The Future of the Global, Open Internet in the Face of Geopolitical Tensions
In January 2022, the European Commission proposed digital principles that include an open and interoperable Internet. This free event, jointly organized by the Internet Corporation for Assigned Names and Numbers (ICANN) and the office of Member of European Parliament Miapetra-Kumpula Natri, will explore how geopolitical tensions are putting this principle to the test.
The event will feature ICANN CEO and President Göran Marby and MEP Miapetra-Kumpula Natri, who will delve into topics of Internet governance, the multistakeholder model, and threats to the future of this model. Together with Werner Stengg, Executive Vice President Margrethe Vestager’s Cabinet expert for the Platform Economy, and MEP Christel Schaldemose, rapporteur for the Digital Services Act (DSA), the event also will focus on the services and content that are accessed via the Internet, in the context of the recently agreed-upon DSA.

On behalf of the ICANN organization, I’d like to thank the ICANN community for your work on planning this Policy Forum, and for advancing discussions on DNS security threats and other matters during the meeting. Your support, hard work, and flexibility made this hybrid meeting possible.

ICANN is calling for applications for the NextGen@ICANN Program at ICANN75.
We want to hear from university students living and studying in the Asia Pacific region who are interested in the future of the Internet and participating in the ICANN75 Annual Meeting. ICANN75 is scheduled to take place 17–22 September in Kuala Lumpur, Malaysia. If ICANN75 is held virtually, the NextGen@ICANN Program will also be held virtually.
The application window will remain open until 1 July. Successful candidates will be announced on 15 July on the ICANN website. RSS Governance Working Group
The ICANN Board convened the Root Server System (RSS) Governance Working Group (GWG) [r20.rs6.net]<https://urldefense.com/v3/__https:/r20.rs6.net/tn.jsp?f=001NJpmnISyktrbm0D5…> to develop a final model of RSS governance and root server operator accountability based on RSSAC037. To inform the development of the final model, the Root Server System Advisory Committee published success criteria for RSS governance. Since then, the GWG has dedicated its work sessions to reviewing the success criteria. The GWG will have four work sessions today focused on: applying the success criteria, reviewing the affiliate organization model, reviewing the Supporting Organization model, and determining its next steps.

ccNSO Council Public Meeting
The Country Code Names Supporting Organization (ccNSO) Council will hold a public meeting to adopt the FY22–FY24 ccNSO work plan, which details the expected duration of the ccNSO’s policy development processes, community work, and administrative tasks. In addition, the ccNSO Council is expected to appoint new leadership teams for the ccNSO Internet Governance Liaison Committee and the Meetings Programme Committee. The ccNSO Council is expected to adopt the timelines for the ccNSO ICANN Board Seat 11 and the upcoming ccNSO Council elections. ccNSO: ccPDP4 Working Group on Selection IDN ccTLD Strings

Agenda
The fourth ccNSO policy development process (ccPDP4) continued its development of policy recommendations for the (de-)selection of Internationalized Domain Name (IDN) country code top-level domains (ccTLDs) associated with countries, territories, or other areas of geopolitical interest listed in the International Organization for Standardization 3166-1 standard. During this session, the working group evaluated input received during the ICANN74 ccNSO Policy Update session and began to stress test draft policy recommendations, which include:
· Root Zone Label Generation Rules shall be used for the validation and selection of strings as variants.
· Similar to the selected IDN ccTLD string, its variants should be limited to meaningful representations of the name of the territory in the designated language and related script.
Highlights
The ccPDP4 Working Group completed its review and discussion of the 2013 policy proposals for the IDN ccTLD string selection process and formed three subgroups:
· Variant Management: The variant management subgroup works in close coordination with the Generic Names Supporting Organization (GNSO) Expedited Policy Development Process (EPDP) on IDNs. The variant management subgroup continues its review of the IDN TLD recommendations.
· (De-)Selection of IDN ccTLDs: The (de-)selection of IDN ccTLDs subgroup is tasked with defining the trigger event(s) that will start the retirement process for an IDN ccTLD and its variants. The proposal complements the ccNSO-recommended policy on the retirement of ccTLDs.
· Confusing Similarity Review: The confusing similarity review subgroup was convened in March 2022 and is running in parallel with GNSO EPDP IDNs efforts in this area.
Next Steps
There are areas of potential overlap between the work by the Variant Management subgroup and the ccPDP4 Working Group that need to be clarified. The outcome of ccPDP4 will eventually replace the current IDN ccTLD Fast Track Process.

ICANN CEO Engages With the Pacific Islands Community
at PITA 2022
ICANN President and CEO Göran Marby gave a virtual keynote address at the Pacific Islands Telecommunications Association [r20.rs6.net]<https://urldefense.com/v3/__https:/r20.rs6.net/tn.jsp?f=001NJpmnISyktrbm0D5…> (PITA) annual gathering, PITA 2022, which took place 24–26 May in Fiji.
PITA members represent a broad spectrum of interests from across the Pacific region, from Internet and telecom service providers, to ccTLD registries and regulators, to government ministries.
In his remarks, Marby noted that service providers are in a unique position to guide the Internet end users in their countries. Marby pointed out that ICANN is working to localize the Internet and continues to engage with the Pacific region by delegating 29 ccTLDs and providing root server instances in 13 countries in the region. He also emphasized the need to continue building close working relationships with all parties involved to ensure the Internet is secure, stable, and interoperable in the future.

Liu Yue
China
Liu Yue is a China-based research fellow on Internet Governance and Information and Communication Technology policy at the China Academy of Information and Communications Technology (CAICT). Previously, he was the executive director of the Center of Internet Governance Research at CAICT.
An active member of the Chinese ICANN community, Liu Yue is a member of the Governmental Advisory Committee (GAC) and co-leader of the GAC’s third Accountability and Transparency Review Work Party.
He first participated as a GAC adviser at ICANN40 and has remained active in ICANN ever since. Liu Yue is deeply interested in technology development, Internationalized Domain Names (IDNs) and Universal Acceptance (UA), multistakeholder participation, and Internet governance. He organized partners to support the new generic top-level domains, IDN and UA programs, sharing his progress and experience at ICANN and Internet Governance Forum meetings.
Liu Yue has also been launching ICANN meeting readout sessions with Internet stakeholders in China since 2014, and has promoted collaboration and engagement with the Chinese community. He is devoted to connecting with all stakeholders and cultivating young leaders in the areas of Internet governance and public policy of Internet critical resources.

Kong Diep
Cambodia
Kong Diep is the Chief Technical Officer of Cambodia-based Internet Service Provider SINET. He is interested in new technology developments and in Internet governance. Since his first ICANN meeting in 2017 at ICANN60, he has remained engaged in the Asian, Australasian, and Pacific Islands Regional At-Large Organization and the Cambodia Network Operators Group communities to share the knowledge that he gained during each ICANN meeting with the local community.
As a fellow, Diep attended ICANN60 and ICANN62 in person, which allowed him to get acquainted with ICANN’s structure and organization. To keep contributing to ICANN and to learn more about Internet community policy development during the pandemic, he attended ICANN67 and ICANN72 virtually.

Annika Linder
Austria
Annika Linder is a legal tech Ph.D. student and researcher at the Vienna University of Business and Economics. Her research focuses on how to teach legal decision-making to computers and on Internet law. The ICANN74 meeting in The Hague is Linder’s first ICANN meeting.
Growing up as the daughter of two computer scientists, Linder was taught how to use the Internet as a toddler and was fascinated when learning about the ubiquity of the Internet. After her law studies, she decided to join ICANN as a NextGen@ICANN participant to take part in designing the policies that will enable a future-oriented, secure, stable, and interoperable Internet.

ICANN is calling for applications for the NextGen@ICANN Program at ICANN75.
We want to hear from university students living and studying in the Asia Pacific region who are interested in the future of the Internet and participating in the ICANN75 Annual Meeting. ICANN75 is scheduled to take place 17–22 September in Kuala Lumpur, Malaysia. If ICANN75 is held virtually, the NextGen@ICANN Program will also be held virtually.
The application window will remain open until 1 July. Successful candidates will be announced on 15 July on the ICANN website. RSS Governance Working Group
The ICANN Board convened the Root Server System (RSS) Governance Working Group (GWG) [r20.rs6.net]<https://urldefense.com/v3/__https:/r20.rs6.net/tn.jsp?f=001NJpmnISyktrbm0D5…> to develop a final model of RSS governance and root server operator accountability based on RSSAC037. To inform the development of the final model, the Root Server System Advisory Committee published success criteria for RSS governance. Since then, the GWG has dedicated its work sessions to reviewing the success criteria. The GWG will have four work sessions today focused on: applying the success criteria, reviewing the affiliate organization model, reviewing the Supporting Organization model, and determining its next steps.

ccNSO Council Public Meeting
The Country Code Names Supporting Organization (ccNSO) Council will hold a public meeting to adopt the FY22–FY24 ccNSO work plan, which details the expected duration of the ccNSO’s policy development processes, community work, and administrative tasks. In addition, the ccNSO Council is expected to appoint new leadership teams for the ccNSO Internet Governance Liaison Committee and the Meetings Programme Committee. The ccNSO Council is expected to adopt the timelines for the ccNSO ICANN Board Seat 11 and the upcoming ccNSO Council elections. ccNSO: ccPDP4 Working Group on Selection IDN ccTLD Strings

Agenda
The fourth ccNSO policy development process (ccPDP4) continued its development of policy recommendations for the (de-)selection of Internationalized Domain Name (IDN) country code top-level domains (ccTLDs) associated with countries, territories, or other areas of geopolitical interest listed in the International Organization for Standardization 3166-1 standard. During this session, the working group evaluated input received during the ICANN74 ccNSO Policy Update session and began to stress test draft policy recommendations, which include:
· Root Zone Label Generation Rules shall be used for the validation and selection of strings as variants.
· Similar to the selected IDN ccTLD string, its variants should be limited to meaningful representations of the name of the territory in the designated language and related script.
Highlights
The ccPDP4 Working Group completed its review and discussion of the 2013 policy proposals for the IDN ccTLD string selection process and formed three subgroups:
· Variant Management: The variant management subgroup works in close coordination with the Generic Names Supporting Organization (GNSO) Expedited Policy Development Process (EPDP) on IDNs. The variant management subgroup continues its review of the IDN TLD recommendations.
· (De-)Selection of IDN ccTLDs: The (de-)selection of IDN ccTLDs subgroup is tasked with defining the trigger event(s) that will start the retirement process for an IDN ccTLD and its variants. The proposal complements the ccNSO-recommended policy on the retirement of ccTLDs.
· Confusing Similarity Review: The confusing similarity review subgroup was convened in March 2022 and is running in parallel with GNSO EPDP IDNs efforts in this area.
Next Steps
There are areas of potential overlap between the work by the Variant Management subgroup and the ccPDP4 Working Group that need to be clarified. The outcome of ccPDP4 will eventually replace the current IDN ccTLD Fast Track Process.

ICANN CEO Engages With the Pacific Islands Community
at PITA 2022
ICANN President and CEO Göran Marby gave a virtual keynote address at the Pacific Islands Telecommunications Association [r20.rs6.net]<https://urldefense.com/v3/__https:/r20.rs6.net/tn.jsp?f=001NJpmnISyktrbm0D5…> (PITA) annual gathering, PITA 2022, which took place 24–26 May in Fiji.
PITA members represent a broad spectrum of interests from across the Pacific region, from Internet and telecom service providers, to ccTLD registries and regulators, to government ministries.
In his remarks, Marby noted that service providers are in a unique position to guide the Internet end users in their countries. Marby pointed out that ICANN is working to localize the Internet and continues to engage with the Pacific region by delegating 29 ccTLDs and providing root server instances in 13 countries in the region. He also emphasized the need to continue building close working relationships with all parties involved to ensure the Internet is secure, stable, and interoperable in the future.

Liu Yue
China
Liu Yue is a China-based research fellow on Internet Governance and Information and Communication Technology policy at the China Academy of Information and Communications Technology (CAICT). Previously, he was the executive director of the Center of Internet Governance Research at CAICT.
An active member of the Chinese ICANN community, Liu Yue is a member of the Governmental Advisory Committee (GAC) and co-leader of the GAC’s third Accountability and Transparency Review Work Party.
He first participated as a GAC adviser at ICANN40 and has remained active in ICANN ever since. Liu Yue is deeply interested in technology development, Internationalized Domain Names (IDNs) and Universal Acceptance (UA), multistakeholder participation, and Internet governance. He organized partners to support the new generic top-level domains, IDN and UA programs, sharing his progress and experience at ICANN and Internet Governance Forum meetings.
Liu Yue has also been launching ICANN meeting readout sessions with Internet stakeholders in China since 2014, and has promoted collaboration and engagement with the Chinese community. He is devoted to connecting with all stakeholders and cultivating young leaders in the areas of Internet governance and public policy of Internet critical resources.

Cambodia
Kong Diep is the Chief Technical Officer of Cambodia-based Internet Service Provider SINET. He is interested in new technology developments and in Internet governance. Since his first ICANN meeting in 2017 at ICANN60, he has remained engaged in the Asian, Australasian, and Pacific Islands Regional At-Large Organization and the Cambodia Network Operators Group communities to share the knowledge that he gained during each ICANN meeting with the local community.
As a fellow, Diep attended ICANN60 and ICANN62 in person, which allowed him to get acquainted with ICANN’s structure and organization. To keep contributing to ICANN and to learn more about Internet community policy development during the pandemic, he attended ICANN67 and ICANN72 virtually.

Annika Linder
Austria
Annika Linder is a legal tech Ph.D. student and researcher at the Vienna University of Business and Economics. Her research focuses on how to teach legal decision-making to computers and on Internet law. The ICANN74 meeting in The Hague is Linder’s first ICANN meeting.
Growing up as the daughter of two computer scientists, Linder was taught how to use the Internet as a toddler and was fascinated when learning about the ubiquity of the Internet. After her law studies, she decided to join ICANN as a NextGen@ICANN participant to take part in designing the policies that will enable a future-oriented, secure, stable, and interoperable Internet.

The ICANN organization (org) has published the Root Zone Label Generation Rules Version 5 [r20.rs6.net]<https://urldefense.com/v3/__https:/r20.rs6.net/tn.jsp?f=001ONw22blnduVxwIpO…> (RZ-LGR-5). Root Zone Label Generation Rules define a set of parameters that determine valid Internationalized Domain Name [r20.rs6.net]<https://urldefense.com/v3/__https:/r20.rs6.net/tn.jsp?f=001ONw22blnduVxwIpO…> labels and their variant labels for the root zone of the Domain Name System.
ICANN script communities develop RZ-LGR proposals [r20.rs6.net]<https://urldefense.com/v3/__https:/r20.rs6.net/tn.jsp?f=001ONw22blnduVxwIpO…> for different scripts or writing systems through the work of Generation Panels (GPs). These proposals, which cover 26 scripts, have now been integrated into the fifth version of RZ-LGR by the Integration Panel following a Public Comment [r20.rs6.net]<https://urldefense.com/v3/__https:/r20.rs6.net/tn.jsp?f=001ONw22blnduVxwIpO…> period. This concludes the work of all active GPs.
ICANN org would like to thank all of the GPs for their efforts and years of hard work, and congratulate them on helping to enable the secure use of top-level domains in local languages and scripts.

ICANN FY23 and FY24 Planning Process Update

I would like to update you on the status of the fiscal year 2023 (FY23) and FY24 Planning process and the Planning Prioritization Framework Pilot.
The FY23–27 Operating and Financial Plan and FY23 Operating Plan and Budget are on track to be considered for adoption by the ICANN Board, as indicated in this published announcement [r20.rs6.net]<https://urldefense.com/v3/__https:/r20.rs6.net/tn.jsp?f=001ONw22blnduVxwIpO…>.
As for the FY24 strategic planning process, ICANN org has completed the first phase. The objective was to collect input on trends that may impact ICANN org's remit across five focus areas: financials, geopolitics, governance, security, and unique identifier systems.
As part of the Planning Prioritization Framework Project [r20.rs6.net]<https://urldefense.com/v3/__https:/r20.rs6.net/tn.jsp?f=001ONw22blnduVxwIpO…>, a pilot was conducted in collaboration with the ICANN community on a specific scope of work: Board-approved Specific Review recommendations. The Final Prioritized List [r20.rs6.net]<https://urldefense.com/v3/__https:/r20.rs6.net/tn.jsp?f=001ONw22blnduVxwIpO…> of prioritized Board-approved Specific Review recommendations from the pilot is now published on the Finance and Planning Community workspace.

Updates on ICANN's DNS Security Threat Mitigation Program

ICANN organization is committed to doing what it can, within its mission, to mitigate Domain Name System (DNS) security threats. To support this, ICANN org has created the DNS Security Threat Mitigation Program [r20.rs6.net]<https://urldefense.com/v3/__https:/r20.rs6.net/tn.jsp?f=001ONw22blnduVxwIpO…>, a dedicated cross-functional team focused on the mitigation of DNS security threats, including malware, phishing, and botnets.
As we approach the end of the fiscal year, we wanted to provide an update on this program and its many achievements and advancements. In March, ICANN published its first DNS Abuse Trends Report [r20.rs6.net]<https://urldefense.com/v3/__https:/r20.rs6.net/tn.jsp?f=001ONw22blnduVxwIpO…>, which was based on data from the Domain Abuse Activity Reporting System (DAAR) [r20.rs6.net]<https://urldefense.com/v3/__https:/r20.rs6.net/tn.jsp?f=001ONw22blnduVxwIpO…>. ICANN developed DAAR to monitor domain abuse and registration activity across top-level domains (TLDs).
As part of its effort to evolve the DAAR system, ICANN org is planning to extend the reporting data to the registrar level. The primary impediment to implementing registrar reporting has been the consistent and dependable access to the registrar ID for each domain name registration. We are pleased to report that we have reached an agreement to amend the Base gTLD Registry Agreement. The change would allow ICANN org to use an existing data set provided by registries for research purposes. ICANN org anticipates this change will be available for Public Comment in the coming months.

The Generic Names Supporting Organization (GNSO) Council has initiated an Expedited Policy Development Process (EPDP) for Internationalized Domain Names (IDNs). This working session will allow the EPDP Team to continue its deliberations of the definition of all top-level domains (TLDs) and the management of variant labels to facilitate the delegation of variant generic TLDs in the root zone. Plenary Session: Who Sets ICANN's Priorities?

Agenda
This session explored the overall nature of prioritization at ICANN and discussed progress since the plenary session during ICANN59 [r20.rs6.net]<https://urldefense.com/v3/__https:/r20.rs6.net/tn.jsp?f=001ONw22blnduVxwIpO…> in June 2017. The ICANN community, Board, and org shared best practices, reflected on recent coordination efforts such as the Prioritization Framework Pilot Project [r20.rs6.net]<https://urldefense.com/v3/__https:/r20.rs6.net/tn.jsp?f=001ONw22blnduVxwIpO…>, and sought to identify ways to improve the shared use of limited resources and time. ICANN org developed a briefing paper [r20.rs6.net]<https://urldefense.com/v3/__https:/r20.rs6.net/tn.jsp?f=001ONw22blnduVxwIpO…> to provide participants a basic understanding of the topic.
Highlights
· Plenary Session Chair Alejandra Reynoso welcomed participants, and ccNSO Vice Chair Jordan Carter opened the session by noting that the Planning Prioritization Framework is underway.
· Matthew Shears of the ICANN Board noted the importance of collaborative strategic planning among the ICANN community, Board, and org.
· ICANN Senior Vice President of Planning Xavier Calvez reiterated that the Prioritization Framework Pilot Project was designed to help the ICANN ecosystem prioritize its work within the planning cycle in a manner that is transparent, inclusive, and efficient.
· The moderators, ccNSO Councilor Chris Disspain and Registrar Stakeholder Group Chair Ashley Heineman, started with a poll to gauge the awareness of ICANN priorities. Of the participants, 24% were very aware, 59% were somewhat aware, and 17% were not aware of ICANN priorities.
· During the discussion, participants:
· Affirmed the importance of ICANN’s transparency in setting its priorities.
· Expressed concerns about the efficiency and robustness of the planning process and the roles and responsibilities of the ICANN community, Board, and org in relation to prioritization.
· Applauded the multistakeholder model and emphasized the role of each ICANN community group in setting its own priorities.
Themes
· There is shared responsibility for prioritization across the ICANN Board, org, and community.
· Planning processes, such as the annual operating plan and budget and the strategic plan, are needed for accountability and transparency.
Next Steps
The ICANN community representatives participating in the Prioritization Framework Pilot Project have been prioritizing the implementation of Specific Review recommendations. Eventually, the framework will expand to incorporate ICANN org policy implementation. Discussions like this will continue as the ICANN community, Board, and org review progress and identify shifting priorities.

COMTELCA and ICANN Strengthen Collaboration
in Mesoamerica
Central America’s Regional Technical Commission of Telecommunications (COMTELCA [r20.rs6.net]<https://urldefense.com/v3/__https:/r20.rs6.net/tn.jsp?f=001ONw22blnduVxwIpO…>), an intergovernmental organization operating under international public law, is participating in ICANN74. COMTELCA coordinates and promotes the integration and development of telecommunications in Central America and around the world.
Since ICANN and COMTELCA signed a Memorandum of Understanding in 2016, both organizations have collaborated on countless capacity-building projects in the Latin American region. This aim is to foster a regional network of stakeholders and decision-makers who contribute to ICANN's policy development processes. Among these efforts was their collaboration on the organization of the LAC-i- Roadshow in Central America, capacity-development training webinars, and COMTELCA’s participation as an observer in the ICANN Governmental Advisory Committee.

Lizania Pérez
Honduras
Lizania Pérez is a telematics engineer who graduated from the Pontificia Universidad Católica Madre y Maestra in the Dominican Republic. She also studied management information systems at the Santo Domingo Institute of Technology and both economics and telecommunications regulation at the International Iberoamerican University of Puerto Rico.
Pérez has Masters degrees in Telecommunications and Information Technology Management from the School of Industrial Organization of Madrid and in Cybersecurity from the Santo Domingo Institute of Technology. She has held various positions in the Dominican Institute of Telecommunications, including: IT Professional in the Directorate of Information and Communication Technologies, Specialist Engineer in the Directorate of Telecommunications Regulation and Defense of Competition, and Engineer in the Department of Cybersecurity, Electronic Commerce, and Digital Signature.
Pérez has also worked as a cybersecurity coordinator for private-sector entities and is currently the Executive Secretary of the Regional Technical Commission of Telecommunications, a part of the Central American Integration System.

Mariana Palma Vidotti is a partner at the law firm Gardemann & Vidotti, specializing in digital and telecommunications law. She provides legal services to Internet providers throughout Brazil. Vidotti is also the founder of the @direito.connect project, which disseminates content about Internet governance and digital law to young lawyers across both an Instagram profile and YouTube channel with more than 3,000 followers. She is a graduate of the Brazilian Internet Governance School.
Vidotti first became involved with ICANN as a NextGen@ICANN participant at ICANN62, and then was first an ICANN fellow at ICANN66.

Liubomir Nikiforov is pursuing his Ph.D. in law and political science at the University of Barcelona, with a focus on informed consent as a valid legal tool for data processing. He is interested in privacy and transparency issues, as well as artificial intelligence and trustworthiness on the Internet. When not working on his projects, Nikiforov likes to take walks on the beach, go out with friends, and participate in an amateur theater group that recently had its very first premiere.

ICANN Board Approves Recommendations of Cross-Community Working Group on New gTLD Auction Proceeds

It is my privilege to announce that on 12 June 2022, the ICANN Board approved the recommendations of the Cross-Community Working Group on New gTLD Auction Proceeds (CCWG-AP).
Through this action, the Board accepts the ICANN community’s recommendations and looks to the ICANN organization (org) to start a new phase of work: design, planning, and implementing an ICANN grant-giving program. Through this program, millions of dollars will be delivered to projects around the world to support the global interoperability, reliability, and security of the Internet’s unique identifiers.
This decision materializes the Board’s long-standing promise to the community that disbursement of the auction proceeds would be done in line with community-developed proposals. The CCWG-AP was tasked with delivering proposals to the Board for how the proceeds accrued from the auctions of last resort in the 2012 New Generic Top-Level Domain (gTLD) Program should be distributed. The Community devoted years of work to reach consensus recommendations, which form the basis of a grant-making program that has the potential to positively impact the Internet ecosystem and people across the world in furtherance of ICANN’s mission. The Board looks forward to org developing a program in line with the community’s recommendations.

Ushering in the Next Generation of Root Zone Management

A little over 10 years ago, ICANN helped launch the Root Zone Management System [r20.rs6.net]<https://urldefense.com/v3/__https:/r20.rs6.net/tn.jsp?f=001gnZVx_0wPkDIfhlM…> (RZMS), a suite of interrelated components that modernized the management of the Domain Name System root zone. Some of the improvements it brought included automating many phases of processing, which improved processing accuracy and reduced processing times. Another improvement was launching a self-service portal that allowed managers of top-level domains to perform common tasks by themselves.
RZMS's origins date back to the early 2000s. While it has fulfilled its objective well, over time our needs have grown and some of the designs built into the original system have constrained our ability to evolve the platform moving forward.
ICANN org's Engineering and Information Technology team, which develops the RZMS, made the decision to rebuild the entire platform from the ground up, to create a modern modular system that would be more adaptable to future needs.

Update on ICANN Work Stream 2 Implementation

ICANN org has made significant progress addressing Work Stream 2 (WS2) implementation since our last update.
WS2 of the Cross-Community Working Group on Enhancing ICANN Accountability comprises nearly 100 accountability and transparency-related recommendations, directed at ICANN org, the ICANN Board, and the ICANN community, which serve to ensure ICANN remains accountable to the multistakeholder community.
At the end of the first calendar quarter of 2022 (Q1 2022), 13 recommendations directed at ICANN org were complete (up from eight at the end of Q4 2021), while implementation was in progress for 39 recommendations (up from 30 in Q4 2021). The end of FY22 is the targeted completion date for many recommendations, including addressing the remaining implementation guidance on the transparency of ICANN's Board deliberations, enhancing existing staff accountability mechanisms and publishing service level targets, and developing of a web page containing information relating to ICANN and the ICANN community's work on human rights.

GAC Discussion
For the past few years, the Governmental Advisory Committee (GAC) has concentrated on strengthening its collaboration and relationships with other community groups. Yesterday, the GAC conducted its regular bilateral meeting with the Generic Names Supporting Organization Council. Today, the GAC will prepare for upcoming interactions with the ICANN Board and the At-Large Advisory Committee. After those meetings, the GAC will begin drafting the ICANN74 GAC Communiqué.

Plenary Session: Who Sets ICANN's Priorities?
Prioritization at ICANN remains an important topic, especially in light of challenges to the multistakeholder model as a result of the COVID-19 pandemic, geopolitical pressures, increasing security concerns, and exponential Internet growth. This plenary session will explore progress since the plenary session during ICANN59 in 2017. The ICANN Board, community, and org will share best practices, reflect on recent coordination efforts such as the Prioritization Framework Pilot Project, and look ahead to more efficient and effective shared use of limited resources and time.

ccNSO: Policy Update
Two Country Code Names Supporting Organization (ccNSO) policy development process (PDP) working groups will provide updates on their progress and seek input from the country code top-level domain (ccTLD) community on their proposals:
· Third ccPDP on the Retirement of ccTLDs: The goal of this PDP is to report on and recommend a policy for a review mechanism for decisions pertaining to the delegation, transfer, revocation, and retirement of the delegated ccTLDs assigned to countries and territories listed in the ISO 3166-1.
· Fourth ccPDP Working Group on the (De)Selection of IDN ccTLD Strings: This PDP defines the criteria, process, and procedures for (de)selecting Internationalized Domain Name (IDN) ccTLDs associated with the country codes assigned to countries, territories, or other areas of geopolitical interest listed in the ISO 3166-1 standard. The results of this PDP will eventually replace the IDN ccTLD Fast Track Process. The working group will start stress-testing the draft policy recommendations.

RSSAC Meeting
The Root Server System Advisory Committee (RSSAC) consists of root server operators and root zone managers who provide advice and information to the ICANN Board and community on topics that are broadly related to the root server system of the Internet. In this regular monthly meeting, the RSSAC will discuss administrative and work items. RSSAC Caucus members are welcome to participate, and the meeting is open to observers.

Agenda
The Generic Names Supporting Organization (GNSO) Council recently formed a small team to assist with its analysis of the System for Standardized Access/Disclosure (SSAD) Operational Design Assessment (ODA). This team is tasked with evaluating whether the ODA has correctly interpreted the intent of the SSAD recommendations and has not overlooked any important aspects. Additionally, the small team was tasked with providing the GNSO Council with its view on concerns identified by the ICANN Board and potential options for addressing the concerns.
Highlights
· The small team presented its work as reflected in the Preliminary Report [r20.rs6.net]<https://urldefense.com/v3/__https:/r20.rs6.net/tn.jsp?f=001gnZVx_0wPkDIfhlM…>, which it shared with the GNSO Council in April. The report resulted in a letter from the GNSO Council to the Board recommending that the Board pause consideration of the SSAD recommendations. The letter also requested ICANN org to develop a design concept, known as a proof of concept, for the WHOIS Disclosure System (SSAD Light).
· The small team considered the impact of SSAD Light on other GNSO Council work. This discussion was informed by a presentation from ICANN org that outlined how utilizing existing ICANN systems could reduce the resources and time needed to build the SSAD Light.
Next Steps
The GNSO Council will further consider the impact of developing a design concept for the WHOIS Disclosure System on other activities during its Council meeting on Wednesday, 15 June.

North American Regional At-Large Organization (NARALO) members elected two leadership positions during the 2022 At-Large leadership election process.
The NARALO Chair seat will be occupied by Greg Shatan [r20.rs6.net]<https://urldefense.com/v3/__https:/r20.rs6.net/tn.jsp?f=001gnZVx_0wPkDIfhlM…> for a two-year term beginning at the end of this year’s ICANN Annual General Meeting (AGM) through the 2024 ICANN AGM. Greg is currently serving on the At-Large Advisory Committee (ALAC) as a Nominating Committee appointment. He is a representative of the Internet Society (ISOC) New York Chapter, and member of the ISOC DC Chapter, both of which are NARALO At-Large Structures. Greg has been involved with ICANN since 2007 and has regularly attended ICANN meetings since 2013.
The ALAC member seat for the 2022–2024 term will be occupied by Bill Jouris [r20.rs6.net]<https://urldefense.com/v3/__https:/r20.rs6.net/tn.jsp?f=001gnZVx_0wPkDIfhlM…>. Bill has been involved with ICANN for the last seven years, primarily with the Internationalized Domain Name project. He has participated in the ALAC Consolidated Policy Working Group since 2018.

Edward McNair has been the Executive Director of the North American Network Operators' Group (NANOG) for four years. He and his teams deliver technical education to Internet professionals across North America and the world.
Before joining NANOG, McNair ran a company that provided communications solutions for nonprofits focused on promoting a healthy Internet ecosystem, such as ICANN, the Internet Engineering Task Force, and the American Registry for Internet Numbers, among others.
The mission of NANOG is: "Working together to build the Internet of tomorrow." NANOG believes that educating and inspiring the next generation of internet professionals is key to a healthy internet ecosystem.

Shah Zahidur Rahman is the Head of Business Strategy and Development at Eyhost Ltd., an IT consultancy, Domain Name Service provider, and registrar in Bangladesh. Already a regular remote participant of ICANN Public Meetings, he was selected as a fellow for ICANN72.
Shah has been a member of the Generic Names Supporting Organization's Noncommercial Stakeholder Group and Noncommercial Users Constituency since 2018, and a member of the Asian, Australasian, and Pacific Islands Regional At-Large Organization (APRALO) since 2021. He serves as Co-Chair of the APRALO Social Media Working Group and is interested in the policymaking processes for generic top-level domains.
An alumnus of the Asia Pacific School on Internet Governance, Shah has received fellowships from the Internet Engineering Task Force, the Asia Pacific Regional Internet Governance Forum, and the Internet Society.

After beginning her law studies at the University of Münster in 2018, Mirabella Knoben quickly realized that she was deeply interested in Internet governance. Consequently, she decided to focus on Internet, telecommunications, and media law and she attended various classes on information law, media law, copyright law, and data protection law.
In her seminar paper, similar to a bachelor’s thesis, Knoben wrote about algorithmically regulated content and freedom of speech. In the paper, she mentioned ICANN’s multistakeholder model as a possible solution model for respecting human rights.
Knoben’s first ICANN meeting was ICANN59 in Johannesburg. It made clear to her that she wanted to get more deeply involved with ICANN.

The ALAC sessions have a secondary room: Onyx with screens and standalone microphones. Members who are not able to enter the main room can join the secondary room.

Interpretation Service • All sessions that include interpretation will provide you with an interpretation headset device. • You may pick this device up near the entrance to the meeting room. • If you would like to ask a question or make a comment in one of the supported languages, raise your virtual hand in the Zoom platform. • When called on, state your name for the record and the language you will speak, and say your question or comment using the microphone provided. • Mute notifications from all other platforms and devices.
