New Public Comment: Internationalized Domain Name (IDN) Implementation Guidelines

Dear All, This is to let you know that the Public Comment on the ‘Internationalized Domain Name (IDN) Implementation Guidelines’ has now gone live: https://www.icann.org/public-comments/idn-guidelines-2017-03-03-en. Public comment will end on 17 April 2017 23:59 UTC. During this period, anyone can submit comment via comments-idn-guidelines-03mar17(a)icann.org<mailto:comments-idn-guidelines-03mar17@icann.org>. As an advisory committee of ICANN, the ALAC submits Statements on Public Comment and advises on policy matters related to the interest of Internet users worldwide. Not just limited to the 15 ALAC members, members from the wider At-Large community are welcome to draft a Statement on behalf of the ALAC. International accounting firm PricewaterhouseCoopers conducted the audits for the period of 1 December 2015 through 30 September 2016. For the fourth consecutive year, a Service Organization Control (SOC) 2 audit of the IANA registry maintenance systems shows that ICANN has the appropriate controls in place to ensure the security, availability and processing integrity of IANA functions transactions. For the seventh consecutive year, ICANN has achieved SOC 3 certification for its management of the DNSSEC root key signing key, which is the trust anchor of the domain name system. SOC 3 certification demonstrates that ICANN's root key signing key processes contain appropriate security measures, and that these processes have been executed as planned. During the period, ICANN upgraded the physical security systems of the Key Management Facilities. "Physical security is an important line of defense to protect the root key signing key," said Elise Gerich, ICANN's Vice President of IANA and Technical Operations. "The upgrade helped us stay SOC compliant and promotes the prevention and detection of unauthorized access." SOC audits evaluate an organization's controls in relation to "trust services principles and criteria" managed by the American Institute of Certified Public Accountants. To reach another person on the Internet, you have to type an address into your computer - a name or a number. That address has to be unique so computers know where to find each other. ICANN helps coordinate and support these unique identifiers across the world. The ICANN DNS Symposium is intended to provide a technical forum for individuals to discuss topics related to all aspects of the Domain Name System (DNS). Attendees should have a foundational understanding of the DNS. Topics for the initial event will focus on DNS-related activities within ICANN, including research, security, root server operations, IANA functions and more. The ideal recipient(s) will have served in roles in multiple ICANN working groups or committees and collaborated with more than one Supporting Organization and/or Advisory Committee in a significant capacity. Candidates for the award will demonstrate at least five years of participation in the ICANN Community. Candidates will be evaluated by a panel of community members appointed by the Chairs of each Supporting Organizations and Advisory Committees using a merit-based point system evaluated against three criteria: 1. Demonstrated ability to work across community lines with both familiar and unfamiliar ICANN Stakeholders with the aim of consensus building and collaboration that substantiate ICANN's multistakeholder model; 2. Facilitator of dialogue and open discussion in a fair and collegial manner, through the spirit of collaboration as shown through empathy and demonstrating a sincere desire to engage with people from other backgrounds, cultures, and interests; and 3. Demonstrated additional devotional factors exhibited by time spent supporting ICANN's multistakeholder model and its overall effectiveness through volunteer service via working groups or committees.
