Whether you plan to participate in the upcoming ICANN meeting in Beijing remotely or in person, you're invited to an update on the background and current status of major policy issues which are likely to be discussed during the Beijing Meeting. The ICANN Policy Staff will provide a briefing on Thursday 21 March at 12.00 UTC and Thursday 21 March at 19.00 UTC, summarizing policy issues across the different ICANN Supporting Organizations, namely the Generic Names Supporting Organization (GNSO), Country Code Names Supporting Organization (ccNSO) and Address Supporting Organization (ASO). Amongst other topics, updates will be provided on: * WHOIS related activities * The locking of a domain name subject to UDRP Proceedings * Protection of IGO and INGO Names * IDN ccNSO PDP * Study Group on Use of Names for Countries and Territories * SSAC report on Domain Name Registration Data Validation Taxonomy The webinar will cover other topics which will be raised during or otherwise relevant to the Beijing Meeting. In addition, staff will provide a briefing on the ALAC's activities related to current policy development issues of the Supporting Organizations. The two sessions are duplicates, scheduled to accommodate different time zones. Each session, scheduled to run for 90 minutes, will be conducted in English only. The meeting will be run in Adobe Connect with a slide presentation along with a dial-in conference bridge for audio. Participants will have the opportunity to ask questions at the end of each session. During the course of the webinar, questions may be submitted using the chat function of Adobe Connect. Staff Contact:Marika KoningsEmail:policy-staff@icann.org <mailto:policy-staff@icann.org?subject=More%20information%20on%20the%20Preli minary%20Issue%20Report%20on%20Uniformity%20of%20Reporting%20public%20commen t%20period> Detailed Information Section I: Description, Explanation, and Purpose This Preliminary Issue Report is published in response to a request by the GNSO Council for an Issue Report on the topic of Uniformity of Reporting, as a required preliminary step before a Policy Development Process (PDP) may be initiated.The 2009 Registration Abuse Policies Working Group (RAPWG) identified in its Final Report the 'need for more uniformity in the mechanisms to initiate, track, and analyze policy-violation reports' and as a result recommended in its Final Report that "the GNSO and the larger ICANN community in general, create and support uniform reporting processes."In March of 2012 based on the GNSO Council request, the ICANN Contractual Compliance Department presented its findings on existing systems that: * report and track violations and/or complaints; * detail improvements / changes made since the RAPWG Report or foreseen in the near future * identify gaps and any improvements that might be desirable but not foreseen at this stage; Further, the GNSO Council discussed the RAPWG recommendation in light of the feedback received from the ICANN Contractual Compliance Department and former members of the RAPWG volunteered to provide additional information on how the RAPWG recommendation could be implemented. Alumni members created and presented the findings to the GNSO Council in September of 2012.During GNSO Council deliberations in October 2012, The GNSO Council requested an Issue Report on the current state of uniformity in the mechanisms to initiate, track, and analyze policy-violation reports. ICANN Staff is also explicitly requested to provide its recommendation(s) on how this issue can be further addressed outside of a PDP if recommendations in relation to this issue do not require consensus policies to implement.ICANN Staff welcome community input on the findings as well as conclusions of this Preliminary Issue Report. Section II: Background The request for an Issue Report on this topic follows the work of the Registration Abuse Policies Working Group (RAPWG). The RAPWG was tasked by the GNSO Council with defining abuse, making a determination between registration abuse versus use abuse, defining the most common forms of abuse, and understanding the effectiveness of abuse provisions within agreements in order to identify and recommend specific policy issues and processes for further consideration by the GNSO Council. The RAPWG identified a total of 14 recommended actions that could address various forms of registration abuse. Some recommendations addressed WHOIS access issues, fake renewal notices, UDRP Review, malicious use of domain names and several others. The specific recommendation ultimately prompting this Issue Report stated: "the need for more uniformity in the mechanisms to initiate, track, and analyze policy-violation reports and that the GNSO and the larger ICANN community in general, create and support uniform reporting processes." ICANN Appoints First URS Provide

FORUM submitted an outstanding proposal demonstrating how it would meet all requirements presented in the RFI <https://www.icann.org/en/news/rfps/urs-24sep12-en.pdf> [PDF, 112 KB] and detailing its implementation approach. The company has a proven track record boasting resolution of over 19,000 claims in 12+ years of administering UDRP cases. Additionally, FORUM has already developed, and is currently operating a TLD-specific rapid relief system. ICANN would like to thank everyone who responded to the RFI. FORUM will be one of multiple providers appointed to administer URS services. The process will be similar to that of appointing UDRP providers in which consideration is given to achieving competitive provisioning and geographical spread of providers. URS is a rights protection mechanism for new gTLDs that facilitates rapid suspension of domain names in clear-cut cases of trademark infringement. It is intended to complement the existing Uniform Domain-Name Dispute Resolution Policy (UDRP) by offering a lower-cost, faster path to resolution. Using associated Internet content, it then classifies entities using those domains and potentially commercial activities. NORC at the University of Chicago has been selected to conduct this study and has issued a draft report, which is now available for public comment. Section II: Background As part of its effort to develop a comprehensive understanding of the gTLD Whois system, the GNSO Council expressed an interest in conducting an in-depth study of how entities that register and use gTLD domain names identify themselves in Whois. At the GNSO's request, ICANN issued an RFP in October 2009 describing a study to examine the extent to which domains used by legal persons or for commercial purposes (1) are not clearly identified as such in Whois Registrant data and (2) are correlated to use of Privacy and Proxy services.After considering RFP responses received in late 2009 from researchers willing to undertake that Registrant Identification study, along with significant concerns raised by GNSO Council members regarding the above-stated study hypothesis, the GNSO Council decided to revamp the study's goals and approach.In May 2010, a revised study was approved by the GNSO Council and awarded to NORC at University of Chicago. This exploratory study detailed by this draft study report seeks a more foundational understanding of the types of entities and kinds of activities observed in gTLD domains, including (but not exclusively focused on) those registered using Privacy or Proxy services. Accordingly, the categories of entities and activities to be studied were not pre-determined, but rather generated as researchers examined representative samples of active websites and related Whois data.Study findings are intended to provide raw data needed to understand how entities that register and use gTLD domain names identify themselves in Whois, including (but not limited to) domains registered Privacy/Proxy services and domains engaged in potentially commercial activity. This empirical data will not only enable Council to respond to GAC questions, but will also create a baseline for evaluating potential Whois policy changes. https://www.icann.org/en/news/announcements/announcement-2-15feb13-en.htm <https://www.icann.org/en/news/announcements/announcement-2-15feb13-en.htm> Composition of the Accountability & Transparency Review Team 2 (ATRT 2) 15 February 2013 Background To help ensure ICANN's multi-stakeholder model remains transparent and accountable, and to improve its performance, ICANN organizes community reviews of its accountability and transparency commitments no less frequently than every three years, consistent with section 9.1 of the Affirmation of Commitments <https://www.icann.org/en/about/agreements/aoc/affirmation-of-commitments-30 sep09-en.htm> (AoC). The Accountability and Transparency reviews are performed by volunteer Community members and include the following (or their designated nominees): the Chair of the GAC, the Chair of the Board of ICANN, the Assistant Secretary for Communications and Information of the DOC, representatives of the relevant ICANN Advisory Committees and Supporting Organizations, and independent experts. On 5 October 2012, ICANN invited <https://www.icann.org/en/news/announcements/announcement-05oct12-en.htm> interested individuals to apply for a position of Volunteer Review Team Member, representing a Supporting Organization or Advisory Committee, or for a position of Independent Expert on the second Accountability and Transparency Review Team (ATRT 2). Selection The AoC designated Selectors of the ATRT 2 Steve Crocker, Chairman of the ICANN Board of Directors, and Heather Dryden, Chair of the Governmental Advisory Committee (GAC)wish to thank the applicants for their dedication and interest in this key project. In selecting the ATRT 2, multiple factors were considered, including experience with governance issues, understanding of ICANN¹s working practices, consensus-building and analytical skills, ability to draw evidence-based conclusions, aptitude to build metrics and balances of geography, gender, consistency, etc. The overall number of applications received for the ATRT 2 36 necessitated difficult choices. The ATRT 2 is anticipated to commence its activities imminently with the goal of producing final recommendations by 31 December 2013. ICANN Staff will support the Review Team throughout its mandate. Mandate The AoC sets the following mandate for Accountability and Transparency reviews: ICANN commits to maintain and improve robust mechanisms for public input, accountability, and transparency so as to ensure that the outcomes of its decision-making will reflect the public interest and be accountable to all stakeholders by: (a) continually assessing and improving ICANN Board of Directors (Board) governance which shall include an ongoing evaluation of Board performance, the Board selection process, the extent to which Board composition meets ICANN's present and future needs, and the consideration of an appeal mechanism for Board decisions; (b) assessing the role and effectiveness of the GAC and its interaction with the Board and making recommendations for improvement to ensure effective consideration by ICANN of GAC input on the public policy aspects of the technical coordination of the DNS; (c) continually assessing and improving the processes by which ICANN receives public input (including adequate explanation of decisions taken and the rationale thereof); (d) continually assessing the extent to which ICANN's decisions are embraced, supported and accepted by the public and the Internet community; and (e) assessing the policy development process to facilitate enhanced cross community deliberations, and effective and timely policy development. Resulting recommendations of the reviews will be provided to the Board and posted for public comment. The Board will take action within six months of receipt of the recommendations. Schedule and Operations The ATRT will conduct its activities primarily online and through conference calls. Face-to-face meetings also are anticipated.
