NTIA Announces Intent to Allow IANA Functions Contract to Expire 1 October
In a letter to ICANN<http://r20.rs6.net/tn.jsp?f=0014mFloGG8bRy-udtrBk9ODrX7tFNH-47BZwR-kFTQANo1…> on 16 August 2016 regarding the Internet Assigned Numbers Authority (IANA) functions contract with ICANN, the National Telecommunications and Information Administration (NTIA) stated:
"NTIA has thoroughly reviewed the report. Based on that review, barring any significant impediment, NTIA intends to allow the IANA functions contract to expire as of October 1."
The letter was sent as a result of NTIA's review of ICANN's IANA Stewardship Transition Proposal Implementation Planning Status Report<http://r20.rs6.net/tn.jsp?f=0014mFloGG8bRy-udtrBk9ODrX7tFNH-47BZwR-kFTQANo1…>, which was submitted<http://r20.rs6.net/tn.jsp?f=0014mFloGG8bRy-udtrBk9ODrX7tFNH-47BZwR-kFTQANo1…> to the administration on 12 August. In that report, ICANN informed NTIA that it has completed or will complete all the necessary tasks in advance of 30 September 2016 to allow the IANA functions contract to expire.
ICANN is pleased with NTIA's statement and is focused on the few remaining tasks to be completed by the end of the month.

Leaders of Tomorrow at the Inaugural Asia Pacific Internet Governance Academy
"The Asia Pacific Internet Governance Academy (APIGA) has been extremely enlightening. I thought APIGA was just going to be a series of lectures, but was pleasantly surprised at the opportunity to interject and share perspectives with like-minded people. I'm feeling more confident in talking about issues related to the future of Internet, and am happy that I now have a say in this." - Vishaarad Sharan, participant from Fiji
Youth leaders from the Asia-Pacific region attended the inaugural APIGA, which was a great platform for youths like Sharan to become familiar with Internet governance discussions and get involved in ICANN's work. Organized by ICANN and the Korea Internet and Security Agency (KISA), the five-day capacity-building program was held in Seoul's Yonsei University from 8-12 August 2016. The program was also supported by regional organizations such as the Asia Pacific Network Information Center (APNIC), the Internet Society (ISOC), DotAsia and members of the Asia-Pacific Internet community.
Although APIGA was the first of its kind, the organizers had an encouraging start. The 45 APIGA participants - carefully selected from over 120 applicants - engaged in group work and active discussions, and impressed the lecturers with their tenacity and enthusiasm. Inspired by what they learned, some have plans to conduct outreach sessions at home. Others expressed an interest in getting involved in ICANN and other regional meetings. With such promising signs, the organizers will continue to engage the APIGA alumni, and look forward to organizing a similar academy next year.

Reducing the Barrier to Developing Asia's Digital Economy
In 2014, ICANN commissioned a report<http://r20.rs6.net/tn.jsp?f=0014mFloGG8bRy-udtrBk9ODrX7tFNH-47BZwR-kFTQANo1…> by the Boston Consulting Group to determine how much the global, interoperable Internet contributes to economic and business success. In August 2016, ICANN commissioned a region-specific review for developing Asia, specifically 16 South, East and Southeast Asian countries.
Key points from the report "Connecting the Unconnected in Developing Asia" include:
* One in four of all new Internet users globally between now and 2020 will come from countries in developing Asia besides China and India.
* Many of these unconnected citizens are underprivileged, and many live in rural areas.
* Urgent action is required in four areas: improving access to Internet infrastructure, making services significantly more affordable, raising adoption rates through more relevant local digital content and services, and enhancing digital literacy skills.
* Decision makers should take a holistic, multistakeholder approach to addressing the challenges, and recognize that speed and urgency are paramount.

ICANN staff and Korean registrars come together at the ICANN-KISA Korea Registrar Outreach Workshop. The workshop centered around the WHOIS Accuracy program and the domain name transfer policy.
Reaching Out to Registrars in Korea
On 31 August and 1 September, ICANN staff and Korean registrars engaged in the ICANN-KISA Korea Registrar Outreach Workshop in Seoul, Korea. ICANN Asia Pacific hub's Contractual Compliance, Global Domains Division and Korea teams were present at the workshop.
The workshop focused on explaining the WHOIS Accuracy program specification<http://r20.rs6.net/tn.jsp?f=0014mFloGG8bRy-udtrBk9ODrX7tFNH-47BZwR-kFTQANo1…> and domain name transfer policy<http://r20.rs6.net/tn.jsp?f=0014mFloGG8bRy-udtrBk9ODrX7tFNH-47BZwR-kFTQANo1…> to the 35 Korean registrars present at the workshop. Based on the registrars' questions, they were particularly interested in the transfer policy, which takes effect on 1 December 2016.
The ICANN teams also had one-on-one visits with 5 Korean registrars on the sidelines of the event.

Rolling the Keys at SANOG28
ICANN's Samiran Gupta (Head of India) and Champika Wijayatunga (Security, Stability and Resiliency Engagement Regional Manager) were recently in Mumbai, India, for the South Asia Network Operators Group Conference (SANOG 28)<http://r20.rs6.net/tn.jsp?f=0014mFloGG8bRy-udtrBk9ODrX7tFNH-47BZwR-kFTQANo1…>. The event ran from 1-9 August 2016 and consisted of a two-day conference, a two-day tutorial session and a five-day technical workshop.
Wijayatunga was the chair of the first plenary session on network operations. In the second session, he spoke about the key signing key (KSK) rollover<http://r20.rs6.net/tn.jsp?f=0014mFloGG8bRy-udtrBk9ODrX7tFNH-47BZwR-kFTQANo1…>. As this was a relatively new topic to some, Wijayatunga highlighted the importance of rolling the KSK, explaining that an up-to-date KSK ensures that domain names signed with Domain Name System Security Extensions (DNSSEC) would continue to validate after the key rollover. He also conducted tutorial sessions and a five-day post-conference workshop on the DNS and DNSSEC.
Before the start of SANOG 28, Gupta discussed ICANN's role and current issues in a meeting with Indian Internet service providers.

Champika Wijayatunga visits Sri Lanka to speak at the 34th National IT Conference.
Building a Secure, Stable and Resilient Internet in Sri Lanka
Champika Wijayatunga - Security, Stability and Resiliency Engagement Regional Manager - was in Sri Lanka from 8-10 August 2016 for the 34th National IT Conference<http://r20.rs6.net/tn.jsp?f=0014mFloGG8bRy-udtrBk9ODrX7tFNH-47BZwR-kFTQANo1…>. He was a speaker in the Safety and Security Track, where he spoke about cybersecurity and the handling of abuses of the Internet's identifier systems. Over 200 event organizers and participants came from the government, technical and finance sectors.
After the conference, Wijayatunga met with other stakeholders, including computer emergency response teams (CERTs), law enforcement and government agencies.

Learning About the First L-Root Instance in India
On 13 August 2016, close to 25 engineering students, academics and law enforcement officers visited the network operation center in Kolkata that hosts the first L-Root instance in India. Visitors learned about the workings of the L-Root instance and saw the traffic graphs and data on the resolution of queries.
The visit was part of an Internet Engineering Task Force (IETF) capacity-building workshop, organized by the Internet Society (ISOC) Kolkata Chapter. Samiran Gupta, ICANN's Head of India, gave an overview on how the Internet works, introduced ICANN and talked about recent developments.

SSR2-RT Deadline Extended to 15 September
The 15 September deadline to apply for ICANN's Second Security, Stability and Resiliency of the DNS Review Team (SSR2-RT) is approaching. ICANN is seeking a geographically diverse team of security experts. The team will look at operational stability and resiliency issues relating to the coordination of the Internet's system of unique identifiers.

Mark Jardina, an expert in global security and health and safety, has joined ICANN as VP of Security Operations. ICANN Announces NextGen@ICANN57 Participants
ICANN has selected 15 applicants<http://r20.rs6.net/tn.jsp?f=0014mFloGG8bRy-udtrBk9ODrX7tFNH-47BZwR-kFTQANo1…> from various universities in the Asia Pacific region to participate at ICANN57 Hyderabad. These individuals are engaged in a broad range of studies: policy, business, technical, security, law and communications. Additionally, 5 previous NextGenners will serve as ambassadors for these newcomers to ICANN.
An independent selection committee assessed the applications. It selected candidates based on their current studies and interest in Internet governance, the future of the Internet and other topics covered at ICANN meetings. The selected individuals commit to engage with the ICANN community at the meeting, and give a short presentation relating the work of ICANN to their studies.

At-Large Advisory Committee Representative
Maureen Hilyard is currently working as a development program consultant in the Cook Islands. She has been a representative of the At-Large Advisory Committee (ALAC) since 2013. She serves as the ALAC liaison to the Country Code Names Supporting Organization (ccNSO) and is also on the ALAC leadership team.
Hilyard learned of ICANN through her work with the At-Large Structures (ALSes). She became involved with ICANN as an ICANN Fellow in ICANN39 and ICANN43. APRALO Introduces Mentoring Program for ALSes
The leadership team of the Asian, Australasian and Pacific Islands Regional At-Large Organization (APRALO) recently launched a mentoring program<http://r20.rs6.net/tn.jsp?f=0014mFloGG8bRy-udtrBk9ODrX7tFNH-47BZwR-kFTQANo1…> for At-Large Structures (ALSes) in the region. During a 9-month period, 11 mentees will be matched with mentors and receive coaching and support to develop the knowledge and skills required to work effectively with the community. To evaluate the effectiveness of the program, mentees will update APRALO regularly on their progress.
GNSO Council Adopts Response to GAC Communiqué
The Council of the Generic Names Supporting Organization (GNSO) formally adopted its response to the Governmental Advisory Committee (GAC) Helsinki Communiqué and transmitted its conclusions<http://r20.rs6.net/tn.jsp?f=0014mFloGG8bRy-udtrBk9ODrX7tFNH-47BZwR-kFTQANo1…> to the ICANN Board. The purpose of these reviews is to provide feedback to the ICANN Board as it considers issues referenced in the GAC Communiqué which the GNSO identifies as relevant to generic top-level domains.

GAC Prepares for ICANN57
The leadership of the GAC has been actively working to create an agenda for ICANN57.
The GAC plans to hold dedicated sessions to meet with the Generic Names Supporting Organization, the At-Large Advisory Committee, the Country Code Names Supporting Organization and the ICANN Board. It will also hold focused discussions on priority topics, including New Generic Top-Level Domains Subsequent Procedures, Work Stream 2 of the Cross-Community Working Group on Enhancing ICANN Accountability and various internal matters.
Each GAC working group will each have a one-hour session to advance its work and update the GAC. Also, at the invitation of India, the host country, the GAC will engage in local outreach and capacity-building activities on the first and last days of ICANN57.
ccNSO Members to Elect Councilors and Nominate Candidate for ICANN Board Seat 11
From September to December 2016, Country Code Names Supporting Organization (ccNSO) members will elect one Councilor from each respective ICANN region. In the event that two or more candidates from the same region are nominated and accept their nomination, an election will be conducted among the members from that region. In addition, there will be a special election in the African region to fill a vacancy on the ccNSO Council. Moreover, ccNSO members will also nominate - and if two or more candidates are nominated, elect - a candidate for ICANN Board Seat 11. The term begins at the Annual General Meeting in 2017. Only ccNSO members, via their primary contacts, are eligible to vote.
Framework of Interpretation Implementation Advisory
The Internet Assigned Numbers Authority (IANA) received a request not to contact the administrative and technical contacts listed in the IANA database with issues of delegation or revocation or retirement of a country code top-level domain (ccTLD). Instead, these more serious changes to the IANA database warrant a separate procedure and contact person.
ICANN staff members working on the implementation of the Framework of Interpretation (FOI) have raised some questions on how to implement this request. Based on conversations and input received, the FOI Implementation Advisory Team, consisting of Becky Burr and Keith Davidson, recently advised IANA staff as follows:
* There has been no consistency in the feedback received from the very small pool of ccNSO Councilors. Opening up the consultation to seek more, additional opinions will be no avail.
* IANA should introduce a field to record the instruction from the ccTLD with respect to the approval contact in case of more serious changes to the IANA database. Each ccTLD manager should be asked to give individual instructions.

A Message from Siranush Vardanyan, Former Chair of APRALO
As of September 2016, I will be stepping down as Chair of APRALO to join ICANN as a Fellowship Coordinator. I am pleased to welcome Satish Babu - currently the Vice Chair of APRALO - to be the interim Chair during the transition period.
APRALO is the most geographically diverse of the five RALOs. Almost half of the world's Internet end users, speaking more than 70 languages, live in this region. During my three years as Chair, the number of At-Large Structures (ALSes) from the region has grown to 45. We also strengthened our role in the region by fostering a closer relationship with organizations such as the Asia Pacific Network Information Centre (APNIC) and the Asia Pacific Top-Level Domain Name Association (APTLD).
In addition, we collaborated with the ICANN Asia Pacific hub to organize regular capacity-building webinars for APRALO ALSes and to participate in joint outreach events such as Asia Pacific Regional Internet Conference on Operational Technologies (APRICOT). The aim of these activities was to encourage more end users to get involved with ICANN.

ICANN Announces Incorporation of PTI
On 12 August 2016, ICANN announced that the incorporation documents for the "Post-Transition IANA" organization were filed and received by the California Secretary of State under the name Public Technical Identifiers (which will now be referred to as PTI). With this filing and receipt, PTI is now formed as a nonprofit public benefit corporation and controlled affiliate of ICANN.
The PTI incorporation documents were drafted to reflect the recommendations of the IANA Stewardship Transition Coordination Group (ICG) proposal, as provided to the ICANN Board and transmitted to NTIA on 10 March 2016. PTI was formed to perform the naming-related IANA functions under contract with ICANN. However, for purposes of coherence of the IANA functions and overall operational logistics, the ICG proposal also requires that the performance of the IANA numbering and protocol parameter functions be subcontracted to PTI.
Although PTI now exists as a legal entity, it is not yet performing any work. PTI will not perform any services under the IANA functions contract with NTIA. PTI will only start performing the IANA functions upon the successful completion of the transition.

There are 22 constitutional languages in India, 122 major languages and more than 1,576 mother tongues. With such linguistic diversity within India, the IDN ccTLD strings are promoting the multilingual Internet for the non-English-speaking communities in India.

ICANN58 Fellowship Application Round Now Open

lCANN launches the application round for participants interested in the ICANN58 Public Meeting through the Fellowship Program. The meeting takes place from 11-16 March 2017 in Copenhagen, Denmark. The deadline to apply is 21 October 2016. Successful candidates will be announced on 12 December 2016 on ICANN.org.
The Fellowship Program
The ICANN Fellowship<https://www.icann.org/en/about/participate/fellowships> program seeks out those who are interested in, or already engaged in, the various components of ICANN's work in Policy Building, the Operation of the Domain Name System and the Security and Stability of the Global Internet. The goal of the Program is to help create a broader base of knowledgeable constituents to engage in the ICANN Multistakeholder process and become the new voice of experience in their regions and on the global stage. Updated criteria and assessment guidelines for the Application process have been created as a result of a review of the Fellowship Program in 2016, and the public comment that followed that review. This information can be found on the ICANN Fellowship Webpage.
Since its creation in 2007, the Fellowship Program has built a strong group of individuals who are actively participating in all of the ICANN communities as well as various Internet Governance entities within the Internet Ecosystem. Their engagement ranges from writing articles and blogs, providing online or in-person public comment in regard to bottom up policy building, engaging in Internet conferences and panel discussions, lifting a pen in working groups, mentoring newcomers, assisting our regional leaders and becoming leaders themselves.

NTIA Announces Intent to Allow IANA Functions Contract to Expire 1 October
In a letter to ICANN<http://r20.rs6.net/tn.jsp?f=001ViQQcYSJ6zHxH3ULwgdF2Zv6jChovtIHlfBjy368tHHE…> on 16 August 2016 regarding the Internet Assigned Numbers Authority (IANA) functions contract with ICANN, the National Telecommunications and Information Administration (NTIA) stated:
"NTIA has thoroughly reviewed the report. Based on that review, barring any significant impediment, NTIA intends to allow the IANA functions contract to expire as of October 1."

ICANN Announces Incorporation of PTI
On 12 August 2016, ICANN announced that the incorporation documents for the "Post-Transition IANA" organization were filed and received by the California Secretary of State under the name Public Technical Identifiers (which will now be referred to as PTI). With this filing and receipt, PTI is now formed as a nonprofit public benefit corporation and controlled affiliate of ICANN.
The PTI incorporation documents were drafted to reflect the recommendations of the IANA Stewardship Transition Coordination Group (ICG) proposal, as provided to the ICANN Board and transmitted to NTIA on 10 March 2016. PTI was formed to perform the naming-related IANA functions under contract with ICANN. However, for purposes of coherence of the IANA functions and overall operational logistics, the ICG proposal also requires that the performance of the IANA numbering and protocol parameter functions be subcontracted to PTI.
Although PTI now exists as a legal entity, it is not yet performing any work. PTI will not perform any services under the IANA functions contract with NTIA. SSR2-RT Deadline Extended to 15 September
The 15 September deadline to apply for ICANN's Second Security, Stability and Resiliency of the DNS Review Team (SSR2-RT) is approaching. ICANN is seeking a geographically diverse team of security experts. These individuals are engaged in a broad range of studies: policy, business, technical, security, law and communications. Additionally, 5 previous NextGenners will serve as ambassadors for these newcomers to ICANN.
An independent selection committee assessed the applications. It selected candidates based on their current studies and interest in Internet governance, the future of the Internet and other topics covered at ICANN meetings. The selected individuals commit to engage with the ICANN community at the meeting, and give a short presentation relating the work of ICANN to their studies.

GAC Prepares for ICANN57
The leadership of the GAC has been actively working to create an agenda for ICANN57.
The GAC plans to hold dedicated sessions to meet with the Generic Names Supporting Organization, the At-Large Advisory Committee, the Country Code Names Supporting Organization and the ICANN Board. It will also hold focused discussions on priority topics, including New Generic Top-Level Domains Subsequent Procedures, Work Stream 2 of the Cross-Community Working Group on Enhancing ICANN Accountability and various internal matters.
Each GAC working group will each have a one-hour session to advance its work and update the GAC. Also, at the invitation of India, the host country, the GAC will engage in local outreach and capacity-building activities on the first and last days of ICANN57.
ccNSO Members to Elect Councilors and Nominate Candidate for ICANN Board Seat 11
From September to December 2016, Country Code Names Supporting Organization (ccNSO) members will elect one Councilor from each respective ICANN region. In the event that two or more candidates from the same region are nominated and accept their nomination, an election will be conducted among the members from that region. In addition, there will be a special election in the African region to fill a vacancy on the ccNSO Council. Moreover, ccNSO members will also nominate - and if two or more candidates are nominated, elect - a candidate for ICANN Board Seat 11. The term begins at the Annual General Meeting in 2017. Only ccNSO members, via their primary contacts, are eligible to vote.
Framework of Interpretation Implementation Advisory
The Internet Assigned Numbers Authority (IANA) received a request not to contact the administrative and technical contacts listed in the IANA database with issues of delegation or revocation or retirement of a country code top-level domain (ccTLD). Instead, these more serious changes to the IANA database warrant a separate procedure and contact person.
ICANN staff members working on the implementation of the Framework of Interpretation (FOI) have raised some questions on how to implement this request. Based on conversations and input received, the FOI Implementation Advisory Team, consisting of Becky Burr and Keith Davidson, recently advised IANA staff as follows:
* There has been no consistency in the feedback received from the very small pool of ccNSO Councilors. Opening up the consultation to seek more, additional opinions will be no avail.
* IANA should introduce a field to record the instruction from the ccTLD with respect to the approval contact in case of more serious changes to the IANA database. Each ccTLD manager should be asked to give individual instructions.
New ARIN Webpage Facilitates IPv6 Planning
Organizations are often unsure how to determine the amount of IPv6 address space they actually need. To address this concern, the American Registry for Internet Numbers (ARIN) has developed a new webpage<http://r20.rs6.net/tn.jsp?f=001ViQQcYSJ6zHxH3ULwgdF2Zv6jChovtIHlfBjy368tHHE…> dedicated to helping organizations plan for IPv6, specifically for determining how much space an organization requires. MEAC-SIG Brings Together Participants From Around the World
The third edition of the Middle East and Adjoining Countries School on Internet Governance (MEAC-SIG) took place from 8-12 August 2016. Since its inception, the event has grown to become a rich and visible platform for the next generation of stakeholders from the region to engage in debates on Internet governance at the national, regional and global levels. Past participants have gone on to become ICANN Fellows.
The five-day agenda included hot topics such as ICANN and the Internet Assigned Numbers Authority (IANA) Stewardship transition, regional Internet registries, systems of unique identifiers, Internet governance for development, the Internet of Things, Internet fragmentation, the digital Economy, and the Internet and accessibility. Workshop on Digital Economy and Cyber Law in Africa
The workshop on Digital Economy and Cyber Law took place in Yaounde, Cameroon, on August 1-3. Participants from Cameroon and the Republic of Congo attended the event. They came from diverse stakeholder groups - universities, local nongovernmental organizations (NGOs), women community leaders, members of parliament, IT and Internet-related service providers. ICANN's Yaovi Atohoun, Stakeholder Engagement and Operations Manager for Africa, presented on domain names and Internet Protocol (IP) addresses, regional Internet registries and new generic top-level domains (gTLDs).
JURISTIC, a local NGO, organized the event. ICANN and the Organization Internationale de la Francophonie were co-sponsors.
Symposium TIC Afrique
The annual Symposium TIC Afrique addresses topics related to information and communications technology (ICT). This year's symposium took place on 3-4 August in Yaounde, Cameroon. More than 150 people attended the event. ICANN's Global Stakeholder Engagement team in Africa took the opportunity for outreach with the diverse group of participants. This year, the two main discussion topics were using the Internet to deliver services to cities and using the Internet and ICT to aid in the online protection of children and people with disabilities.
The At-Large Structure CAPDA has held the event in Yaounde since 2011. ICANN, Huawei South Africa, Microsoft and MTN Group were sponsoring partners.

Nairobi Engagement Office Supports Outreach to Academia
On August 16-18, ICANN sponsored and participated in a workshop on ICANN and Internet Governance at Dodoma University, the largest public university in Tanzania. The aim of the event was to promote active involvement of local communities in Internet governance, create awareness about ICANN, build capacity of local community volunteers (especially academia), and urge involvement in the Internet and ICANN ecosystems. Over 60 participants from Tanzania, including faculty, students and government departments, attended this three-day event.
Participants discussed Internet governance and the role of ICANN in the Internet governance ecosystem. Other topics included the ICANNWiki and the dotTZ ccTLD. Participants engaged in a hands-on ICANNWiki Edit-a-thon session<http://r20.rs6.net/tn.jsp?f=001IFH4qxUt-TLHV51FZggQ9ZynznS2TarkhTdqEVpzFxld…> in Kiswahili at the university's computer lab.

The conference supported the Benin government's recent goals for investment in the digital economy. Benin Telecoms S.A., the country code top-level domain registry for .bj, hosted the conference. Pierre Dandjinou, ICANN's VP of Stakeholder Engagement, was a panelist at the event.
The presentations included comparisons of data among countries in the West Africa region. At the end, participants called for the ccTLD registry to implement Domain Name System Security Extensions (DNSSEC) and to improve their management of domain name registration (both process and cost).
Training Courses for RIPE NCC Members

The 15 September deadline to apply for ICANN's Second Security, Stability and Resiliency of the DNS Review Team (SSR2-RT) is approaching. Mark Jardina, an expert in global security and health and safety, has joined ICANN as VP of Security Operations. ICANN has selected 15 applicants<http://r20.rs6.net/tn.jsp?f=001IFH4qxUt-TLHV51FZggQ9ZynznS2TarkhTdqEVpzFxld…> from various universities in the Asia Pacific region to participate at ICANN57 Hyderabad. These individuals are engaged in a broad range of studies: policy, business, technical, security, law and communications. Additionally, 5 previous NextGenners will serve as ambassadors for these newcomers to ICANN.
An independent selection committee assessed the applications. It selected candidates based on their current studies and interest in Internet governance, the future of the Internet and other topics covered at ICANN meetings. The selected individuals commit to engage with the ICANN community at the meeting, and give a short presentation relating the work of ICANN to their studies.

ICANN Announces Incorporation of PTI
On 12 August 2016, ICANN announced that the incorporation documents for the "Post-Transition IANA" organization were filed and received by the California Secretary of State under the name Public Technical Identifiers (which will now be referred to as PTI). With this filing and receipt, PTI is now formed as a nonprofit public benefit corporation and controlled affiliate of ICANN.
The PTI incorporation documents were drafted to reflect the recommendations of the IANA Stewardship Transition Coordination Group (ICG) proposal, as provided to the ICANN Board and transmitted to NTIA on 10 March 2016. PTI was formed to perform the naming-related IANA functions under contract with ICANN. However, for purposes of coherence of the IANA functions and overall operational logistics, the ICG proposal also requires that the performance of the IANA numbering and protocol parameter functions be subcontracted to PTI.
Although PTI now exists as a legal entity, it is not yet performing any work. PTI will not perform any services under the IANA functions contract with NTIA. PTI will only start performing the IANA functions upon the successful completion of the transition.

GNSO Council Adopts Response to GAC Communiqué
The Council of the Generic Names Supporting Organization (GNSO) formally adopted its response to the Governmental Advisory Committee (GAC) Helsinki Communiqué and transmitted its conclusions<http://r20.rs6.net/tn.jsp?f=001IFH4qxUt-TLHV51FZggQ9ZynznS2TarkhTdqEVpzFxld…> to the ICANN Board. GAC Prepares for ICANN57
The leadership of the GAC has been actively working to create an agenda for ICANN57.
The GAC plans to hold dedicated sessions to meet with the Generic Names Supporting Organization, the At-Large Advisory Committee, the Country Code Names Supporting Organization and the ICANN Board. It will also hold focused discussions on priority topics, including New Generic Top-Level Domains Subsequent Procedures, Work Stream 2 of the Cross-Community Working Group on Enhancing ICANN Accountability and various internal matters.
Each GAC working group will each have a one-hour session to advance its work and update the GAC. Also, at the invitation of India, the host country, the GAC will engage in local outreach and capacity-building activities on the first and last days of ICANN57.
ccNSO Members to Elect Councilors and Nominate Candidate for ICANN Board Seat 11
From September to December 2016, Country Code Names Supporting Organization (ccNSO) members will elect one Councilor from each respective ICANN region. In the event that two or more candidates from the same region are nominated and accept their nomination, an election will be conducted among the members from that region. In addition, there will be a special election in the African region to fill a vacancy on the ccNSO Council. Moreover, ccNSO members will also nominate - and if two or more candidates are nominated, elect - a candidate for ICANN Board Seat 11. The term begins at the Annual General Meeting in 2017. Only ccNSO members, via their primary contacts, are eligible to vote.
Framework of Interpretation Implementation Advisory
The Internet Assigned Numbers Authority (IANA) received a request not to contact the administrative and technical contacts listed in the IANA database with issues of delegation or revocation or retirement of a country code top-level domain (ccTLD). Instead, these more serious changes to the IANA database warrant a separate procedure and contact person.
ICANN staff members working on the implementation of the Framework of Interpretation (FOI) have raised some questions on how to implement this request. Based on conversations and input received, the FOI Implementation Advisory Team, consisting of Becky Burr and Keith Davidson, recently advised IANA staff as follows:
* There has been no consistency in the feedback received from the very small pool of ccNSO Councilors. Opening up the consultation to seek more, additional opinions will be no avail.
* IANA should introduce a field to record the instruction from the ccTLD with respect to the approval contact in case of more serious changes to the IANA database. Each ccTLD manager should be asked to give individual instructions.

Thanks to ICANN's Memorandum of Understanding (MoU) with EURid, I was able to receive three weeks of training at the .eu Academy at EURid's office in Pisa, Italy. The first part of the training focused on marketing. I was introduced to .eu promotion programs, co-funded marketing programs, testimonials, the registrars' platform, effective marketing strategies, and means of encouraging new registrars' accreditation (which included webinars and video conferences). In addition, I received training on different social media marketing tools. During the hands-on session, I wrote a paper that highlighted the impact of websites and social media on businesses. This part of the training was particularly important to the DNS-EC, as it will help us create an effective marketing strategy.
The second part of the training focused on business continuity. I was introduced to different business continuity standards, disaster recovery and the capability maturity model. As part of the training, I created a risk and business impact analysis for the DNS-EC, which included defining mitigating actions. Both the training and the exercise contributed to the achievement of one of the center's strategic objectives: "Ensure that DNS-EC is well established and is operationally sustainable in the long term."
Background:
EURid, the registry manager of the .eu and .ею (Cyrillic script) country code top-level (ccTLD) domains, opened the .eu Academy in early 2015. The main objective of the academy is to educate industry peers, registrars and future stakeholders about the Internet. Hadia El Miniawi attended the .eu Academy in Pisa, Italy, in August 2016.

NTIA Announces Intent to Allow IANA Functions Contract to Expire 1 October
In a letter to ICANN<http://r20.rs6.net/tn.jsp?f=00134CFbjvNGG3aXYwSUapL9mg21ACGMfHdlFmK6lqb8gAC…> on 16 August 2016 regarding the Internet Assigned Numbers Authority (IANA) functions contract with ICANN, the National Telecommunications and Information Administration (NTIA) stated:
"NTIA has thoroughly reviewed the report. Based on that review, barring any significant impediment, NTIA intends to allow the IANA functions contract to expire as of October 1."
The letter was sent as a result of NTIA's review of ICANN's IANA Stewardship Transition Proposal Implementation Planning Status Report<http://r20.rs6.net/tn.jsp?f=00134CFbjvNGG3aXYwSUapL9mg21ACGMfHdlFmK6lqb8gAC…>, which was submitted<http://r20.rs6.net/tn.jsp?f=00134CFbjvNGG3aXYwSUapL9mg21ACGMfHdlFmK6lqb8gAC…> to the administration on 12 August. In that report, ICANN informed NTIA that it has completed or will complete all the necessary tasks in advance of 30 September 2016 to allow the IANA functions contract to expire.
ICANN is pleased with NTIA's statement and is focused on the few remaining tasks to be completed by the end of the month.

NIC .DO, the Network Information Center for the Dominican Republic's .do country code top-level domain (ccTLD), just celebrated the 25th anniversary of the delegation of .do. The event served as a stage for learning, knowledge sharing and discussion of relevant Internet issues.
Internet Week Dominican Republic<http://r20.rs6.net/tn.jsp?f=00134CFbjvNGG3aXYwSUapL9mg21ACGMfHdlFmK6lqb8gAC…> was an important event for the local Internet community. It gathered together in the Dominican Republic, for the first time, organizations like ICANN, the Latin American and Caribbean ccTLD Association (LACTLD), the Latin American and Caribbean Internet Addresses Registry (LACNIC), ICANN and the Dominican Republic Chapter of the Internet Society (ISOC RD). We were also delighted about the special participation of ICANN´s CEO and President Göran Marby.
The event held parallel sessions for more than 300 people, 85 percent of whom came from the local community. Representatives from government, academia, the technical community and civil society participated in the event.
The week has concluded, and we are grateful for the support we received from the Internet ecosystem organizations that were accompanying us. They helped us to put the Dominican Republic on the map of the countries that are contributing to the development of the Internet.

ICANN Announces Incorporation of PTI
On 12 August 2016, ICANN announced that the incorporation documents for the "Post-Transition IANA" organization were filed and received by the California Secretary of State under the name Public Technical Identifiers (which will now be referred to as PTI). With this filing and receipt, PTI is now formed as a nonprofit public benefit corporation and controlled affiliate of ICANN.
The PTI incorporation documents were drafted to reflect the recommendations of the IANA Stewardship Transition Coordination Group (ICG) proposal, as provided to the ICANN Board and transmitted to NTIA on 10 March 2016. PTI was formed to perform the naming-related IANA functions under contract with ICANN. However, for purposes of coherence of the IANA functions and overall operational logistics, the ICG proposal also requires that the performance of the IANA numbering and protocol parameter functions be subcontracted to PTI.
Although PTI now exists as a legal entity, it is not yet performing any work. PTI will not perform any services under the IANA functions contract with NTIA. PTI will only start performing the IANA functions upon the successful completion of the transition.

SSR2-RT Deadline Extended to 15 September
The 15 September deadline to apply for ICANN's Second Security, Stability and Resiliency of the DNS Review Team (SSR2-RT) is approaching. ICANN Announces NextGen@ICANN57 Participants
ICANN has selected 15 applicants<http://r20.rs6.net/tn.jsp?f=00134CFbjvNGG3aXYwSUapL9mg21ACGMfHdlFmK6lqb8gAC…> from various universities in the Asia Pacific region to participate at ICANN57 Hyderabad. These individuals are engaged in a broad range of studies: policy, business, technical, security, law and communications. Additionally, 5 previous NextGenners will serve as ambassadors for these newcomers to ICANN.
An independent selection committee assessed the applications. It selected candidates based on their current studies and interest in Internet governance, the future of the Internet and other topics covered at ICANN meetings. The selected individuals commit to engage with the ICANN community at the meeting, and give a short presentation relating the work of ICANN to their studies.

ICANN Strengthens Presence in the Caribbean Through Two Important Events
A Week of Internet Activities in the Dominican Republic
Attracting more than 300 participants, Internet Week Dominican Republic<http://r20.rs6.net/tn.jsp?f=00134CFbjvNGG3aXYwSUapL9mg21ACGMfHdlFmK6lqb8gAC…> was a resounding success. The week offered different workshops that addressed topics from Internet security to Internet governance. The week of events also celebrated of the 25th anniversary of the .do domain, organized by the Pontificia Universidad Católica Madre y Maestra, through NIC.DO.
On 23 August, the central interview of the most-watched morning news show in the country featured our regional VP, Rodrigo de la Parra. For 15 minutes Rodrigo talked about the Latin American and Caribbean Domain Name System Forum (LAC DNS Forum) and the new generic top-level domains (gTLD) program. CANTO Holds Its 32nd Annual Meeting in Puerto Rico
ICANN sponsored and participated in the recently concluded Caribbean Association of National Telecommunications Organizations (CANTO) 32nd Annual Conference and Trade Exhibition in San Juan, Puerto Rico, from 31 July - 3 August 2016.
CANTO is recognized as the leading trade association of the information and communications technology (ICT) sector. Founded in 1985 as a non-profit association of 8 telephone operating companies, CANTO has now grown to over 120 members in more than 31 countries. CANTO shapes ICT throughout the Caribbean region.
Julian Wilkins, Chairman of CANTO, gave the audience a preview of the high-powered conference attendees. "I am happy to announce that we have 12 ICT ministers in attendance, over 40 regulators from 16 countries, and 33 network operators with more than 100 senior executives. Indeed, this is a historic moment with two of the most powerful men in communications in this region speaking at this event: Denis O'Brien, Chairman of Digicel Group, and John Reid, Interim Chief Executive Officer, Cable & Wireless Communications."
Over the years, regional ministers have become increasingly aware of technical topics. Minister Alvin Dabreo, of Grenada, stated that all Caribbean networks should be made compatible with Internet Protocol version 6 (IPv6). Minister Vincent Byron, of St. Kitts and Nevis, said that that each Caribbean territory should have a local root server.
Albert Daniels, Senior Stakeholder Engagement Manager for the Caribbean at ICANN, was an active participant at the meeting. He sat on a panel - with the American Registry for Internet Numbers (ARIN), LACNIC and ISOC - examining how to coordinate the ICT agenda in the Caribbean. While on this panel, Daniels took questions from the floor, including one from the Puerto Rico regulator, who inquired about the status of the Internet Assigned Numbers (IANA) stewardship transition.

in Latin America and the Caribbean.
In January 2016, ICANN commissioned a study about the DNS marketplace in Latin America and the Caribbean region. The study investigates the current state of Internet and domain name industry, explores best practices for the uptake of domain names and analyzes the ecosystem. It also recommends new business potentials based on global benchmarks and proposes a way forward for the LAC region.
We are proud to have partnered with Oxford Information Labs and LACTLD to develop this project, which was presented during the III
LAC DNS Forum in Santo Domingo. As announced there, we will release a detailed report for public comments in September.

GNSO Council Adopts Response to GAC Communiqué
The Council of the Generic Names Supporting Organization (GNSO) formally adopted its response to the Governmental Advisory Committee (GAC) Helsinki Communiqué and transmitted its conclusions<http://r20.rs6.net/tn.jsp?f=00134CFbjvNGG3aXYwSUapL9mg21ACGMfHdlFmK6lqb8gAC…> to the ICANN Board. GAC Prepares for ICANN57
The leadership of the GAC has been actively working to create an agenda for ICANN57.
The GAC plans to hold dedicated sessions to meet with the Generic Names Supporting Organization, the At-Large Advisory Committee, the Country Code Names Supporting Organization and the ICANN Board. It will also hold focused discussions on priority topics, including New Generic Top-Level Domains Subsequent Procedures, Work Stream 2 of the Cross-Community Working Group on Enhancing ICANN Accountability and various internal matters.
Each GAC working group will each have a one-hour session to advance its work and update the GAC. Also, at the invitation of India, the host country, the GAC will engage in local outreach and capacity-building activities on the first and last days of ICANN57.
ccNSO Members to Elect Councilors and Nominate Candidate for ICANN Board Seat 11
From September to December 2016, Country Code Names Supporting Organization (ccNSO) members will elect one Councilor from each respective ICANN region. In the event that two or more candidates from the same region are nominated and accept their nomination, an election will be conducted among the members from that region. In addition, there will be a special election in the African region to fill a vacancy on the ccNSO Council. Moreover, ccNSO members will also nominate - and if two or more candidates are nominated, elect - a candidate for ICANN Board Seat 11. The term begins at the Annual General Meeting in 2017. Only ccNSO members, via their primary contacts, are eligible to vote.
Framework of Interpretation Implementation Advisory
The Internet Assigned Numbers Authority (IANA) received a request not to contact the administrative and technical contacts listed in the IANA database with issues of delegation or revocation or retirement of a country code top-level domain (ccTLD). Instead, these more serious changes to the IANA database warrant a separate procedure and contact person.
ICANN staff members working on the implementation of the Framework of Interpretation (FOI) have raised some questions on how to implement this request. Based on conversations and input received, the FOI Implementation Advisory Team, consisting of Becky Burr and Keith Davidson, recently advised IANA staff as follows:
* There has been no consistency in the feedback received from the very small pool of ccNSO Councilors. Opening up the consultation to seek more, additional opinions will be no avail.
* IANA should introduce a field to record the instruction from the ccTLD with respect to the approval contact in case of more serious changes to the IANA database. Each ccTLD manager should be asked to give individual instructions.

Alan Greenberg, Chair of the ALAC, has asked that the 15 ALAC members to ratify the revisions to the ALAC
Rules of Procedure.

BACKGROUND
There have been no comments to the version of the ALAC Rules of Procedure Revision 3 (RoP Rev 3) as originally
proposed on 18 August 2016 (http://atlarge-lists.icann.org/pipermail/alac/2016-August/009600.html ) and
revised on 31 August 2016 ( http://atlarge-lists.icann.org/pipermail/alac/2016-August/009656.html)
The motion below was made by Alan Greenberg in the 18 August 2016 e-mail and seconded by Holly Raiche
(http://atlarge-lists.icann.org/pipermail/alac/2016-August/009602.html)
Note that Sections 23 and 24 only become operative if and when the IANA Transition occurs.
This motion requires a super-majority (2/3) vote of the ALAC.

MOTION
Whereas the At-Large Advisory Committee is currently operating under Rules of Procedure (RoP) approved
on 20 June 2016;
Whereas a number of changes to these (RoP) have been recommended to correct errors, clarify specific rules,
enhance transparency and implement the ICANN Empowered Community;
Therefore;
The ALAC adopts the revisions to the ALAC Rules of Procedure.
