In consultation with the GNSO Implementation Review Team, which was formed as directed by the GNSO Council to work with ICANN Staff to ensure that the resultant implementation fulfills the intentions of the approved policy recommendations, ICANN Staff reviewed the UDRP Rules and has proposed revisions as outlined in this redline version <https://www.icann.org/en/help/dndr/udrp/rules/udrp-rules-proposed-amendment -29apr14-en.pdf> [PDF, 202 KB] to implement the GNSO PDP Recommendations which include amongst others: * Addition of the definition of "Lock" and pendency; * Deletion of the requirement for the complainant to notify the respondent; * Updates to the section concerning the notification of complaint to reflect amongst others the requirement for the registrar to lock the domain name registration within 2 business days following a request for verification from the UDRP Provider; * Updates to the section concerning response to add, amongst others, the automatic extension of 4 days to response time upon request by the respondent; * Updates to the section concerning settlement or other grounds for termination to add the steps of a settlement process. ICANN Staff and the GNSO Implementation Review Team are now looking for input on the proposed revisions to the UDRP rules, which aim to satisfy the intent of the GNSO Policy Recommendations. Furthermore, any feedback on the expected time needed for affected parties to implement the revised UDRP rules before coming into effect, would be appreciated. The current plan is to announce implementation in November or December with a six-month implementation deadline. Section II: Background Currently there is no requirement to lock names in period between filing complaint and commencement of proceedings and no definition of 'status quo', which has resulted in different interpretations and confusion of the UDRP. To address this issue, the GNSO Council decided to initiate a Policy Development Process on 15 December 2011. As part of its deliberations, the WG was required to consider the following questions: 1. Whether the creation of an outline of a proposed procedure, which a complainant must follow in order for a registrar to place a domain name on registrar lock, would be desirable. 2. Whether the creation of an outline of the steps of the process that a registrar can reasonably expect to take place during a UDRP dispute would be desirable. 3. Whether the time frame by which a registrar must lock a domain after a UDRP has been filed should be standardized. 4a. Whether what constitutes a "locked" domain name should be defined. 4b. Whether, once a domain name is 'locked' pursuant to a UDRP proceeding, the registrant information for that domain name may be changed or modified. 5. Whether additional safeguards should be created for the protection of registrants in cases where the domain name is locked subject to a UDRP proceeding. The report also presents a roadmap and timeline for the future management of the Internet. The report follows the Panel's third and final meeting, hosted by the World Economic Forum in Dubai on 4-5 May. It adopts the IG principles established at NETmundial<http://www.netmundial.org/netmundial-multistakeholder-statement/>, the recent Global Multistakeholder Meeting on the Future of Internet Governance in São Paulo, Brazil. The Panel believes these principles— human rights, culture and linguistic diversity, security and stability, and open unfragmented space, among others—are fundamental to implementing a 21st century model of Internet governance. "It has been an honor to serve as the chair of this distinguished Panel, representing a diverse group of global stakeholders from government, civil society, the private sector, the technical community and international organizations," said Toomas Hendrik Ilves, President of Estonia and chairman of the Panel. "We intend for the Panel's work to contribute to the global discussion on how to preserve freedom of expression of the Internet." For the past six months, the Panel has worked to characterize key components for promoting a collaborative, decentralized IG ecosystem—one that can effectively meet the burgeoning needs and interests of Internet users globally, while ensuring networks' security and stability. The Panel identified needed Enablers—including forums and dialogues, expert communities and toolkits—to foster communication, legitimacy and effectiveness throughout the IG process, which the Panel defined in four elements: issue identification, solution mapping, solution formulation and solution implementation. "The Internet is an indispensable resource for its 3 billion users all around the world. Ensuring that it remains open and interoperable and that decision-making processes are carried out with the involvement of all stakeholders is critical to the future of the Internet and its continued success," said Vint Cerf, vice-chair of the Panel. "There is broad interest in how the Internet will be governed and by whom," said ICANN's President and CEO Fadi Chehadé. "The discussions at NETmundial reaffirmed the support and desire for a multistakeholder model of governance and served as an inspiration for the Panel's recommendations." To achieve a collaborative, decentralized IG ecosystem, the Panel recommends next steps mapped against a three-year timeline that include coalescing and supporting broad multistakeholder alliances; developing new and strengthening existing IG mechanisms; and progressing collaborative decision-making. The activation of this procedure was triggered when Latin America and Caribbean Network Information Centre's (LACNIC) supply of addresses dropped to below 8 million. This move signals that the global supply of IPv4 addresses is reaching a critical level. As more and more devices come online, the demand for IP addresses rises, and IPv4 is incapable of supplying enough addresses to facilitate this expansion. ICANN encourages network operators around the globe to adopt IPv6, which allows for the rapid growth of the Internet. "We are grateful for the guidance we've received from the RIRs as the number of unallocated IPv4 addresses dwindles," said Elise Gerich, Vice President of IANA and Technical Operations at ICANN. "This redistribution of the small pool of IPv4 addresses held by us ensures that every region receives an equal number of addresses while we continue to work with the community to raise support for IPv6." To handle this critical drop in the numbers available to LACNIC, the five RIRs' policy making communities established a policy for the equal redistribution by ICANN. This is known as the allocation phase outlined in the Global Policy for Post Exhaustion IPv4 Allocation Mechanisms<https://www.icann.org/resources/pages/allocation-ipv4-post-exhaustion-2012-…>. "The IANA IPv4 Recovered Address Space registry contained about 20 million IPv4 addresses earlier today and is now about half that size," said Leo Vegoda, Operational Excellence Manager at ICANN. "Redistributing increasingly small blocks of IPv4 address space is not a sustainable way to grow the Internet. IPv6 deployment is a requirement for any network that needs to survive." IPv6 facilitates the exponential growth of the Internet by providing 340-undecillion unique addresses, compared to the 3.7 billion afforded by IPv4. "To continue to fuel the economic growth and opportunity that is brought by the Internet, we are at the point where rapid adoption of IPv6 is a necessity to maintain that growth," said Gerich.
