In the future, it is intended that an Action List like this one will continue to be published no later than 1 month after each meeting. Just prior to the following meeting an updated version of the Action List will be published setting out what the board has done with respect to each item. Topic What we heard where action is needed Proposed Action What We've Done 1 WCIT Suggestion to establish an ICANN mailing list for those in the ICANN community who will be at WCIT (possibly widen list to I*). Direct the staff to set up mailing list. Completed. 2 Strategic Planning Do not proceed with 2013-2016 Strategic Plan. A new procedure is coming and it needs to ensure there are mechanisms for hearing input so the Community feels heard. The Board has been discussing this since its September board workshop in Los Angeles and plans to continue to work on it and report back as soon as possible. The Board recognizes that any strategic planning framework will need to include the results of the African Strategic Working Group. The upcoming May 2013 Board Retreat to focus on strategic planning. 3 GAC Advice The Board heard several matters from the GAC, which it expects will be addressed in the GAC Communiqué, but specifically notes that the timing of the Board's response to the GAC Communiqué was sub-optimal. The Board acknowledges the problem and will endeavor to put in place a mechanism to ensure timely arrival of its response. The Board has worked to minimize the amount of time taken to respond to GAC Communiqués by establishing a more thorough timeline. 4 WHOIS Review Report There is no consensus on the actions that should follow the WHOIS Review. The Board will discuss the WHOIS Review during its Board meeting this afternoon. Completed. The Board took action on the Report on 8 Nov. 2012, directing renewed and new efforts be undertaken to enforce current WHOIS policy and contractual conditions, and seeking a new approach to gTLD directory services challenges. We have created a second track to take a strategic look at registration data. The Expert Working Group (EWG) is the first step in this process. 5 Patents in Policy Processes Various parts of the GNSO have indicated that a future policy in this area may be needed and that we should address it before it becomes a concern. Board to request "expert advice" on this topic and then put out the recommended approach for public comment to be adopted by the Board. ICANN staff is in the process of scoping and organizing the collection of expert advice on this issue to meet the Board's request. During the Beijing meeting, staff will provide an initial memo on the patent topic, which will include additional follow-up steps, including further expert consultation. 6 Article 29 Working Party Letter Many concerns were expressed. The letter will be taken into account in finalizing the negotiations on the RAA. Concerns were taken into account in the RAA negotiations, as were further communications from data protection authorities in the EU on this same topic. 7 JAS Applications JAS applications need to be given priority in this round and improved in the next round. Treatment during this round is in the hands of the CEO and the New gTLD Program Committee. Treatment in future rounds will be taken up when the next round is formulated. No action needed at this point. To be addressed in next round of applications for new gTLDs. 8 New gTLDs - General implementation issues: * URS * IDN Variants * BC and IPC requirements * IANA Functions Dept. readiness * Registry services readiness * Contractual Compliance team readiness Numerous comments. Concern expressed that ICANN is not ready in some areas and will not be ready in time. The Board is instructing the CEO to focus his full attention and energy on all implementation actions necessary to keep the program on track. Work ongoing. Please refer to the links below for the most up-to-date information on the New gTLD Program. http://newgtlds.icann.org/en/announcements-and-media/webinars http://newgtlds.icann.org/en/announcements-and-media/latest 9 New gTLD Funds Document the total amount borrowed from the reserve fund to finance the pre-revenue period of the new gTLD program, and document the intended repayment schedule. We will do so. Detailed documentation of the costs since defined beginning of the program is in the process of being gathered and formalized into a centralized document. The repayment schedule has been determined in the revenue and expense recognition position paper, and corresponds to a monthly repayment throughout the evaluation process. 10 Prioritization Draw Generally positive feedback that IDN's should have priority; a number of suggestions were made to give preference to various subgroups in association with the Prioritization Draw. The NGPC will consider all feedback from this meeting feedback from this meeting and the comment period. All suggestions are being considered by and will be decided by the CEO & NGPC. Prioritization draw held on 17 December 2012. 11 Rights Protection in New gTLDs A handful of concerns were raised regarding the rights protection mechanism(s). The IPC and Business Constituency have reached consensus on further mechanisms for rights protections in new gTLDs. They agreed to socialize these to the rest of the GNSO. All of these are in the hands of the CEO and the New gTLD Program Committee. The Board looks forward to receiving input on these suggestions from the GNSO. The CEO convened a series of stakeholder meetings to review the rights protection mechanisms in light of the IPC/BC list of recs. These resulted in the "Strawman solution" which was posted for public comment as well provided to the GNSO with a request for guidance. The GNSO provided its input and the public comment summary and a review of the analysis are posted. 12 Trademark Clearinghouse There are a significant number of issues with regard to the Trademark Clearinghouse both from an implementation and cost point of view. Interest in whether the final draft agreement and the signed agreement for the trademark clearinghouse will be made public. The rights to the trademark clearinghouse database must remain with ICANN. The Board supports the CEO's decision to make solving these issues his top priority. Yes, it will be made public. The rights will remain with ICANN. Changes have been made to the technical implementation in response to stakeholder feedback. The Trademark Clearinghouse agreement has been split across the functions into several agreements, and these will be posted. The agreements reflect that the rights to the database remain with ICANN. 13 Submission of Public Forum Topics Public Forum questions submitted in advance should include hinting sentences so everyone can be prepared. Forwarded to staff and the Public Participation Committee (PPC) for implementation. Ongoing discussion by Board on format of public forum moving forward. New ideas will be tried in Beijing. Release of Initial Evaluation results will begin this week and the Trademark Clearinghouse will launch on 26 March. Below is a list of all ICANN staff-led new gTLD related sessions planned for Beijing: SESSION DESCRIPTION New gTLD Program Status Get the latest update on the New gTLD Program. Review what we've accomplished since Toronto, learn what's coming next in the program, and find out what we are doing to prepare for it. IDN Variant TLDs Program Get a status update on each of the projects under the IDN Variant TLDs Program. The session will include presentation and discussion of the Program's projects with a focus on the IDN root LGR Procedure and the User Experience Study Recommendations. The updates will also incorporate a presentation of Program's next steps and projects. New gTLD Pre-Delegation Testing Process Review Learn how to prepare the required data and documents for PDT, selecting a point of contact, scheduling your PDT appointment and see a demo of the system. Trademark Clearinghouse Learn about the TMCH data verification system and what's coming up with Sunrise and TM Claims. New gTLD Security Stability & Resiliency (SSR) Update Get a status update on how the Internet community is resolving security issues that have been identified as part of the SSR Program. This will provide a baseline understanding of where New gTLDs fit in the broader Domain Name System. There will be other New gTLD-related sessions offered during the week, planned by other groups. We are announcing today the conclusion of the third (out of four) phase of the Program with the publication of two reports: the IDN Root Label Generation Rules (LGR) Procedure, and the User Experience Study for Active Variant TLDs. The Root LGR Procedure defines the process for creating and maintaining the Label Generation Rules (LGR) for the DNS root zone. The project team consisted of a team of Internet community volunteers from across the globe representing multiple scripts and languages, as well as ICANN staff and expert consultants. Following two face-to-face meetings, conference and email work discussions, and numerous community input processes, including two Public Comment processes, the team produced the document entitled "Procedure to Develop and Maintain the Label Generation Rules for the DNS Root Zone in Respect of IDNA Labels<http://www.icann.org/en/resources/idn/variant-tlds/draft-lgr-procedure-20ma…>" [PDF, 1.39 MB]. This document provides a procedure for establishing some of the Label Generation Rules for the root zone. The procedure provides a mechanism for creating and maintaining the rules with respect to IDN labels for the root. This mechanism can be used to determine which Unicode code points are permitted for use in U-labels in the root zone, what variants (if any) are possible to allocate in the root zone, and what variants (if any) are automatically blocked. The mechanism is not the last stage in making determinations about IDN labels for the root. Rather, its output is to be consumed by other ICANN procedures that actually determine whether a particular label is allocated to someone, and whether it is delegated in the root. The User Experience Study examines issues that end-users, system administrators, application developers, and other users might face when IDN variant TLDs are activated. Incorporating inputs from public sessions, a Webinar, and two Public Comment periods, ICANN staff and expert consultants produced the report entitled "Examining the User Experience Implications of Active Variant TLDs<http://www.icann.org/en/resources/idn/variant-tlds/active-ux-21mar13-en.pdf>" [PDF, 1.38 MB]. The report: 1) summarizes and compares, from a user experience and registry management perspective, variant practices in several ccTLD registries; 2) proposes a set of guiding principles to define an acceptable user experience; and 3) identifies how various user communities (e.g., end users, system/network administrators, application developers, registrants, registrars and registries) will be impacted by active variant top-level domains, and 4) based on 1, 2, and 3, proposes a set of recommendations to ensure the security, stability and acceptable user experience for active variant top-level internationalized domains. These documents benefited from significant community participation. ICANN wishes to express its gratitude to all of the volunteers, reviewers, commentators, and the subject matter experts who contributed to these reports. ICANN is holding a public session<http://beijing46.icann.org/sched-overview> at the ICANN Beijing meeting on the IDN Variant TLD Program to explain the Procedure and the results from the Study. In the meantime, work continues to ensure a secure and stable delegation of IDN variant TLDs once the IDN Variant TLD Program has finished its work, which is expected by June 2014. This special meeting of the ALAC, which is open to all members of the At-Large Community, especially RALO Leadership and ALS members, is now announced. This call will be held on Tuesday, 19 March 2013 at 2100 UTC (2100 UTC =1400 PDT, 1700 EDT, 2200 CET, 5am Hong Kong (+1 Day) and 8am Sydney (+1 Day). These volunteers have, in face-to-face and teleconference meetings of the Working Group (WG) as a whole and of the new Rules section Drafting Teams (DTs), committed well over 500 person-hours in review of the current RoPs and support material including previous versions, discussion of all rules merits, and in drafting of and editing this new Rules proposed text. In addition, and unfortunately difficult to measure and capture, is an extraordinary amount of time spent by the WG's Drafting Teams (DTs) leadership and section pen-holders (noting each DT was in itself, like the RoP Review WG as a whole, a deliberately regionally balanced group) and even more hours and effort again contributed by several current and previously serving ALAC Members during the final stages of integration and editing of the version you are presented with here. The majority of the ALAC has been directly involved with the Rules of Procedure WG and DTs activities and in several cases served as Leads and/or Pen-Holders for the discussion and drafting, and therefore it is unexpected and doubtful that any significant or substantial omissions or edits will be proposed for discussion either at or before the conference call. Also it is recognised that the ALAC has at its regular meetings been continually appraised of the progress of this Rules Review and also that all business of the Review WG/DTs has been done in an open and transparent manner with archives and records being held and publicly available on the relevant ALAC wiki pages. It must also be noted by the ALAC as a whole and by the wider At-Large Community in general, that virtually every concept and issue relating to these proposed new ALAC RoPs was discussed extensively, prior to any drafting, and often reviewed line by line, mostly over several visits / revisits at several meetings. Anything that was even slightly controversial or where people had differing views was debated and in virtually all cases, what has ended up in these Rules has a strong consensus of those working on the original drafting team and the final reviewers. It is also important to note that several of the 'Adjunct Documents' referred to in these new Rules are not as yet completely finalised nor have they been reviewed (as such) by the ALAC. However, they are all to be drawn from existing ALAC policy and practices and will be shortly available. The vote for the adoption of these new ALAC RoPs does not need to be delayed until they are prepared and circulated, but rather the new RoPs will not come into effect until those Adjunct Documents are all approved by the ALAC. Specific details on the ALAC vote plans and procedures relating to these new ALAC Rules will be discussed during this special ALAC meeting on 19 March 2013, but it is our hope that the vote can commence shortly after the ALAC monthly call on 26 March 2013. It is important to emphasize that most of these preliminary recommendations codify existing practices in line with the UDRP and are not expected to require any changes to the existing policy. However, should these recommendations be adopted in their current form, minor changes may need to be made to the UDRP rules and/or UDRP Provider supplemental rules. Those interested in providing input are strongly encouraged to especially review section 5 and 6 of the Initial Report in order to obtain a further understanding concerning the WG's thinking and rationale with regards to these recommendations as well as further details with respect to the preliminary recommendations. Section II: Background: The "locking" of a domain name registration associated with UDRP proceedings is not something that is literally required by the UDRP as written, but is a practice that has developed around it. As a result, there is no uniform approach, which has resulted in confusion and misunderstandings. To address this issue, the GNSO Council decided to initiate a Policy Development Process on 15 December 2011. As part of its deliberations, the WG was required to consider the following questions: 1. Whether the creation of an outline of a proposed procedure, which a complainant must follow in order for a registrar to place a domain name on registrar lock, would be desirable. 2. Whether the creation of an outline of the steps of the process that a registrar can reasonably expect to take place during a UDRP dispute would be desirable. 3. Whether the time frame by which a registrar must lock a domain after a UDRP has been filed should be standardized. 4a. Whether what constitutes a "locked" domain name should be defined. 4b. Whether, once a domain name is 'locked' pursuant to a UDRP proceeding, the registrant information for that domain name may be changed or modified. 5. Any discussion of 'Whois' hereafter called gTLD registration data and directory services typically includes topics such as purpose, accuracy, availability, privacy, anonymity, cost, policing, intellectual property protection, security and malicious use and abuse. The Board specifically called out two of these topics in its request; purpose and accuracy. With regard to purpose, at a minimum the most basic purpose, which is commonly accepted, is that gTLD registration data allows domain name holders to be contacted. However, who would be granted the right to access the data under what circumstances and contact the holder and by which means, is a set of difficult follow-up questions that need to be answered. In relation to accuracy, There are many data elements in the Whois database required under the Registry Agreements and the Registrar Accreditation Agreements; if only one of these data fields is incorrect, does that mean the Whois information is inaccurate? And how can the accuracy of data be verified and/or measured, especially considering that if data is not accurate the purpose of gathering the data might be questionable in the first place. This Preliminary Issue report lays out in detail many of the issues mentioned above and how they relate to the gTLD registration data and directory services. In addition, it also provides an overview of many of the affected Stakeholder Groups, Constituencies, and other relevant parties. Furthermore, the Report explains in details the continuous issues with regard to accuracy and purpose of gTLD registration data services and elaborates on the need for changes to the technical aspects. In addition to requesting the Issue Report, the Board has directed the formation of an Expert Working Group (EWG) that is currently working on a comprehensive proposal how to solve the issues surrounding the purpose and accuracy of domain registration data services. The EWG is tasked with providing concrete solutions to many (if not all) of the issues raised in this Report. In accordance with the Board's direction, the outcome of the EWG will feed into the Final Issue Report which will form the basis for the next steps in the Policy Development Process. Any discussion of 'Whois' hereafter called gTLD registration data and directory services typically includes topics such as purpose, accuracy, availability, privacy, anonymity, cost, policing, intellectual property protection, security and malicious use and abuse. The Board specifically called out two of these topics in its request; purpose and accuracy. With regard to purpose, at a minimum the most basic purpose, which is commonly accepted, is that gTLD registration data allows domain name holders to be contacted. However, who would be granted the right to access the data under what circumstances and contact the holder and by which means, is a set of difficult follow-up questions that need to be answered. In relation to accuracy, There are many data elements in the Whois database required under the Registry Agreements and the Registrar Accreditation Agreements; if only one of these data fields is incorrect, does that mean the Whois information is inaccurate? And how can the accuracy of data be verified and/or measured, especially considering that if data is not accurate the purpose of gathering the data might be questionable in the first place. This Preliminary Issue report lays out in detail many of the issues mentioned above and how they relate to the gTLD registration data and directory services. In addition, it also provides an overview of many of the affected Stakeholder Groups, Constituencies, and other relevant parties. Furthermore, the Report explains in details the continuous issues with regard to accuracy and purpose of gTLD registration data services and elaborates on the need for changes to the technical aspects. In addition to requesting the Issue Report, the Board has directed the formation of an Expert Working Group (EWG) that is currently working on a comprehensive proposal how to solve the issues surrounding the purpose and accuracy of domain registration data services. The EWG is tasked with providing concrete solutions to many (if not all) of the issues raised in this Report. In accordance with the Board's direction, the outcome of the EWG will feed into the Final Issue Report which will form the basis for the next steps in the Policy Development Process. Dear all, today, I have filed three objections regarding applications for .HEALTH in my capacity as ALAC Chair. Following an ALAC vote, the results of which will be soon officially announced by At-Large Support Staff, objections have been filed to applications from: - DotHealth, LLC - dot Health Limited - Goose Fest, LLC I would like to thank the members of the New gTLD Review Group for the incredible amount of work that they have done to create a process to vet objections and draft the objection statements. In particular, I would like to applaud the work of Dev Anand Teelucksingh who has excelled at driving this Review Group forward. The objections are the result of the design and implementation of a process which has sought input from our community, both at RALO level and ALAC Level, pioneering the ALAC's first ever implication into "operations", as asked from the ALAC by the Board. The objections process does not end here. A new chapter opens with a follow-up both with the applicants named above, but also with the Dispute Resolution Provider. Single Complaint Management Solution As previously communicated, the Whois Data Problem Report System (WDPRS) is scheduled first to migrate to the new and enhanced system. Enforcement Process was also added in this phase to complete the automation from prevention through enforcement. The phased rollout, by complaint type, will launch in mid-March and over the following few weeks. ICANN thanks the three pilot registrars, Blacknight Internet Solutions, eNom and GoDaddy, for their time and effort to test this first migration to the new system. The beginning of the end of the 2011-2013 Three Year Plan This effort is aligned to the ICANN commitment to strengthen the Contractual Compliance program and operations. Once all complaint types are migrated to one platform, ICANN will provide additional performance metrics and improved reporting. Audit Program Update ICANN held two outreach sessions in February for the Year One Audit Program. The sessions reviewed the overall survey results with both Registrars and Registries in attendance. The survey was titled, "Request For Information (RFI) Phase – Audit Program Year One Continuous Improvement Survey" and was completed by over one-third of all contracted parties audited in Year One. The feedback received on the following areas for improvements - Process, Communication and Tool - has been captured and will be reflected in the Year Two Audit Program. The ICANN Contractual Compliance Audit Program, in the Audit Phase since 7 January 2013, is focused on document reviews and on generating individual Audit Report to each participant. On behalf of Olivier Crepin-Leblond, Chair of the ALAC, and Cheryl Langdon-Orr, Chair of the At-Large Rules of Procedure Working Group, please see the important note below regarding an upcoming ALAC Meeting to review the revised ALAC Rules of Procedure (RoPs): ** Dear All, As per a previous discussion and agreement of the ALAC on 22 January 2013, the ALAC will be holding a single purpose teleconference call to discuss the proposed version of their NEW Rules of Procedure (RoPs) before a Call to Vote to Ratify and Adopt these (or not) which is to be conducted online and prior to the 46th ICANN Meeting to be held in Beijing 7-11 April 2013. This special meeting of the ALAC, which is open to all members of the At-Large Community, especially RALO Leadership and ALS members, is now announced. This call will be held on Tuesday, 19 March 2013 at 2100 UTC (2100 UTC =1400 PDT, 1700 EDT, 2200 CET, 5am Hong Kong (+1 Day) and 8am Sydney (+1 Day). The Wiki page for this meeting is found at https://community.icann.org/x/WpVwAg. FR and ES interpretation has been confirmed for this meeting. All Members of the ALAC and members of the At-Large Community are requested to RSVP their attendance at this call to At-Large Staff (staff(a)atlarge.icann.org<mailto:staff@atlarge.icann.org>) indicating if they will be joining one of the interpreted channels. Background on these proposed new ALAC RoPs and opportunity for final ALAC review: This final version of the new ALAC RoP (see: https://community.icann.org/x/VoYi and attached) is the product of an extensive process carried out by some 33 members of the At-Large Community (ALAC Members, formal Regional representatives as well as individual ALS and RALO members of the At-Large Community who volunteered to the ALAC Metrics and RoP Review WG(s). These volunteers have, in face-to-face and teleconference meetings of the Working Group (WG) as a whole and of the new Rules section Drafting Teams (DTs), committed well over 500 person-hours in review of the current RoPs and support material including previous versions, discussion of all rules merits, and in drafting of and editing this new Rules proposed text. A summary of who participated in the various RoP meetings can be found at: https://community.icann.org/x/SgoQAg. In addition, and unfortunately difficult to measure and capture, is an extraordinary amount of time spent by the WG's Drafting Teams (DTs) leadership and section pen-holders (noting each DT was in itself, like the RoP Review WG as a whole, a deliberately regionally balanced group) and even more hours and effort again contributed by several current and previously serving ALAC Members during the final stages of integration and editing of the version you are presented with here. The majority of the ALAC has been directly involved with the Rules of Procedure WG and DTs' activities and in several cases served as Leads and/or Pen-Holders for the discussion and drafting, and therefore it is unexpected and doubtful that any significant or substantial omissions or edits will be proposed for discussion either at or before the conference call. Also it is recognised that the ALAC has at its regular meetings been continually appraised of the progress of this Rules Review and also that all business of the Review WG/DTs has been done in an open and transparent manner with archives and records being held and publicly available on the relevant ALAC wiki pages. It must also be noted by the ALAC as a whole and by the wider At-Large Community in general, that virtually every concept and issue relating to these proposed new ALAC RoPs was discussed extensively, prior to any drafting, and often reviewed line by line, mostly over several visits / revisits at several meetings. Anything that was even slightly controversial or where people had differing views was debated and in virtually all cases, what has ended up in these Rules has a strong consensus of those working on the original drafting team and the final reviewers. It is also important to note that several of the 'Adjunct Documents' referred to in these new Rules are not as yet completely finalised nor have they been reviewed (as such) by the ALAC. However, they are all to be drawn from existing ALAC policy and practices and will be shortly available. The vote for the adoption of these new ALAC RoPs does not need to be delayed until they are prepared and circulated, but rather the new RoPs will not come into effect until those Adjunct Documents are all approved by the ALAC. Specific details on the ALAC vote plans and procedures relating to these new ALAC Rules will be discussed during this special ALAC meeting on 19 March 2013, but it is our hope that the vote can commence shortly after the ALAC monthly call on 26 March 2013. ICANN (Internet Corporation for Assigned Names and Numbers) has identifiedtraining, policy engagement, partnerships, incubation and entrepreneurship as the key areas in implementing its Africa strategy. That strategy was unveiled last August and was meant to find ways to improve Africa's participation within the Internet's governing body. "In order to make this reality, ICANN has to change; it has been America-centric, because the Internet has its history in the USA, but now,all of us own the Internet and have a role to play in Internet growth,"saidChehadé. Chehadé announced that ICANN global operations will be offered from threehubs, Los Angeles, Istanbul and Singapore, to cover the major time zones.The Istanbul office will have an IANA (Internet Assigned NumbersAuthority) liaison, who will be African and will understand African issues. ManyAfrican countries are still struggling with management of country code TopLevel Domains (ccTLDs). "We need more money and resources in Africa; we will partner with existingorganizations," Chehadé said. Those include the Africa TelecommunicationsUnion, the ITU, the Internet Society, AfriNIC and the African Union. TheICANN representative in the Indian Ocean will be stationed at AfriNICoffices in Mauritius, he added. ICANN has arranged to hold DNS Security Extension (DNSSEC) workshops inGhana, Nigeria, Kenya, Ivory Coast, Senegal, Tunisia, Egypt and SouthAfrica. One of the major challenges facing Africa is lack of development in the DNSbusiness, with many people in the region depending on internationalcompanies and services. Currently, Africa has five ICANN-accreditedregistrars. "ICANN is willing to work hard with partners in Africa to raise the numberof accredited registrars from the current five to 25 in the next 18 months.We will sit with the ICT industry and understand what we can do to make theRegistrar Accreditation Agreement more Africa-friendly. The Registrar Negotiating Team (NT) has continued to engage in good faith negotiations to understand ICANN's perspective with respect to the outstanding issues, and to share the often divergent positions within the Registrar Stakeholder Group. Recently, additional revisions were proposed by ICANN's Negotiating Team stemming from the call by ICANN's CEO, Fadi Chehadé, to work to improve the image of the domain industry and to protect registrants through a further updated contractual framework. The Registrar NT considered each of these new issues, and worked towards finding solutions where appropriate. The RAA posted today reflects hard-fought concessions on many of key issues raised throughout the negotiations, and highlights issues remaining in order for the final 2013 RAA agreement to be reached. The URS is one of several new Rights Protection Mechanisms available in the New gTLD Program. It complements the existing UDRP by offering a lower-cost, faster path to relief for rights holders experiencing the most clear-cut cases of infringement. The URS Procedure defines the URS claims process. The Rules will help service providers implement URS in a consistent manner. Since the last URS Procedure was posted on 4 June 2012, minor revisions have been made in the present rather than future tense. Other revisions clarify and simplify some provisions as well as make minor typographical corrections. The webinar will cover the methodology used to compile the data, as well as their analysis of their findings. The two sessions are duplicates, scheduled to accommodate different time zones. This policy was developed from the Generic Name Supporting Organization ("GNSO")'s Post Expiration Domain Name Recovery ("PEDNR") recommendations, which were adopted by ICANN's Board of Directors on 28 October 2011. The policy was drafted in consultation with the GNSO's PEDNR Implementation Review Team and was posted for public comment on 11 October 2012. The ERRP is expected to promote better understanding of registrants' options and help alleviate common issues related to the expiration of gTLD registrations. This policy is intended to help align registrant expectations with registrar practices by establishing certain minimum communications requirements and making renewal and redemption of domain name registrations uniformly available in prescribed circumstances. Some of the most notable provisions of the ERRP include the following i<http://www.icann.org/en/news/announcements/announcement-28feb13-en.htm#foot1>: 1. To help prevent unintended non-renewal of domain name registrations, registrars will be required to notify registered name holders of the expiration of their registrations at least two times: approximately one month prior to the expiration date and, again, approximately one week prior to the expiration date. 2. All gTLD registries must offer a Redemption Grace Period of 30 days immediately following the deletion of a registration. (Sponsored gTLDs are exempt, and not required to offer a Redemption Grace Period.) During the Redemption Grace Period, the registrant must be permitted by its registrar to restore the deleted registration. 3. To promote consumer choice and awareness, registrars must make their renewal and redemption fees reasonably available to registered name holders and prospective registered name holders at the time of registration of a domain name. 4. As in the past, registrars may delete registrations at any time after they expire, subject to applicable consensus policies and provisions of the Registrar Accreditation Agreement<http://www.icann.org/en/resources/registrars/raa/ra-agreement-21may09-en.htm>. However, the ERRP requires that resolution of the domain name be interrupted for a period of time after expiration, but before deletion, of the name to help make the registrant aware of the expiration of its name. Additionally, any parking page hosted by the registrar at the expired domain name must include or point to renewal instructions. All ICANN-accredited registrars and gTLD registries are required to comply with the Expired Registration Recovery Policy by no later than 31 August 2013. Consistent with the recommendations of the GNSO's PEDNR Working Group, ICANN is in the process of developing educational materials in consultation with interested stakeholders to help the community better understand this policy and how it applies to them.
