The NomCom is charged with recruiting and selecting a portion of ICANN's leadership. The NomCom is mandated to ensure that ICANN's overall leadership is diverse in geography, culture, skills, experience, and perspective. The basic criteria is that selectees are people of integrity, objectivity and sound judgment, can support decision-making within groups, can work effectively in English, have an understanding of ICANN's mission and operation, are committed to its success, experienced in world affairs, contribute to cultural, professional and geographic expertise, and can work long and hard, generally as volunteers, in the global public trust. Balancing Confidentiality with Transparency Discussing the 2014 Nominating Committee results, Cheryl Langdon-Orr, the Chair of the 2014 NomCom, shared the following: "It is with great pleasure that I can today report, to the ICANN Community on behalf of the highly collegiate, effective and efficient 2014 Nominating Committee, that during our recent meeting in London, United Kingdom, held at the conclusion of the ICANN #50 Meeting, we reached unanimous agreement on the final slate of selectees for the leadership roles we appointed this year. These six extraordinary leaders were from the 58 exceptionally high quality Statements of Interest that were received and fully completed in the extremely short (less than 60 days) application process. This year the application process itself was completely overhauled and a new online (wiki based) system developed by the 2014 Nominating Committee was piloted. We also continued to build on the changes seen from last year's NomCom relating to greater transparency and accountability, by having more open meetings, regular reporting to the community throughout the process and we hope developing greater trust and understanding of what ICANN's NomCom does. In our public meeting during ICANN 51 in Los Angeles we will deliver a full and comprehensive report and we look forward to having more community feedback and interaction then." Regional Breakdown As noted above, the 2014 NomCom received 58 Statements of Interest from candidates all over the world (12 female and 46 male), during its open nomination period from 31 January 2014 to 1 April 2014. The affected gTLD registries have processed the bulk transfers. Former registrant-customers of IPXcess.com Sdn Bhd should receive notices from Above.com Pty Ltd. advising of the transfer. Customer questions about the transfer should be directed to Above.com Pty Ltd. (for contact details see http://www.internic.net/registrars/registrar-940.html or visit the website directly at http://www.above.com/) Additional information about these bulk transfers is provided below. FAQs Q. Why were these transfers authorized by ICANN? A. The RAA of IPXcess.com Sdn Bhd was not renewed. IPXcess.com Sdn Bhd's RAA terminated on 9 July 2014. As a result, IPXcess.com Sdn Bhd is no longer permitted to register or manage gTLD registrations. ICANN authorized bulk transfers pursuant to the Inter-Registrar Transfer Policy to ensure that the registrant-customers of this registrar would not be harmed by their registrar's discontinued ability to manage the registrations. Q. How was the gaining registrar selected? A. ICANN followed its De-Accredited Registrar Transition Procedure (see http://www.icann.org/en/resources/registrars/drt/dartp-11jul13-en.pdf<https://www.icann.org/en/resources/registrars/drt/dartp-11jul13-en.pdf> [PDF, 129 KB]) to identify a gaining registrar for the gTLD names formerly managed by the de-accredited registrar. Through this process, Above.com Pty Ltd. was identified. Q. Will Above.com Pty Ltd. attempt to contact the affected registrants? What should customers of this de-accredited registrar do now? A. Former customers of IPXcess.com Sdn Bhd should receive a notice of the transfer and instructions for continued management of their names from Above.com Pty Ltd. Affected customers who do not receive notices from Above.com Pty Ltd. should contact Above.com Pty Ltd. by using the contact information provided at http://www.internic.net/registrars/registrar-940.html. Q. Do registrants have to pay a fee for the bulk transfer? A. No, there is no cost to registrants for the bulk transfer. Unlike a normal inter-registrar transfer, the registration terms will not be extended by a year. Accordingly, it is important to contact Above.com Pty Ltd. if your registration will expire soon in order to maintain your registration. Q. What if affected registrants want to select a different registrar? A. Registrants will continue to be able to transfer their registrations to other registrars under the Inter-Registrar Transfer Policy (see http://www.icann.org/en/transfers/<https://www.icann.org/en/transfers/>). Note that Above.com Pty Ltd. may deny transfers for the first 60 days following the bulk transfer, at its discretion.
