ICANN80 marks the first ICANN Public Meeting to be held in Africa in five years, and an opportunity for community members from across the region and the world to come together virtually and in person.
The four-day Policy Forum is the second of three ICANN Public Meetings each year, with a focus on advancing the work of ICANN’s multistakeholder community. This work includes developing policies aimed at expanding the Domain Name System and creating a more multilingual and inclusive Internet.

ICANN Seeks Volunteers for Pilot Holistic Review

Recently, ICANN opened a Call for Volunteers [nj88a9rab.cc.rs6.net]<https://urldefense.com/v3/__https:/nj88a9rab.cc.rs6.net/tn.jsp?f=001P9p7Sdu…> to participate in the Pilot Holistic Review, which will commence work on 25 September 2024. ICANN encourages volunteers to apply by the closing date, 19 June 2024.
The Pilot Holistic Review will bring together a group of ICANN community members to design a new potential Specific Review at ICANN, the Holistic Review. If supported by the ICANN community and approved by the ICANN Board, the Holistic Review would examine the continuous improvement, effectiveness, and accountability of ICANN community structures and the collaboration among them.
At a high-level, volunteers will be responsible for defining guidelines for the Holistic Review. This will include defining the potential relationship between future Holistic Reviews and the Continuous Improvement Program.
ICANN is seeking to build a well-balanced team of volunteers with a range of skills and experience. Tech Day
Tech Day brings together ICANN’s technical community and is open to anyone interested in technical or security-related topics. A part of ICANN Public Meetings since 2006, Tech Day provides a forum to discuss topics related to registry, Domain Name System, and security work.
Tech Day will include presentations on DNS abuse prevention and mitigation tools, and ICANN’s RDAP conformance tool. Additionally, there will be a presentation on the newly emerging proposal for a change to the way DNS delegations work.
Tech Day will offer live interpretation in English, Spanish, French, and Arabic.

DNSSEC and Security Workshop
The DNSSEC and Security Workshop brings together those that are actively engaged in deployment of DNSSEC and also those that are interested in the security of the Internet.
Anyone with an interest in the deployment of DNSSEC, particularly registry, registrar, and ISP representatives with technical, operational, and strategic planning roles should attend the workshop.
The DNSSEC and Security Workshop presentations for this meeting will include what is happening with DNSSEC in the region of Africa. And then there will be a panel on DNSSEC provisioning and a presentation on Post Quantum DNSSEC test bed measurements.

The African Regional At-Large Organization (AFRALO) is delighted that ICANN80 is being held in its region in Kigali, Rwanda. AFRALO has planned two Roundtables for ICANN80 on Monday, 10 June. We hope you can join us!
* The first AFRALO Roundtable, “Enhancing Internet Infrastructure in Africa," [nj88a9rab.cc.rs6.net]<https://urldefense.com/v3/__https:/nj88a9rab.cc.rs6.net/tn.jsp?f=001P9p7Sdu…> is scheduled at 9:00–10:15 CAT (07:00 UTC). The Panel will discuss DNS infrastructure in Africa, aiming to identify and understand the principal challenges and barriers to further the development of the DNS infrastructure in Africa.
* The second AFRALO Roundtable, “AFRALO: Building a Multilingual Internet: Opportunities and Challenges,” [nj88a9rab.cc.rs6.net]<https://urldefense.com/v3/__https:/nj88a9rab.cc.rs6.net/tn.jsp?f=001P9p7Sdu…> will be held at 10:45–12:15 CAT (8:45 UTC). This session will explore the significance of multilingualism in achieving global inclusivity, it will discuss effective strategies and examples to promote multilingualism, local content, and UA adoption. Panelists will gather insights from stakeholders on the successes and challenges to build a multilingual Internet community.
Panelists for both sessions include stakeholders from the African region, such as African government officials, ICANN Board members, ICANN org staff, and AFRALO members who will share their perspectives and develop recommendations and conclusions.
Both sessions will offer a great opportunity for AFRALO members and ICANN community members to engage in a dialogue and share ideas, express concerns, and develop recommendations to support the development of the Internet in Africa.

ICANN Unveils 2023 Africa DNS Report

ICANN proudly announces the 2023 Africa Domain Name Industry Study [nj88a9rab.cc.rs6.net]<https://urldefense.com/v3/__https:/nj88a9rab.cc.rs6.net/tn.jsp?f=001P9p7Sdu…>. Commissioned by ICANN and conducted by PowerSoft Africa with the Coalition for Digital Africa, the report highlights ICANN's dedication to enhancing Africa's DNS infrastructure. It responds to the African community's request within the ICANN Africa Regional Plan for Fiscal Years 2021-2025, providing in-depth analysis backed by regional reports and independent research.
The study shows significant advancements, with over 4.33 million domains registered under African country code top-level domains and 1.4 million generic top-level domains from African entities. Infrastructure developments include over 1.1 million kilometers of fiber cables interconnecting the continent. Key recommendations focus on infrastructure development, regulatory adjustments, and capacity building.
A proposed Trial Observatory aims to monitor DNS growth continuously. Stakeholders are invited to engage with the findings to drive digital growth and inclusivity. Grace, a computer engineering graduate who has been involved with ICANN since 2015, is a ccNSO stakeholder. She has attended ICANN Public Meetings in Malaysia, Bangkok, and Washington, DC. Working with a ccTLD sparked her interest in global ccTLD activities, challenges, and best practices.
At ICANN80, Grace aims to expand her knowledge of the ccTLD industry, DNS, DNSSEC, and related technologies. She hopes to advance ccTLD development in Africa. Grace encourages youth, especially young Africans, to engage in Internet technology development, learn from elders, and become future industry change-makers.

Phyo Thiri Lwin

Phyo Thiri Lwin is from Myanmar and works at the DotAsia Organisation. She began participating in ICANN meetings in 2022. Subsequently, Lwin served as a mentor at the Asia Pacific Internet Governance Academy (APIGA) in 2021 as part of the NetMission.Asia APIGA Team, facilitating a mock ICANN conference. She also participated in the ICANN75 NextGen Program in Malaysia.
In addition to representing NetMission at the Asia-Pacific Regional At-Large Organization (APRALO), Lwin also contributes to APRALO’s newsletter working group. She plans to be more engaged in additional working groups to get a better understanding of APRALO's role in the ICANN community. Passionate about youth engagement, Lwin participates in diverse initiatives, workshops, and training programs, both regionally and globally.

Driven by the opportunity to help shape global Internet policies and advance inclusivity and diversity in Internet governance, Ceasar Waweru is eager to become a NextGen@ICANN participant. A fresh face at ICANN, he is excited to begin his journey and share his insights and ideas with the community.
With a background in computer science and informatics, Waweru is particularly interested in cybersecurity, data privacy, and empowering youth in Internet governance. He is a member of the Information Systems Audit and Control Association (ISACA) and the Internet Society of Kenya Membership Committee. Waweru is a recipient of the Promising Cyber Security Award by The Connected Awards and the One in Tech ISACA Scholarship.

ccNSO members adopt the proposed ccPDP4-IDN policy
The ccNSO membership supports the ccNSO Council recommendation to adopt the proposed IDN policy. After ICANN80, the ccNSO Council expects to submit the proposed policy to the ICANN Board of Directors for its consideration.

ccNSO welcomes Lebanon ccTLD as member

At its 204th meeting held on Thursday, 18 April 2024, the ccNSO Council approved the ccNSO membership application by the Lebanon (.lb) ccTLD manager. With the addition of the .lb ccTLD Manager - Internet Society Lebanon - the ccNSO currently numbers 177 members.
The ccNSO warmly welcomes .lb to its membership and looks forward to a fruitful collaboration!

A subgroup of the ccNSO Council reviewed potential policy gaps in the ccTLD post-delegation processes pertaining to the delegation, transfer, revocation and retirement of ccTLDs. At ICANN79, the ccTLDs explored some of these gaps. At the ICANN80 session the group will discuss the next steps with the community.
Moreover, ccNSO Council received questions from the ccPDP3-RM ICANN Board Caucus, related to the implementation of the proposed review mechanism policy. Alejandra Reynoso, Council Chair, will update the community on progress to date. Session chair is Jordan Carter (.au), ccNSO Vice Chair.

New gTLD Pro Bono Applicant Support Program
The Applicant Support Program (ASP) was developed as part of ICANN’s New Generic Top-Level Domains (gTLD) Program. The ASP is intended to make applying for a new gTLD or operating a registry more accessible to applicants who would be otherwise unable due to financial and resource constraints. The ASP is for gTLD applicants seeking financial and non-financial support.
Version 2 of the ASP Handbook, taking into account comments received during the Public Comment period (12 February - 2 April), will be forthcoming in early June. The website will be updated to reflect this new version of the ASP Handbook.

A New ICANN Project to Measure Metadata on Domain Names
ICANN launched a new project and platform called "ICANN Domain Metrica."
Six years ago, ICANN launched the Domain Abuse Activity Reporting (DAAR [danh45uab.cc.rs6.net]<https://urldefense.com/v3/__https:/danh45uab.cc.rs6.net/tn.jsp?f=001aGJGDok…>) system. It was intended to stimulate discussion around Domain Name System (DNS) abuse and serve as a reliable and reproducible measurement methodology to help registrar and registry operators to monitor DNS abuse. Today, both our internal and the community's needs for the DAAR system have outgrown what it is ably providing.

As we approach the second ICANN Public Meeting of 2024, the ICANN Board, community, and organization are focused on working together to achieve our shared goals and fulfilling our mission.
Next week, we will gather online and in Kigali, Rwanda, for the ICANN80 Policy Forum [nj88a9rab.cc.rs6.net]<https://urldefense.com/v3/__https:/nj88a9rab.cc.rs6.net/tn.jsp?f=001HvUAIHi…>, with the goal of advancing the work of ICANN's multistakeholder community. On Sunday, 9 June, the Government of Rwanda will host a High-Level Government Meeting [nj88a9rab.cc.rs6.net]<https://urldefense.com/v3/__https:/nj88a9rab.cc.rs6.net/tn.jsp?f=001HvUAIHi…>. Led by ICANN's Governmental Advisory Committee, the meeting highlights the critical role of governments in advising on key ICANN policies.
Before these events, the Board will hold a workshop 7–8 June in Kigali to prepare for the meetings and advance its work in key areas.

NCAP Recommendations for the Next Round

In its mission to safeguard the Domain Name System (DNS) and its users, as well as protect and secure a single, open, and globally interoperable Internet, ICANN continues to address name collisions and their associated risks.
Name collisions occur when a domain used in the global DNS namespace is also used in a different namespace (e.g., private enterprise), where users, software, or other functions may misinterpret it. Imagine encountering the same name used for different purposes – that's a name collision in the DNS.
The Name Collision Analysis Project (NCAP) Discussion Group embarked on a series of studies and research projects centered on the critical issues surrounding name collisions. The NCAP Discussion Group presents its research, findings, and guidance for addressing name collisions in the NCAP Study 2 report. The Security and Stability Advisory Committee (SSAC) subsequently endorsed the NCAP Discussion Group’s findings and urged the ICANN Board to adopt the recommendations within the report.
