The affected gTLD registries have processed the bulk transfers. Former registrant-customers of Cheapies.com Inc. should receive notices from Tucows advising of the transfer. Customer questions about the transfer should be directed to Tucows (for contact details see http://www.internic.net/registrars/registrar-69.html or visit the website directly at http://www.tucows.com/) Additional information about these bulk transfers is provided below. FAQs Q. Why were these transfers authorized by ICANN? A. The Registrar Accreditation Agreement (RAA) of Cheapies.com Inc. was terminated for failure by the registrar to comply with its RAA. Cheapies.com Inc.'s RAA terminated on 26 October 2013 and the termination notice is posted here: ICANN Sends Notice of Termination<http://www.icann.org/en/news/correspondence/serad-to-jeske-11oct13-en.pdf> [PDF, 151 KB]. As a result, Cheapies.com Inc. is no longer permitted to register or manage gTLD registrations. ICANN authorized bulk transfers pursuant to the Inter-Registrar Transfer Policy to ensure that the registrant-customers of this registrar would not be harmed by their registrar's discontinued ability to manage the registrations. Q. How was the gaining registrar selected? A. ICANN followed its De-Accredited Registrar Transition Procedure (see http://www.icann.org/en/resources/registrars/drt/dartp-11jul13-en.pdf [PDF, 129 KB]) to identify a gaining registrar for the gTLD names formerly managed by the de-accredited registrar. Through this process, Tucows was identified. Q. Will Tucows attempt to contact the affected registrants? What should customers of this de-accredited registrar do now? A. Former customers of this registrar should receive a notice of the transfer and instructions for continued management of their names from Tucows. Affected customers who do not receive notices from Tucows should contact Tucows by using the contact information provided at http://www.internic.net/registrars/registrar-69.html. Q. Do registrants have to pay a fee for the bulk transfer? A. No, there is no cost to registrants for the bulk transfer. Unlike a normal inter-registrar transfer, the registration terms will not be extended by a year. Accordingly, it is important to contact Tucows if your registration will expire soon in order to maintain your registration. Q. What if affected registrants want to select a different registrar? A. Registrants will continue to be able to transfer their registrations to other registrars under the Inter-Registrar Transfer Policy (see http://www.icann.org/en/transfers/) Note that Tucows may deny transfers for the first 60 days following the bulk transfer, at its discretion. This 60-day period is permissible under the Inter-Registrar Transfer Policy and is intended to help protect registrants. The registrant may need to renew names that will expire during the first 60 days following the transfer to Tucows by using the details provided above. Q. How will Cheapies customers know if a message purportedly from Tucows is legitimate? A. The message from Tucows should direct you to its website or refer you to other contact information provided above. In Brief The Generic Names Supporting Organization (GNSO) Council seeks volunteers to serve on a Working Group to develop policy recommendations on issues relating to the accreditation of privacy and proxy service providers for domain name registrations. What This Team Will Do The Working Group (WG) is tasked to provide the GNSO Council with a set of recommendations regarding issues identified during the recently-concluded negotiations for the new 2013 Registrar Accreditation Agreement (RAA), including recommendations made by law enforcement and GNSO working groups, that were not addressed during the negotiations and otherwise suited for a Policy Development Process (PDP); specifically, issues relating to the accreditation of privacy & proxy services. Specific issues to be discussed by the WG are detailed in the WG’s charter: http://gnso.icann.org/en/drafts/raa-pp-charter-22oct13-en.pdf How This Team Will Work ICANN Working Groups use transparent, open processes. The meetings of this WG will be recorded, and the recordings will be available to the public. The mailing list for the WG will be archived publicly. WG members are expected to submit Statements of Interest (SOI<https://community.icann.org/display/gnsosoi/New+SOIs>). The group will collaborate using a public workspace. The WG is expected to follow the GNSO Working Group Guidelines<http://gnso.icann.org/council/annex-1-gnso-wg-guidelines-08apr11-en.pdf>. How to Join The GNSO Council invites interested parties to join the WG, which will be open to anyone interested to join. Background In October 2011, the ICANN Board initiated negotiations with the Registrars Stakeholder Group for a new form of RAA, and simultaneously requested an Issue Report from the GNSO on issues not covered by the negotiations and otherwise suited for a PDP. The Final Issue Report was published in March 2012, and recommended that the GNSO commence its PDP as soon as possible after receiving a report that the negotiations were concluded. In June 2013, the ICANN Board formally approved the new 2013 RAA. In September 2013, ICANN staff published a paper for the GNSO reporting on the conclusion of the RAA negotiations and highlighting that of all the high and medium priority topics for the negotiations previously identified by the GNSO and the law enforcement community, only two were not fully addressed in the negotiations, viz. clarification of certain registrar responsibilities in relation to proceedings under the Uniform Dispute Resolution Policy (UDRP), and issues relating to privacy and proxy services, including their accreditation and Relay/Reveal procedures. The UDRP questions have, however, been dealt with in a separate PDP that concluded with the publication of a Final Report in June 2013 and its adoption by the GNSO Council in August 2013. Following a number of discussions on the topic, the GNSO Council formally approved the charter for this RAA Privacy & Proxy Services Accreditation Issues WG at its meeting on 31 October 2013. As ICANN has already committed itself to establishing an accreditation program for privacy and proxy service providers, the recommendations from this WG are expected to inform the development of such a program. In addition, there continues to be ongoing work on various aspects of the Whois gTLD registration data directory service, including the creation of an Expert Working Group (EWG) in December 2012 that is expected to assist ICANN in redefining the purpose and provision of gTLD registration data directory services. The EWG published its Initial Report in June 2013 and is currently working on its Final Report. In addition, the GNSO had previously commissioned a study on Whois Privacy & Proxy Abuse. The results of the study, performed by the National Physical Laboratory in the United Kingdom, were published for public comment in September 2013. It is expected that the study will be relevant to the deliberations of this WG. This WG is an opportunity for the GNSO and other interested community members to help develop specific recommendations that will assist ICANN in developing a privacy and proxy accreditation program in relation to gTLD registration data directory services. Fadi has had or is planning a few individual conversations with community groups, but we thought some broader community engagement opportunities with ICANN senior executives would also be helpful so that Fadi, Tarek and Theresa could: § Provide background and context of the recent I-Star discussions leading to the Montevideo statement; § Explain the Board/Staff partnership in this effort; § Explain what has been done to date and share perceptions of the recent IGF-Bali meeting; and § Highlight next steps/prep plans for Brazil next April. As a result, we have arranged for two community webinars scheduled for next Friday, 8 November at 1200 UTC and 1900 UTC so that the team can share its thoughts and field community questions and comments. Today, ICANN is publishing a revised version (in redline) of the IDN ccTLD Fast Track Final Implementation Plan<http://www.icann.org/en/resources/idn/fast-track/idn-cctld-implementation-p…> [PDF, 1.07 MB] that includes the changes required for the implementation of the two-panel string similarity review process as approved by the ICANN Board on 27 June 2013. The EPSRP is the second panel of the two-panel process for string similarity review in the IDN ccTLD Fast Track Process.
