Universal Acceptance (UA) is the concept of removing all technical barriers that might hinder a user from accessing any name in any top-level domain (TLD) from any web browser, email client, or other Internet application on any computer or electronic device. The report, sponsored by ICANN, is available here<http://www.potaroo.net/reports/Universal-Acceptance/UA-Report.pdf> [PDF, 1.63 MB]. APNIC Labs, the research arm of the Asia Pacific Network Information Centre (APNIC)<https://www.apnic.net/>, conducted the tests and analysis, which included measuring overall and per-country acceptance of certain generic top-level domains (gTLDs) by end-users and the domain name system (DNS) as a whole. The tests show that there were no underlying infrastructure obstacles to the accessibility of any TLDs. "These results were in-line with our expectations," said ICANN's Chief Technology Officer, David Conrad. "However, there will need to be changes to systems and software to fully leverage the global opportunities these new TLDs enable." Conrad went on to note that the results of the APNIC Labs tests identified occasional problems with Adobe's Flash product working in Microsoft's Internet Explorer and Mozilla's Firefox when accessing Internationalized Domain Name (IDN) TLDs. UASG Chair Ram Mohan said "The problems identified in the report resulted in a larger than expected number of IDN TLDs being unresolvable, clearly an issue for Universal Acceptance. The UASG is reaching out to Microsoft, Mozilla and Adobe to further investigate and mitigate this issue identified in the report, and ensure problems are resolved for all TLDs." ICANN News Alert -- Revised Rights Protection Mechanisms Report Now Available

The report provides an initial analysis of the effectiveness of rights protection mechanisms introduced under the New gTLD Program in meeting their intended objectives, and identifies considerations for future new gTLD application rounds. An initial draft was published for comment<https://www.icann.org/public-comments/rpm-review-2015-02-02-en> on 2 February 2015. The revised version available today contains updated data and community input collected during the comment period about specific rights protection mechanisms, such as the Trademark Clearinghouse, Uniform Rapid Suspension system and Post-Delegation Dispute Resolution Procedures. As detailed in the revised report, the comment period highlighted several issues with the existing implementation of rights protection mechanisms and proposed suggestions for improving their processes. The issues cited most were higher registration prices of "premium" names than regular Sunrise registrations, reservation and release of domain names, duration of the Trademark Claims service, and curative remedies, such as the suspension option provided by the URS vs. preventative rights protection measures, such as blocking mechanisms. ICANN plans to include these topics in upcoming program reviews discussions where additional policy development work may be considered. Specifically, this feedback is intended to be used in several areas, including will be considered in regard to the New gTLD Program's impact on competition, consumer trust and consumer choice and during the GAC-recommended independent review of the Trademark Clearinghouse. These upgrades aim to enhance the stability, security and resiliency of the Internet for users throughout the European continent. A joint operation between ICANN and CZ.NIC, the deployment of the L-Root server cluster in Prague is designed to respond to traffic in excess of 500 times the load we currently see on the L-Root network, meaning this upgraded server will be capable of handling tens of millions of queries per second. "This improved infrastructure benefits Internet users globally by providing a firm basis to all Internet applications that rely on DNS to function." "ICANN is excited to extend the long-held partnership we have had with CZ.NIC since 2009, and appreciates the tremendous amount of time and effort they spend hosting this critical infrastructure. I'd like to use this opportunity to mention that in 2009, the CZ.NIC Association was the first ICANN partner that started to operate a mirror of the L-root server," said Ondřej Filip, CEO of the .CZ Czech national domain administrator. "We are incredibly happy that a project as young as our DNS server (Knot DNS) has gone as far as to be deployed at the highest level." There are 13 "root" DNS servers, identified by alphabetic letters A through M - the "L" root server operated by ICANN being one. Computers typically communicate with each other using numeric addresses, while humans find it easier to use and remember names (for instance, users typically remember the domain name "ICANN.ORG" more easily than the Internet Protocol address, 2620:0:2d0:200::7). The DNS translates names into addresses and the root servers, such as the one being upgraded in Prague, provide the pointers to the servers for top-level domains (the last part of domain names, such as the "ORG" in "ICANN.ORG").
