During this phase, ICANN will request that governments and others who commented on these labels prior to today clarify their reasons for commenting. It will then solicit a response from those registry operators whose requests for labels have received comments. All clarifications of previously submitted comments must be received by ICANN by 5 December 2015. Comment clarifications will be reviewed and considered by ICANN in determining whether to authorize the release of requested Letter/Letter Two-Character ASCII Labels<https://www.icann.org/forms/two-character-comments> that were previously withheld from authorization. ICANN will evaluate comments in light of the standard in the registry agreement, which states, "The Registry Operator may also propose the release of these reservations based on its implementation of measures to avoid confusion with the corresponding country codes, subject to approval by ICANN." As a result, comments not pertaining to confusion might be directed to recourse mechanisms, such as the Abuse Point of Contact, outside of the Authorization Process for the Release of Two-Character ASCII Labels<https://www.icann.org/forms/two-character-comments>. >From both governments' and registries' inputs, ICANN plans to draft criteria for evaluating whether measures identified by a registry operator successfully mitigate concerns raised which relate to confusion with a related government's corresponding country code. Following the Call for Generation Panels to Develop Root Zone Label Generation Rules<https://www.icann.org/news/announcement-2013-07-11-en>, on 9 September 2015 the Thai script community submitted to ICANN the Proposal for the Generation Panel for the Thai Script Label Generation Ruleset for the Root Zone<https://www.icann.org/en/system/files/files/thai-script-lgr-proposal-25sep1…> [PDF, 730 KB]. ICANN staff has reviewed the proposal including panel composition and scope, to ensure that requirements set forth in the LGR Procedure<https://www.icann.org/en/system/files/files/lgr-procedure-20mar13-en.pdf> [PDF, 772 KB], and in particular the criteria set forth in the Call for Generation Panels to Develop Root Zone Label Generation Rules<https://www.icann.org/news/announcement-2013-07-11-en>, are fulfilled. "On behalf of ICANN we thank the Thai script community for volunteering to develop the Thai LGR proposal for the Root Zone," said Sarmad Hussain from the IDN Program at ICANN, "and the Electronic Transactions Development Agency of Thailand for organizing and hosting this panel." With composition and work plan approved, the Thai Generation Panel will start its work on the label generation rules. The DNS-EC, a partnership<https://www.icann.org/en/system/files/files/ntra-mou-23jun14-en.pdf> between ICANN and Egypt's National Telecommunications Regulatory Authority (NTRA), aims to contribute to the evolution of the domain name sector in Africa and the Middle East through a series of workshops. Titled "SWOT Workshop for National DNS Markets," these seminars aim to develop expertise in the DNS business related areas, and provide resources to support the implementation of initiatives and projects in this field. The Domain Name System (DNS) helps users find their way around the Internet. The DNS matches domain names, which we use to access the Internet, with numeric addresses (IP addresses), which digital devices use to communicate with each other. It's very much like how a phone book matches names to phone numbers. Four workshops are planned from now until the end of the year, with the first two scheduled to start this month. One in Tunis, Tunisia, with the collaboration of our partners the Tunisie Internet (ATI)<http://www.ati.tn/en>, is taking place between 8-9 October 2015, followed by a second workshop, which will be hosted by the Communications Regulatory Authority (CRA)<http://cra.gov.qa/en>, in Doha, Qatar between 11-12 October 2015. The objective of the workshops is to construct a Strategic Plan for ccTLD Registry based on a SWOT (Strengths-Weaknesses-Opportunities-Threats) analysis of the country's DNS market. Potential attendees include ccTLD managers, IDN ccTLD manager, and the Registrars/Resellers in the respective countries. The two workshops will be conducted in partnership with EnCirca Domain Name Registrar<http://www.encirca.com> and Startingdot Registry<https://www.startingdot.com>. "We are very excited about this road show. It comes at just the right time, as the DNS-EC enters its second year and becomes more proactive in addressing the needs of the DNS community by expanding its outreach and building the necessary infrastructure across Africa and the Middle East." The DNS Entrepreneurship Center (DNS-EC) announced in June of last year, during ICANN50 in London, is an important milestone, materializing the plans set out by the Middle East Strategy for ICANN, to serve communities in Africa and the Middle East. REMOTE HUBS for ICANN 54 - Information on terms and online application form

Dear All, We would like to ensure that everyone is aware that the refreshed ICANN Remote Hub Terms and Online Application has gone live on ICANN's Meeting Webpage<https://meetings.icann.org/en> as well as on the Dublin Schedule Page <https://meetings.icann.org/en/dublin54/schedule-full> . The application form will close on October 14th, in time for decisions to be made on entities that will ultimately host and Tech team preparation. This refreshed version of the ICANN Meeting Remote Hubs is a very deliberate attempt to prioritize engagement around groups of interested participants from developing nations who might not otherwise have the ICANN Meeting experience though (not excluding anyone who has the right motivations to bring ICANN community and stakeholders together in all ICANN regions). We want to focus on simulating the physical room experience, promoting lively and topical discussion between the remote participants as would happen in a face to face environment...and see positive outcomes related to more engagement and participation both regionally and within the ICANN communities.
