ICANN hereby grants Registrar a limited waiver from compliance with certain provisions of the 2013 RAA on the following terms: 1. ICANN agrees that, following Registrar's execution of the 2013 RAA, for purposes of assessing Registrar's compliance with the data retention requirement of Paragraph 1.1 of the Data Retention Specification in the 2013 RAA, the period of "two additional years" in Paragraph 1.1 of the Data Retention Specification will be deemed modified to "one additional year." 2. In all other respects the terms of the Data Retention Specification will remain AS-IS. The waiver granted to Registrar applies only to the post-sponsorship period of retention of the data listed in the Paragraphs 1.1.1 through 1.1.8 inclusive of the Data Retention Specification, and it does not constitute a waiver of any other provisions of the 2013 RAA or other ICANN policies applicable to registrars. Without limiting the foregoing, nothing in this waiver limits Registrar's obligation to comply with Consensus Policies or Temporary Policies developed and adopted in accordance with ICANN's Bylaws ("ICANN Policies") or limits Registrar's obligation to comply with any amendment, supplement or modification of the 2013 RAA approved and adopted in accordance with the terms of the 2013 RAA ("RAA Amendments"). In the event of any inconsistency between this waiver and the terms of any ICANN Policy or RAA Amendment, the terms of the ICANN Policy or RAA Amendment will control. 3. Representing a diverse group of global stakeholders from government, civil society, the private sector, the technical community and international organizations, the panel looks forward to feedback on its NETMundial contribution, available here<http://internetgovernancepanel.org/resources>. "We hope that our contribution on Internet governance principles and still-evolving roadmap to operationalizing those principles will foster further discussion at NETMundial" said Vint Cerf, vice-chair of the panel. "Our goal is to achieve equitable stakeholder participation in bottom-up fashion so as to assure ecosystem legitimacy and continued Internet success. It has grown smoothly in the last few decades to serve more than 3 billion users and will have to handle several billion additional users and devices in the years to come." During fruitful discussions facilitated by a team of experts at Sunnylands February 27 – 28, the Panel identified 11 strong Internet governance principles built upon a multistakeholder framework. The Panel's current and developing view on a roadmap forward to operationalize those principles includes: * New mechanisms to map issues to solutions are needed. * New localized mechanisms and national and regional Internet governance structures are needed. * ICANN needs to further globalize. * Global, regional, and national forums and dialogues on Internet governance issues must be strengthened. * Expert communities are needed to support Internet governance structures and mechanisms. * More empowerment, development, and tools are needed to enable Internet governance mechanisms and structures at the global, regional, and national levels. "A core mission of Sunnylands is to bring world leaders together to facilitate international agreement and help develop solutions to important issues facing democratic institutions," said Geoffrey Cowan, president of The Annenberg Foundation Trust at Sunnylands and former dean of the USC Annenberg School for Communication & Journalism. "We have been delighted to serve as a partner for the work of the Panel as it addresses the challenge of future Internet governance." Whether you plan to participate in the upcoming ICANN meeting in Singapore, remotely or in person, you're invited to a quick reminder of the background and current status of each major policy issue currently under discussion in ICANN. The ICANN Policy Staff will provide a briefing on Thursday 13 March at 12:00 UTC and Thursday 13 March at 19:00 UTC, summarizing policy issues across the different ICANN Supporting Organizations, namely the Generic Names Supporting Organization (GNSO), Country Code Names Supporting Organization (ccNSO) and Address Supporting Organization (ASO). Among other topics, updates will be provided on: * Inter-Registrar Transfer Policy Part D * Privacy & Proxy Services Accreditation Issues * Framework of Interpretation working group * ASO activities in Singapore * ALAC policy advice statements since Buenos Aires * Finalization of GAC advice regarding new gTLDs * RSSAC restructure update * Recent SSAC advisories The two sessions are duplicates, scheduled to accommodate different time zones. The affected gTLD registries have processed the bulk transfers.
