In his new position Grogan will report directly to President and Chief Executive Officer Fadi Chehadé, and he becomes a member of ICANN's Global Leadership Team. He has served as ICANN's Chief Contracting Counsel since May 2013. "Expanding the domain name space as we are doing through the New gTLD Program requires that we continue to align our operational capabilities with the demands imposed by 1300 new Registry Agreements," said ICANN President and CEO Fadi Chehadé. "Allen's expertise will add to the excellent operational capabilities of our current team a deeper level of legal experience and analysis." Allen Grogan has negotiated and implemented the new gTLD agreements, and has more than 30 years of experience as a lawyer specializing in technology and the Internet. His experience and knowledge of the contracts related to the New gTLD Program will serve the team well in grappling with compliance issues related to the safeguards and ICANN's Public Interest Commitments. The workload of ICANN's contractual compliance team has increased markedly. From August 2013 to August 2014, 36,732 informal complaints were filed against registrars, while 853 informal complaints were filed against registries. During the same period, 72 formal complaints were filed. Maguy Serad, ICANN's Vice President for Contractual Compliance since 2012, will remain in her role and will report to Grogan. During her tenure, Serad has successfully scaled and expanded the team, making it an effective global department. She has operationalized our compliance capabilities in a way that embraces growth. "Under Maguy's leadership, the Contractual Compliance team has done an outstanding job building a sustainable foundation for the future," said Grogan. "We now want to build on that foundation in the most efficient and comprehensive manner possible." Grogan will also be exploring ways that ICANN can work with others to help safeguard registrants and the global Internet community in ways that may go beyond pure contractual enforcement. A newly created position of Consumer Safeguards Director will also report to Grogan, and will focus specifically on implementation of those ICANN contract safeguards directed toward protecting consumers. "Today, we have 21 staff members, spread over three hub offices. We are now able to offer 24 hour support in nine languages," said Chehadé. "Our next step is to begin building a broader compliance vision that will serve us well in our mission of providing public benefit." This revision incorporates comments from a further 21-day comment period <https://www.icann.org/public-comments/enhancing-accountability-2014-09-05-en> from 6-27 September 2014. We appreciate and apologize that this is being posted so close to the ICANN meeting. However, we wanted to provide the revised process to the community so it is available for the ICANN 51 meeting. On 14 March 2014 the National Telecommunications and Information Administration (NTIA) announced <http://www.ntia.doc.gov/press-release/2014/ntia-announces-intent-transition…> its intent to transition its stewardship of the Internet Assigned Numbers Authority (IANA) functions to the global multistakeholder community. NTIA asked ICANN, as the IANA functions contractor and global coordinator for the Domain Name System (DNS), to convene a multistakeholder process to develop a proposal for the transition, which would end ICANN's contractual relationship with the U.S. Government that has existed since 1998. That historical relationship has been perceived as a backstop with regard to ICANN's organization-wide accountability. ICANN received 17 comments <http://forum.icann.org/lists/comments-enhancing-accountability-06sep14/> during the 21-day further comment period. Based on the input received, ICANN proposes integrating the originally proposed two-group structure into a single Cross Community Working Group (CCWG), in reflection of the strong community support for the CCWG model. Additionally, given the input over the course of the discussions on this process, it's suggested that the CCWG has two work steams: one focused on accountability in light of ICANN's changing historical relationship with the U.S. Government; and the second, on the broader accountability issues the community would like to bring to the forefront. [ICANN]<http://www.icann.org/> News Alert https://www.icann.org/news/announcement-2014-10-10-en ________________________________ WHOIS Accuracy Study Preliminary Findings Reflect Improvements in Accuracy 10 October 2014 In the pilot introduction of the WHOIS Accuracy Reporting System (ARS), ICANN has collaborated with inter-governmental and private sector specialists to deliver the most recent assessment of WHOIS accuracy. For the first time, ICANN has brought together experts in the fields of study design and validation services to produce an accuracy study that uses the latest technology available. The Preliminary Findings paper<http://whois.icann.org/sites/default/files/files/accuracy-reporting-pilot-p…> [PDF, 668 KB] published today describes the result of this unique collaboration. This paper is being released by ICANN in advance of its October Los Angeles Meetings to illustrate the features of the ARS under development, as well as to solicit feedback on the approach, methodology and reporting formats. This feedback will help shape the final design of the ARS. After the Los Angeles Meeting, ICANN will publish the full Pilot Report, which provides detailed findings and explanations of the methodology deployed in the Study. When fully developed, the ARS will produce ongoing reports capable of tracking trends in accuracy rates, and reporting on the specific factors that affect accuracy. This data may be useful to assess the effectiveness of recent efforts at improving accuracy rates, and to support ongoing policy development activities related to WHOIS. Preliminary Findings The Pilot study examined accuracy rates from multiple perspectives to give a realistic picture of today's WHOIS. While the study results are still being confirmed, the preliminary findings reveal that: * Operationally, Registrars under the 2013 RAA have more accuracy for email addresses than Registrars under the 2009 RAA; * New gTLDs have slightly better operational email accuracy rates than prior gTLDs; * Prior gTLDs have more operational accuracy on telephone numbers, but the two groups are equal on operational postal address accuracy. These preliminary findings are being published to facilitate discussion on the methodology sample sizes, and approach at the Los Angeles Meeting<http://la51.icann.org/en/schedule/mon-whois>. The statistics published today are subject to further analysis and confirmation, to be included in the Full Pilot Study to be published after the Los Angeles Meeting for Public Comment. Global Expertise The findings in the Paper are the product of an in-depth examination of postal addresses, email addresses and telephone numbers. Postal address statistics were developed with guidance from the Universal Postal Union (Switzerland), a specialized agency of the UN that coordinates postal policies worldwide for its member countries. Other validation expertise was provided by leading commercial firms, including StrikeIron (USA), utilizing its proprietary email validation systems, DigiCert (USA), a provider of digital certificates and telephone validation services, and aided by a unique data parsing service by Whibse (USA). Study Design ICANN turned to NORC to design, work with validation providers, and conduct the analysis necessary to produce and deliver this analysis. NORC's past accuracy studies influenced the WHOIS Review Team. The Review Team's Final Report<http://whois.icann.org/en/link/whois-policy-review-team-final-report> called for ICANN to publish ongoing statistics on WHOIS accuracy. The Pilot study examines accuracy levels by applying syntactic validation and operation validation tests to a Registrant's postal address, email, and telephone numbers listed in a WHOIS record. Although the study did not attempt to apply identity validation techniques, ICANN is exploring the feasibility of including identity validation in subsequent development phases of the ARS. Engagement with Registrars and Others A key function of the ARS will be to forward records identified as potentially inaccurate to registrars for follow-up to confirm their accuracy. The ARS is being designed to track and report on the progress of these records. Engagement with registrars and other interested stakeholders is necessary to define an efficient process for transmitting, reviewing, and updating, as appropriate, the identified WHOIS records. ICANN plans to work with registrars and the broader Community in the months ahead in order to develop this process. Next Steps The purpose of the Pilot Study is to test assumptions using real data. The methodology can be adjusted based upon the public comments received on the Pilot Report. The consultations in Los Angeles provide an opportunity to highlight areas where the methodology can be improved. ICANN invites feedback on any aspect of the Preliminary Findings paper, Pilot Study, the methodology deployed, reporting perspectives, as well as the next steps for developing the ARS. A full study report will be posted for public comment after the Los Angeles Meeting, to gather feedback on the Pilot Study and the findings. Dear ALAC Members and All, Kindly note that all the ALAC members have casted their ballots in the vote regarding the endorsement of ALAC Representatives to the ICANN Accountability and Governance Coordination Group, hence the vote is now ended. *** QUESTION: Should the advice from the At-Large Sub-Committee on the Selection of Members for the ICANN Accountability and Governance Coordination Group be accepted? The advice is as follows: Factoring in 1) a point scoring system (i.e. a straw ballot) based on applicants' Expression of Interest, 2) the Sub-Committee's conference call on 29 September 2014 to make the decision on the candidates, and 3) a BigPulse vote to choose one representative between the top 2 candidates decided by the straw ballot, it is recommended that the ALAC endorse the following individual as the ALAC Representative to the ICANN Accountability and Governance Coordination Group: - Alan Greenberg The recommendations are based on a high level of confidence that the candidate: 1) Is qualified to access the principles and mechanisms for ICANN Accountability and Governance functions; 2) has wide range of contacts and experiences to engage the largest number of Coordination Group participants; and 3) can do so from the perspective/viewpoint of the ALAC, the At-Large Community, and the global Internet endusers.
