The ICANN Bylaws (Article VI Section 5) currently define five geographic regions as Africa, North America, Latin America/Caribbean, Asia/Australia/Pacific and Europe. As you know, the RALOs of At-Large are based upon these very same geographic regions, and any chance to the regions will change the membership of the RALOs. The Geographic Regions don't just affect At-Large, though - they are a core element of how geographic diversity works across ICANN, from the composition of the ICANN Board, the Country Code Names Supporting Organization (ccNSO), and in some respects also the Generic Names Supporting Organization (GNSO). Over time, community members have developed concerns about the implementation of the ICANN Geographic Regions and related representational issues. For example, in At-Large, some Eastern European countries are currently a part of the Asia-Pacific region, one EU member state (Malta) is a part of Africa, and various small island territories in the Caribbean are not a part of NARALO, but of EURALO. As a result, the ICANN Board appointed a community-wide working group to further study and review the issues related to the definition of the ICANN Geographic Regions, to consult with all stakeholders and submit proposals to the Board to resolve the issues relating to the current definition of the ICANN Geographic Regions. The working group includes At-Large members Cheryl Langdon-Orr (APRALO) and Carlton Samuels (LACRALO) as members. The consultation closes on 4th September 2009. You are kindly requested to review the report; the staff have been asked to arrange a teleconference to discuss the report, answer questions, and help foster an At-Large comment on the draft. Lors de la réunion publique du conseil du 26 juin 2009 (voir http://www.icann.org/minutes/resolutions-26jun09.htm (anglais seulement)), le conseil de l’ICANN a approuvé toutes les recommandations (sauf une) du rapport final du groupe de travail At-Large daté du 6 juin 2009 (voir http://www.icann.org/fr/reviews/alac/final-report-alac-review-09jun09-fr.pdf) L’ALAC a demandé que le personnel crée un avant-projet du plan d’implémentation comprenant toutes les recommandations et les sous-recommandations du rapport final afin que toute la communauté At-Large puisse réviser le tout et offrir ses commentaires. L’avant-projet en consultation est ce document. Une fois la consultation terminée, les résultats seront incorporés dans le plan final qui sera soumis à un vote de l’ALAC; une fois ratifié, le plan sera transmis au conseil afin que celui-ci révise le plan lors de la conférence de Séoul. *Pourquoi est-ce important?* Les recommandations du rapport final At-Large affectera de façon importante la communauté At-Large ainsi que ses interactions avec les autres parties de l’ICANN. The At-Large community is requested to review the At-Large Review Implementation Outline. Comments are being taken until 30th September 2009 at https://st.icann.org/alac-docs/index.cgi?at_large_review_implementation_out…. At the public board meeting on 26th June 2009 (see http://www.icann.org/minutes/resolutions-26jun09.htm (english only)), the Board of ICANN approved all but one recommendation of the At-Large Review Working Group in its Final Report of 6th June 2009 (see http://www.icann.org/en/reviews/alac/final-report-alac-review-28jan09-en.pdf) The ALAC requested that the Staff create a draft At-Large Review Implementation Plan Outline containing all the recommendations and sub-recommendations in the Final Report for the entire At-Large community to review and comment upon. The draft under consultation is that document. Once the consultation is over, the results are to be incorporated into a final Outline plan which the ALAC will vote upon; once ratified the plan will then be transmitted to the Board for review at the Seoul meeting. *Why Is This Important?* The recommendations in the At-Large Review Final Report will have important transformative impacts upon the At-Large community and its interactions with other parts of ICANN. Staff will ensure that the selection criteria of the NomCom will be noted in the upcoming election call for NomCom appointees. Staff will ask for a French and a Spanish version of Alan¹s Draft ALAC Position Description and the cover letter to that document and open and 20 day public comment period on the document in those languages when the translations are in. Staff will shortly send out a Doodle with 2-3 proposed timeslots for a meeting with ICANN CEO Rod Beckstrom. Heidi from Staff will also announce it during the next RALO calls to ensure RALO participation. James will bring his significant expertise on IDN (internationalized domain names) to bear on At Large discussions, and can also share his experience of Internet issues in several Asian countries; including Malaysia, Singapore and China where he now resides. James is the CEO of Zodiac Holdings, a company focused on IDN gTLDs in Asia. James is also Chief Technology Officer of the Shanghai Synacast Media Tech. Co, a member of the Executive Committee of the Singapore Advance Research and Education Network, and a committee member of the Internet and New Media Committee of Media Development Authority of Singapore. Previously, James has been a partner in Thymos Capital LLP 2007-2008, and worked as Assistant Director, Next Generation Network, Infocomm Development Authority of Singapore from 2003-2006. James is or has been involved in numerous Internet-related groups and committees including the Asia Pacific IPv6 Task Force, Internet Engineering Task Force, ICANN's IDN Registry Implementation Committee, Domain Name Technical Committeeof the Singapore Network Information Center, Asia Pacific Internet Association. He also served as Co-chair of the IDN Working Group, Internet Engineering Task Force, 1999-2003 and Chair of the iDNS Working Group, Asia Pacific Networking Group, 1998-2000. James' educational background includes a Bachelor of Information Technology, Software Engineering, Australian National University, 1996-1999 *Carlton Samuels* has been appointed as an At Large Advisory Committee member from Latin America / Caribbean. Carlton brings significant Caribbean experience and knowledge, and also an ability to facilitate consensus-building with the Latin American Internet community from his work as LACRALO secretariat. Carlton works as a consultant and an adjunct lecturer at the Information Science Faculty of Humanities & Education in the University of the West Indies at Mona Kingston, Jamaica. He is a Jamaican and US national. Previously, Carlton has worked as CIO & University Director of IT, University of the West Indies, Managing Director, Mona Informatix, as a registrar for the .jm ccTLD and VP, Network Systems, Neal & Massy Corporation as a senior executive with responsibility for regional network and telecommunications business segment for the largest Caribbean-based multinational. Carlton's current and previous volunteer positions include being a foundation member of and the current secretariat for the Latin America and Caribbean Regional At-Large Advisory Organization (LACRALO), member of the advisory boards of Microsoft Partners in Learning and the Project Advisory Board of the Caribbean Universities Project for Integrated Distance Education (CUPIDE). Carlton has also been a member of the CARICOM ICT Task Force, a regional ICT leadership position charged with developing a cohesive ICT policy framework for Caribbean governments. Carlton's educational background includes a degree in Natural Sciences from The University of the West Indies, a postgraduate degree in management information systems from George Mason University, US, and a postgraduate diploma in corporate strategy from the Sloan School of Management at MIT. *Dave Kissoondoyal* has been appointed as an At Large Advisory Committee member from Africa. Dave will be an invaluable asset to the ALAC given his experience in Internet governance and the Internet Society, whose Mauritius chapter he founded. Dave is Director of Information Technology at Teleforma (Mauritius), Ltd - A US Upstream Company. Previously, Dave was Group Technical Director and Chief Technology Officer for the Bowman Group of Companies. Dave is a member of the Public Interest Registry .ORG Advisory Council, a member of the African Stakeholders Network (ASN) of the United Nations Information and Communication Technologies Task Force and has been an Ambassador of the Internet Society to the World Summit on the Information Society (WSIS). Dave's other volunteer work includes acting at different times as Secretary, Treasurer and President (CEO) of Save the Children Mauritius. He also founded the Internet Society of Mauritius and is its president. Dave's education background includes a qualification in electronics from the University of Mauritius, in information systems management from the Mauritius Institute of Management / University of Surrey, United Kingdom, and in electronics from the City and Guilds of London Institute. The attached document was initially drafted by ALAC member Adam Peake with contents as requested by members of the ALAC and the Working Group on the Future Structure of ICANN, as a reply to the public consultation ³ICANN Meeting Dates/Geographic Rotation 2011 - 2013² to be found at: http://www.icann.org/en/public-comment/#meeting-dates. The initial draft was sent to the distribution list of the Working Group on the Future Structure of ICANN and can be found under the following URL: http://atlarge-lists.icann.org/pipermail/icann-future-wg_atlarge-lists.icann .org/2009-August/000059.html It was then subjected to an informal comments process within the ALAC and RALO leaders; the first revision is a consolidation of the various comments by the staff intended to reconcile all those comments received. At its 25th August, 2009 Meeting, the ALAC decided that the document, which missed the deadline for the public consultation on ICANN Meeting Dates/Geographic Rotation 2011-2013, shall be transmitted to the Board of ICANN as an ALAC Advisory with immediate effects. The document was submitted to the ICANN Board of Directors as an ALAC Advisory on 28th August. The document has not yet been ratified by the ALAC. The Chair of the ALAC requested the Staff to open a vote on the document immediately following its transmittal to the Board, said vote opening on 28th August and closing on 2nd September. As this is a formal Statement of an Advisory Committee to the Board, we provide it hereby to the Secretary of ICANN for distribution to the Board with our compliments. Board Approves Selection of a Voting Board Member by the At-Large Community

Dear Community: It is our pleasure to inform you that the Board has resolved unanimously as follows: ‘IT IS RESOLVED THAT the recommendation of the BRWG to add one voting director appointed from the At-Large Community to the ICANN Board of Directors, and removing the present ALAC Liaison to the Board, is approved in principle for implementation.
