Queridos todos, Según lo establecido en el 2009 la Junta de Elecciones del Proceso <https://st.icann.org/alac-docs/index.cgi?board_liaison_process_2009> (sólo en EN), en una teleconferencia para fines especiales estarán dispuestos no antes del Viernes, 18 de septiembre y la a más tardar el Domingo, 20 de septiembre en la que los candidatos a la Junta de Enlace tal como se transmitió desde la RALO a la ALAC se proporcionará un período igual de tiempo para hablar de su candidatura. El Presidente del ALAC determinará la duración del tiempo de cada candidato a hablar antes del inicio de la llamada. Esto será seguido por un período de preguntas y respuestas durante la cual los miembros de la comunidad pueden hacer preguntas a los candidatos. Public Consultation on ACSO Summary Document

Dear All, The joint session of the Advisory Committees and Supporting Organizations in Sydney was summarized in a one-page <http://syd.icann.org/acso> document that included six issues of most concern to the community as well as seven possible solutions. The ACSO comment <http://www.icann.org/en/public-comment/#asco> period, which closes 25 September 2009, is an opportunity for the community to discuss that summary in the expectation that pragmatic solutions can be found. This comment period is also notable in that it is being used to experiment with new online collaborative software that is being trialed by ICANN staff in an effort to see if the organization can improve its public comment process. As such, you can email in comments as normal but you will have a far greater opportunity to interact and discuss the summaries as well as propose solution by logging onto the comment period's discussion space. The ALAC Executive Committee at their meeting of 8 September 2009 requested that all interested At-Large community members add their comments directly to the interactive on-line discussion space located at: https://jive.dev.icann.org/community/acso. This type of “internationalization” affects how information displays to Internet users, and how users submit information to applications. A recently published report on internationalized registration data (SAC037 <http://www.icann.org/en/committees/security/ssac-documents.htm> ) by the Security and Stability Advisory Committee (SSAC) explains that standard formats are defined for internationalized domain names (IDNs), but no standards exist for how contact information and other registration data can be submitted and displayed using character sets other than ASCII. Can Internet users continue to use Whois services effectively if data such as contact information, host names, sponsoring registrar and domain name status are submitted and displayed only in local languages, or in a random mix of languages ? En la reunión pública de la junta directiva del 26 de junio de 2009 (véase http://www.icann.org/minutes/resolutions-26jun09.htm ―sólo en inglés―), la Junta Directiva de la Corporación para la Asignación de Números y Nombres en Internet (ICANN) aprobó todas (menos una) las recomendaciones establecidas por el Grupo de Trabajo para la Revisión de At-Large en su Informe Final de fecha 6 de junio de 2009 (véase http://www.icann.org/es/reviews/alac/final-report-alac-review-09jun09-es.pdf) El Comité Asesor At-Large (ALAC) solicitó que el Personal generara un borrador de la Reseña del Plan de Implementación de la Revisión a At-Large, que contenga todas las recomendaciones y sub recomendaciones establecidas en el Informe Final para la comunidad At-Large en su totalidad, para ser examinado y comentado. El borrador que ahora se publica para la recepción de comentarios públicos es ese documento. The ICANN Bylaws (Article VI Section 5) currently define five geographic regions as Africa, North America, Latin America/Caribbean, Asia/Australia/Pacific and Europe. As you know, the RALOs of At-Large are based upon these very same geographic regions, and any chance to the regions will change the membership of the RALOs. The Geographic Regions don't just affect At-Large, though - they are a core element of how geographic diversity works across ICANN, from the composition of the ICANN Board, the Country Code Names Supporting Organization (ccNSO), and in some respects also the Generic Names Supporting Organization (GNSO). Over time, community members have developed concerns about the implementation of the ICANN Geographic Regions and related representational issues. For example, in At-Large, some Eastern European countries are currently a part of the Asia-Pacific region, one EU member state (Malta) is a part of Africa, and various small island territories in the Caribbean are not a part of NARALO, but of EURALO. As a result, the ICANN Board appointed a community-wide working group to further study and review the issues related to the definition of the ICANN Geographic Regions, to consult with all stakeholders and submit proposals to the Board to resolve the issues relating to the current definition of the ICANN Geographic Regions. The working group includes At-Large members Cheryl Langdon-Orr (APRALO) and Carlton Samuels (LACRALO) as members. The consultation closes on 4th September 2009. You are kindly requested to review the report; the staff have been asked to arrange a teleconference to discuss the report, answer questions, and help foster an At-Large comment on the draft.
