This marks an important milestone in ICANN's commitment to continuous improvement, accountability and transparency. In the final report, the independent examiner states "Our Review findings are both encouraging and a call to action. Encouraging as there is clearly widespread support for the mission of At-Large to contribute to ICANN policy-making processes through the provision of advice that takes into account Internet end users' interests (few people doubt that the At-Large Community has a vital and continuing purpose within ICANN). But a call to action as the At-Large Community is often perceived to be run by an unchanging group of individuals whose commitment to upholding end-users' interests is sincere, but who have struggled to make contemporary end-user input into policy advice processes a reality….ITEMS International offers 16 recommendations that it believes reflect the needs of the At-Large community and for which there is sufficient community consensus. There were some cases where agreement with the current At-Large leadership was not reached, but which Reviewers strongly believe need to be implemented in the interests of the At-Large community and the ICANN organization as a whole." The At-Large Review Working Party will now provide their input on feasibility, focusing on prioritization of recommendations and alignment with other improvements already planned or underway, in preparation for eventual implementation of Board-approved recommendations. Based on direction from the Board, the purpose of the Review was to determine 1) whether the organization, council or committee has a continuing purpose in the ICANN structure, and 2) if so, whether any change in structure or operations is desirable to improve its effectiveness, and 3) whether the organization, council or committee is accountable to its constituencies, stakeholder groups, organizations and other stakeholders. Feedback will be incorporated into a report of public comments and provided to the Generic Names Supporting Organization (GNSO) Council for their review and consideration. In accordance with the ICANN Procedure for Handling Whois Conflicts with Privacy Law (Whois Procedure)[icann.org]<https://urldefense.proofpoint.com/v2/url?u=https-3A__www.icann.org_resource…>, this paper opens a review process to gather community input on the effectiveness of the revised Whois Procedure, which was made effective on 18 April 2017. Furthermore, as requested by the GNSO Council, ICANN is publishing this paper to provide analysis of and solicit community input on the practicality and feasibility of the triggers, as well as suggestions for moving forward with the review. Outputs from this assessment and comment process are expected to inform the next periodic review of the procedure. The Whois Procedure has recently been updated, although no ICANN-accredited registrar or registry operator to date has formally invoked the procedure. As a result, this analysis is based solely on community discussions and input received during the previous review[gnso.icann.org]<https://urldefense.proofpoint.com/v2/url?u=https-3A__gnso.icann.org_en_draf…> [PDF, 155 KB], which related to allowing for evaluation of an additional trigger for invoking the procedure. Government delegates from sixteen Pacific countries recently attended a workshop aimed at overcoming barriers to participating in global Internet governance discussions, such as those taking place within the Internet Corporation for Assigned Names and Numbers (ICANN) community. The two-day capacity development workshop, themed "Harnessing the Potential of the Pacific GAC Representatives for Better Participation in ICANN," took place on 28-29 April 2017 in Nadi, Fiji. Organized by ICANN, in cooperation with the Governmental Advisory Committee (GAC) Under-served Regions Working Group, it was supported by the Fiji Government's Department of Communications. The 20 government delegates in attendance were ICANN GAC members and represented these Pacific nations: Australia, Cook Islands, Federated State of Mircronesia, Fiji, Kiribati, Marshall Islands, Nauru, Niue, Palau, Papua New Guinea, Samoa, Solomon Islands, Tokelau, Tonga, Tuvalu and Vanuatu. "ICANN welcomes the participation of all stakeholders, including governments," said Savé Vocea, ICANN's Vice President of Stakeholder Engagement for Australia and the Pacific Islands. "ICANN is dedicated to demand-driven engagement, and we are happy to see that all the Pacific GAC members were present at this workshop, which demonstrates their willingness to be part of the process." Pacific nations face many challenges that inhibit their full ability to participate in global platforms such as ICANN. These include inadequate Internet access and a lack of human resources. During the two-day workshop, the GAC representatives were introduced to ICANN and its policy development process, as well as high interest topics such as Domain Name System abuse. The delegates also learned about issues and working groups that required their immediate attention. Shivnesh Prasad, Director of the Department of Communications, Government of Fiji, said during his opening remarks, "We are really happy to host this workshop. We often feel forgotten as a region in Internet governance discussions. It is challenging for us to participate in ICANN, as we do not have full understanding of the issues being discussed within the GAC."
