Dear All, Please note that the closing date for public comments has been extended to 22 November 2009 on all 3 Organizational reviews, as requested by members of the community, in order to allot more time for consultation after the Seoul meeting. The announcement is here http://www.icann.org/en/announcements/announcement-07oct09-en.htm Three Organizational Review reports have just been published for public comments and will be presented in Seoul; they are: · The NomCom review WG draft report (public comment box at http://www.icann.org/en/public-comment/#nomcom-review-2009) the report presents the draft conclusions of the WG, and asks specific inputs on the key issue of the size and composition of the Committee. Public comments sent during the first two weeks of the consultation will be particularly appreciated because the WG expects to progress significantly in Seoul towards the finalization of the report. · The Board review WG draft final report (public comment box at http://www.icann.org/en/public-comment/#board-review-2009) the report has concluded on all issues remaining outstanding in Sydney, and will be finalized after this very last round of consultation with the community. · The SSAC review draft report (public comment box at http://www.icann.org/en/public-comment/#ssac-review-2009) the report presents the draft conclusions of the WG, and will be finalized after public comments. Dear All, In accordance with the At-Large Policy Advise Development Schedule (see http://www.atlarge.icann.org/policycalendar) an online ALAC vote has recently started on the At-Large Review Implementation Outline Plan. The questions to be put will be the following: Do you agree that the At-Large Review Implementation Outline Plan should be sent to the Board's Structural Improvements Committee, with the following introductory text by the ALAC: The ALAC voted on 14th October 2009 to transmit the attached Outline Plan to the Structural Improvements Committee of the ICANN Board for information. The ALAC believes that the attached forms an excellent basis for detailed planning to take place, on the understanding that in doing so, additional elements of work may be necessary in order to carry out the recommendations approved by the Board for implementation. The ALAC, and At-Large in general, believes that the At-Large community is best placed to judge how precisely to implement the recommendations and looks forward to discussions in Seoul with the SIC. Public Comment: IDN ccTLD Fast Track Process Proposed Final Implementation Plan 4 October 2009 http://www.icann.org/en/topics/idn/fast-track/idn-cctld-implementation-plan… ICANN is pleased to announce the public posting of the Proposed Final Implementation Plan for the IDN ccTLD Fast Track Process. The IDN ccTLD Fast Track Process will enable the introduction of a limited number of internationalized country-code top level domain names (IDN ccTLDs). As noted by ICANN CEO Rod Beckstrom, once implemented, this will be the first time that users can obtain a domain name with the entire string in other than ASCII (or Latin) characters, "this is one of the most exciting developments for the users of the Internet globally in years. IDNs will enable the people the world over to use domain name addresses in their own language." The process will be available to all countries and territories where the official language is based on scripts other than the Latin (extended) script. The proposed final plan is scheduled for ICANN Board consideration at the ICANN meeting in Seoul, Korea, 26-30 October 2009. The proposed launch date for the IDN ccTLD Fast Track Process is 16 November 2009. ICANN is looking forward to feedback on the final plan in the public comment forum designated for that purpose. New gTLDs: Version 3 of Draft Applicant Guidebook ("DAG") Open for Public Comment Comment Period Closes: 22nd November 2009 ICANN has posted the next version of the draft Applicant Guidebook ("DAG") for public comment. The DAG is the instruction manual for those requesting to run a generic top-level domain (gTLD). The Guidebook has changed significantly from the previous version. As indicated by ICANN Chief Operating Officer, Doug Brent, "this third version of draft guidebook represents months of outstanding effort by many in the ICANN community - working to resolve the few, challenging remaining issues. This version is being released with materials that describe how public comment has influenced the changes presented in it." In all, there are over 50 areas of change, clearly indicated in the "redline" version of the Guidebook. In addition to specific trademark protections the new Guidebook includes: * Measures to prevent or mitigate potential for malicious conduct including a proposal to create high-security zones; * Enhanced stability / security measures, requiring DNSSEC deployment and prohibiting use of wildcards; * Protecting registrants by taking step to ensure registry viability: defining a financial instrument that will ensure ongoing registry operations in the event of failure, and specifying certain pre-delegation registry tests; and * Enhanced contractual tools through the development of post-delegation dispute procedures including one to ensure that community-based TLDs adhere to their self-described purpose. Like all previous versions, this draft is posted for public comment. It has been released prior to the ICANN meeting to be held in Seoul from October 25-30. During the Seoul meeting ICANN will conduct several sessions to facilitate discussion of this version of the Applicant Guidebook and to find solutions to outstanding issues. Independent studies on root zone stability are being analyzed and additional economic analysis is being undertaken. ICANN Signs Affirmation Document, replaces JPA with US Government: Message from Rod Beckstrom, ICANN CEO

Dear ICANN Community Members: It is my pleasure to inform you that ICANN has signed a permanent “Affirmation Agreement” www.icann.org <http://www.icann.org> with the U.S. Department of Commerce that replaces the “Joint Partnership Agreement,” which expired on 30 September 2009. This permanent agreement between ICANN and the U.S. Government, which was approved by ICANN’s Board and signed by me, affirms our mutual commitment to ICANN’s bottom-up, consensus-driven model and oversight by the global Internet community. Details of the of Affirmation Agreement can be found on ICANN’s homepage, but I wanted to call your attention, in particular, to the important role ICANN’s Supporting Organisations and Advisory Committees have in ICANN’s future. Under the Agreement, SO and AC representatives and ICANN’s international stakeholders are recognized reviewers who can formally hold ICANN accountable. For example, from paragraph 9.2 of the Affirmation, with bold added for emphasis: /The review will be performed by volunteer community members and the review team will be constituted and published for public comment, and will include the following (or their designated nominees): the Chair of the GAC, the CEO of ICANN, *representatives of the relevant Advisory Committees and Supporting Organizations*, and independent experts. Composition of the review team will be agreed jointly by the Chair of the GAC (in consultation with GAC members) and the CEO of ICANN. / This is another step in an amazing trajectory of the Internet’s role in encouraging openness, innovation, commerce and freedom. The question box will take questions until Wednesday 14 October in preparation for the public forum at ICANN's international public meeting in Seoul on Thursday 29 October. Anyone can ask up to two questions or 50 words in length. The question can cover any topic related to ICANN and its work. Answers will be provided either during the public forum or emailed and published in the weeks following the meeting. You can find the form below as well as on the Seoul meeting website and the blog.
