Introduction The IDN Implementation Guidelines address the IDN registration policies and practices, designed to minimize the risk of cybersquatting and consumer confusion, and respect the interests of communities using local languages and scripts. These Guidelines are for registry operators to implement IDNs at the second level. Registry operators that offer IDNs under the new gTLDs, resulting from the 2012 application round, are contractually bound to adhere to the Guidelines per Specification 6 of the Registry Agreement. The IDN ccTLDs are encouraged to follow the Guidelines through the IDN ccTLD Fast Track process, but are not contractually obligated to do so. IDN Implementation Guidelines were last updated in 2011. ICANN is now initiating a revision of these guidelines and soliciting the participation of expert community volunteers to form a working group for this purpose. The working group will comprise of expert volunteer members from GNSO, ccNSO, SSAC and ALAC, as per the details below. Interested experts should be endorsed by their respective SOs/ACs and should send their Resumes and Statements of Interest to IDNProgram(a)icann.org<mailto:IDNProgram@icann.org> by 3 August, 2015. 2. Background Historically, the IDN Implementation Guidelines have been updated when there was a change to relevant protocols or other demand from the community, but not on a regular basis. As there are contractual obligations associated with the Guidelines, updating them may have a significant impact. To date, there have been five versions of the Guidelines, available through the link: https://www.icann.org/resources/pages/implementation-guidelines-2012-02-25-…. The current Version 3.0<https://www.icann.org/resources/pages/idn-guidelines-2011-09-02-en> was developed through a community based effort and finalized on 2 September 2011. This was endorsed<https://www.icann.org/resources/board-material/resolutions-2011-10-28-en#1.2> by the ICANN Board of Directors on 28 October 2011. Since publication of the latest version of the Guidelines in 2011, there have been changes in the terminology around IDNs and language tables (e.g. see Appendix 2 of Integrated Issues Report<https://www.icann.org/en/system/files/files/idn-vip-integrated-issues-final…> [PDF, 2.15 MB]), as well as a definition of the formal representation<https://tools.ietf.org/html/draft-davies-idntables-08> of the language tables to make them machine readable. Additional analysis and data are also available, including Maximal Starting Repertoire<https://www.icann.org/news/announcement-2-2014-06-20-en> (MSR), informational RFC 6912 and revised IANA IDNA tables<http://www.iana.org/assignments/idna-tables> for Unicode 6.3.0. Finally there have been recommendations for consistency and manageability of variants across different levels in a domain name, e.g. in the User Experience Study<https://www.icann.org/en/system/files/files/active-ux-21mar13-en.pdf> [PDF, 1.38 MB] and related SSAC comments in SAC 60<https://www.icann.org/en/system/files/files/sac-060-en.pdf> [PDF, 655 KB] report. Based on the experience with implementing IDNs accumulated since 2011, GNSO Council and its members have asked ICANN to update these guidelines. 3. Working Group Expertise and Composition The working group members should have expertise in one or more of the following areas, as relevant for the second level. * DNS and IDNA protocols * IDN language or script tables, including variants and label level rules * IDN policy * IDN implementation * IDN label registration process and registration data * IDN related SSR issues, including string similarity * IDN usability challenges and universal acceptance The working group is anticipated to have expertise in all these areas, with tentatively seven members: GNSO (3), ccNSO (2), SSAC (1) and ALAC (1). The number of GNSO and ccNSO members are based on membership during previous revisions of IDN Implementation Guidelines. SSAC and ALAC members are being added for additional consideration of SSR and usability issues. 4. Tentative Work Plan The working group will determine its own work plan and deliverables, after its formation. The following are tentative steps and the timeline the working group may undertake to complete its work. The committee was established at the Board's 21 June 2015 meeting, and its membership consists of George Sadowsky (chair), Rinalia Abdul Rahim, Cherine Chalaby, Steve Crocker, Chris Disspain, Markus Kummer, Ram Mohan and Ray Plzak. ICANN: The Internet Corporation for Assigned Names & Numbers ICANN's global public interest mission is to promote the stability and security of the global Internet through coordination of the unique identifiers that comprise its naming and addressing systems - numbers, names, and protocol parameters. ICANN's mission touches all countries and it fulfills it by engaging with a large global community of actively participating stakeholders representing the domain name industry, governments, businesses, academia, NGOs and individuals, dedicated to keeping the Internet secure, stable and interoperable. ICANN has three meetings a year that gather about 1,500 participants each. ICANN was formed in 1998 as a Californian public benefit not-for-profit corporation. ICANN's current baseline operating expense budget (excluding initiatives) is about US$113 million, mostly derived from fees levied on domain name registrations. The past three years have been key in establishing ICANN as a global organization. In addition to the hub office in Los Angeles, USA, ICANN has hub offices in Istanbul, Turkey, and Singapore, and engagement offices in Beijing, Brussels, Geneva, Montevideo, Seoul and Washington. The organization currently has 325 staff spread across 30 countries. In addition to the globalization of the organization, the new generic Top-Level Domain (gTLDs) Program was developed, which includes gTLDs in both Latin and non-Latin scripts such as Arabic, Chinese, and Cyrillic that allow people to use a domain name in their native language or script. More than 1,300 new gTLDs are expected to be delegated in total. ICANN's multistakeholder model is essential to the organization's ability to serve the global public interest and to enhance its accountability and the trust in its work. The organization is currently undergoing substantial global community-led efforts to strengthen this model. Some key characteristics of ICANN's are: ICANN as an Organization * ICANN is a unique not-for-profit organization that comprises and serves a broad, global group of stakeholders from across all sectors that work to develop its policies through an inclusive "bottom-up" process * Transparency, inclusion, and participation form the basis of its conduct of business and its accountability towards stakeholders and the larger public * ICANN's open and transparent policy development mechanisms promote well-informed decisions based on advice from a diversity of views. [ICANN]<http://www.icann.org/> News Alert https://www.icann.org/news/announcement-2015-07-16-en ________________________________ ICANN to Resume Evaluation of DotConnectAfrica Trust Application for .AFRICA 16 July 2015 The Internet Corporation for Assigned Names and Numbers (ICANN) today announced it will resume evaluation of DotConnectAfrica Trust's (DCA's) application for the .AFRICA new generic top-level domain. ICANN's Board of Directors convened a special meeting on 16 July 2015 to quickly address an independent review panel's declaration that held in favor of DotConnectAfrica Trust regarding certain claims about its .AFRICA top-level domain application. During the meeting, the Board resolved<https://www.icann.org/resources/board-material/resolutions-2015-07-16-en> to: * Continue to refrain from delegating the .AFRICA gTLD. * Permit DCA's application to proceed through the remainder of the new gTLD application process. * Reimburse DCA for certain costs related to the independent review process. As such, the Board has directed staff to take all steps necessary to resume the evaluation of DCA's application for .AFRICA and to ensure that such evaluation proceeds in accordance with the established process(es) as quickly as possible. "I want to thank the panel for their efforts and careful deliberation of this matter," said Steve Crocker, ICANN's Chairman of the Board. "Though these proceedings have been lengthy and delayed the launch of the .AFRICA top-level domain, the independent review process is an integral part of ICANN's community-developed accountability mechanisms, which are fundamental safeguards in ensuring that ICANN's bottom-up, multistakeholder model remains effective." Dr. Crocker further noted, "Our commitment to ICANN's African stakeholders remains strong. As this advances to final resolution, we will assist in moving this process forward as rapidly as possible and provide all parties with the certainties they are looking for and deserve." The next step in the process for DCA is to complete Initial Evaluation, a phase of the New gTLD Program in which multiple independent panels, including a panel dedicated to geographic names, review an application to ensure it meets the requirements in the Applicant Guidebook. With respect to the Governmental Advisory Committee's (GAC's) consensus advice in the Beijing Communiqué that DCA's application for .AFRICA should not proceed, the Board will ask the GAC if it wishes to refine that advice and/or provide the board with further information regarding that advice and/or otherwise address the concerns raised in the Declaration.

In view of the current community workload and the impact the recommendations will have on the workload of the community and staff, the comment period has been extended to 24 July 2015 23:59 UTC. The purpose of the Public Comment<https://www.icann.org/public-comments/gnso-review-draft-2015-06-01-en> posting is to request community feedback on the Draft Report issued by Westlake Governance Limited (Westlake) on the Review of Generic Names Supporting Organization (GNSO). As the Independent Examiner, Westlake has drafted their report after conducting extensive work, including but not limited to online surveys (178 responses), 40 one-on-one interviews (considerably more than originally anticipated in the scope of work), review and analysis of documents and direct observations of GNSO proceedings at three ICANN meetings. In addition, Westlake has been engaged in consultations with representatives from the GNSO and other community members. Westlake will issue their Final Report at the end of August 2015 after considering community feedback via Public Comment process, in-person meetings at ICANN53 and ongoing interaction with the GNSO Review Working Party. The final report, along with public comments, will be considered by the Board. After the Board takes action and accepts the report, the implementation phase will begin. The Report Summary (Section 1, pages 4-20<https://www.icann.org/en/system/files/files/gnso-review-draft-29may15-en.pd…>) offers a brief overview of Westlake's work and outlines 36 proposed recommendations, classified into four topical themes: Participation and Representation; Continuous Development; Transparency; and Alignment with ICANN's Future.
