languages.
