The ALAC welcomes any comments the Board may wish to make by reply. The attached Statement was drafted by the At-Large staff with contents as requested by the At-Large Executive Committee, as a reply to the public consultation on the same subject to be found at: http://www.icann.org/en/public-comment/#eag-feedback. Due to the imminent closure of the public comment window, Alan Greenberg sent the text on to the ALAC on 12th July, noting that if he received no objections in short order he would transmit it to the public comment period noting that it was still pending a vote of the ALAC (this communication may be viewed at http://forum.icann.org/lists/eagfeedback/msg00006.html) The ALAC began a vote on this document on 19th July, ending on 26th July. The results were announced on 27th July by the Staff, said result being that the Statement was endorsed by a vote of 11-0-0. We look forward to further efforts of this kind to make ICANN's financial operations more transparent. In that vein, we wish to suggest more direct links in reporting between budget allocations and actual expenditure, and the link between financing for initiatives and their outcomes. For example, reporting on how effective recruitment and outreach efforts to grow the active ICANN community are when contrasted with the varying amounts budgeted and spent for these activities from year to year would be widely useful in our view.

Dear Marco, The At-Large staff has the honour to transmit to you the Statement of the ALAC to the Public Consultations on the Proposals for Systematization of Organizational Review Processes, and Bylaw Amendment Related to Organisational Review Cycles on behalf of the At-Large Advisory Committee. The attached document was drafted by the At-Large staff with contents as requested by the At-Large Executive Committee, as a reply to the public consultation ³Proposals for the Systematization of Organisational Reviews² to be found at: http://www.icann.org/en/public-comment/#review-processes. The last paragraph was drafted by the Staff as requested by the Chair of ALAC on 3rd August 2009 in order to allow the Statement to apply equally to the consultation that followed that above-referenced, to be found at http://www.icann.org/en/public-comment/#review-cycles. The Chair of the ALAC then requested the Staff to open a vote on the document beginning on 3rd August and closing on 9th August. The entire current structure of independent reviews should be rethought, as it is increasingly clear that having multiple reviews conducted and implemented independently of one another is multiplying the complexity of the entire process, and does not sufficiently take into account the growing interdependencies between the different component parts of ICANN. Accordingly, is our view that the Bylaw amendment proposed is not the right approach. It simply continues the present paradigm when what is needed is a more fundamental rethink.

Estimados, Kevin Wilson, Director financiero de la ICANN y Steve Antonoff, Director de los recursos humanos de la ICANN, les invitan a asistir a una teleconferencia para discutir los fondos para viajes para la comunidad At-Large para el año fiscal que finaliza el 30 de junio de 2010 (AF 2010). El objetivo de esta llamada es discutir los fondos para viajes para la comunidad para el año fiscal 2010. Opción 2: * Apoyo para 15 miembros de At-Large y para ningún miembro de las Organizaciones Regionales At-Large (RALOs), para viajar a cada una de las reuniones de la Corporación para la Asignación de Números y Nombres en Internet (ICANN), incluyendo la misma asignación para boletos de avión, hotel y viáticos que antes. * Financiación anual de cinco Asambleas Generales (uno de cada Organización Regional At-Large ―RALO―) bajo los siguientes términos y condiciones: La Corporación para la Asignación de Números y Nombres en Internet (ICANN) apoyaría hasta el 80% de los miembros de la Organización Regional At-Large (RALO) ―sin exceder un total de 20 miembros― para cada Asamblea General, de acuerdo a lo siguiente: · El lugar de celebración de la Asamblea General es decidido en consulta con la Corporación para la Asignación de Números y Nombres en Internet (ICANN) para asegurar que el lugar resulte económicamente viable respecto a los recursos disponibles, al mismo tiempo que facilita la participación de las Estructuras At-Large (ALSes). · La Corporación para la Asignación de Números y Nombres en Internet (ICANN) pagaría por la sala de reunión en el hotel. · La Corporación para la Asignación de Números y Nombres en Internet (ICANN) pagaría por los arreglos necesarios para la “participación a distancia”. · Los viajeros que reciban el apoyo económico utilizarán los boletos de avión de más bajo costo en clase económica. · Hospedaje en hotel por dos noches (que incluye impuestos pero no gastos incidentales) para los viajeros que reciban el apoyo económico. · Viáticos para dos días para los viajeros que reciban el apoyo económico (viáticos que serán establecidos en base al lugar en que se celebrará la reunión mediante el mismo método que se establecen los viáticos para las reuniones de la Corporación para la Asignación de Números y Nombres en Internet ―ICANN―). Es nuestro entendimiento que la Organización Regional At-Large (RALO) puede buscar coordinar sus Asambleas Generales con otras reuniones en sus regiones, a fin de maximizar tanto la participación como la reducción de los costes; mientras que esto es perfectamente aceptable para la Corporación para la Asignación de Números y Nombres en Internet (ICANN), no constituirá un requisito. Por supuesto, es posible pensar en otras opciones; sin embargo, con la proximidad de la reunión de Seúl, la Corporación para la Asignación de Números y Nombres en Internet (ICANN) necesita inminentemente contar con la lista de viajeros aprobados, y las decisiones que se tomen respecto a lo antes mencionado necesariamente afectarán tal lista. Al mismo tiempo, la organización de Asambleas Generales regionales requiere la notificación por adelantado a partir del momento en que una ciudad y fecha hayan sido escogidas. Por estas razones, le recomendamos que elija una de las opciones anteriores. Algunos puntos adicionales para considerar: * Algunas regiones son más grandes que otras, y esto no sólo impacta sobre la cantidad de viajeros sino también sobre la cantidad de tiempo necesario con antelación para organizar las reuniones. Por lo tanto, sugerimos que la Organización Regional At-Large (RALO) más grande organice su reunión para más adelante en el año fiscal. * Se propone que el Personal trabaje con las Secretarías de las Organizaciones Regionales At-Large (RALOs) y con el Subcomité de Finanzas del Comité Asesor At-Large (ALAC), para ayudar a establecer la lista de posibles fechas y lugares de la Asamblea General (GA) lo antes posible a fin de asegurar que podamos asignar recursos para la organización de la reunión. Creemos que para organizar una Asamblea General (GA) necesitaríamos una notificación con anticipación considerable (8 semanas o más), a partir del momento en que se haya decidido una ciudad y fecha correspondientes. * Para ayudar a facilitar este proceso, la Corporación para la Asignación de Números y Nombres en Internet (ICANN) está trabajando sobre el borrador de un formulario que se utilizará para proponer la fecha, ciudad y país y otros elementos de una Asamblea General (GA); a su debido tiempo, transmitiremos esto y mientras tanto trabajaremos informalmente. * Se ha preguntado sobre los nombramientos venideros del Comité de Nominaciones (NomCom) para el Comité Asesor At-Large (ALAC), y si ellos recibirán financiación para asistir a la reunión de Seúl a partir del “fondo” de apoyo para viajes de At-Large. La respuesta es que esto se financia en forma separada y que los nuevos individuos designados sí podrán asistir a la reunión de Seúl. * Entendemos que los términos de mandato de cinco miembros del Comité Asesor At-Large (ALAC) (de aquellos elegidos en forma directa) expirará al finalizar la reunión de Seúl. La financiación para que los nuevos individuos designados asistan a Seúl tendría que provenir de los fondos para viajes de At-Large. Si la comunidad decide respaldar el viaje para participantes adicionales a Seúl, para los miembros del Comité Asesor At-Large recién elegidos cuyo mandato comenzará en la clausura de la reunión de Seúl, así como para los miembros cuyo mandato expira en la clausura de la reunión de Seúl, eso impactará negativamente sobre la propuesta arriba presentada y tendríamos que reducir el nivel de apoyo para las Asambleas Generales (GAs), probablemente en forma bastante considerable. We offer two alternatives to the current arrangement in order to be able to fund a portion of the General Assemblies: Option 1: * Support 15 At-Large members and 5 RALO representatives (one from each RALO) for travel each ICANN meeting (to include the same air, hotel, per diem support as before). * Fund five General Assemblies annually (one for each RALO) under the following terms and conditions: o ICANN would support up to 40% of RALO members not to exceed a total of 10 members for each General Assembly as follows: o Site for the General Assembly decided in consultation with ICANN to ensure that the site chosen is economically viable within available resources, whilst facilitating participation by ALSes. o ICANN would pay for a meeting room at the hotel o ICANN would pay for "remote participation" set up as necessary o Round trip lowest cost economy air fare for supported travelers o Two nights hotel accommodations (to include tax but not incidentals) for supported travelers o Two days of per diem per supported traveler (per diem to be established based on approved location in the same method as per diems are established for ICANN meetings) Option 2: * Support 15 At-Large members and NO RALO members for travel to each ICANN meeting (to include the same air, hotel and per diem as before). * Fund five General Assemblies annually (one for each RALO) under the following terms and conditions: * ICANN would support up to 80% of the RALO members not to exceed a total of 20 members for each General Assembly as follows: o Site for the General Assembly decided in consultation with ICANN to ensure that the site chosen is economically viable within available resources, whilst facilitating participation by ALSes. o ICANN would pay for a meeting room at the hotel o ICANN would pay for "remote participation" set up as necessary o Round trip lowest cost economy air fare for supported travelers o Two nights hotel accommodations (to include tax but not incidentals) for supported travelers o Two days of per diem per supported traveler (per diem to be established based on approved location in the same method as per diems are established for ICANN meetings) It is our understanding that the RALO's may look to coordinate their General Assemblies with other meetings in their regions to maximize participation and lower costs - while this is perfectly acceptable to ICANN, it would not be required. It is of course possible to think of other options, however, with the Seoul meeting upcoming ICANN needs to have the list of approved travellers imminently, and the choices made about the above necessarily impact that list. At the same time, arranging regional GAs requires advance notice from the time at which a city and date is chosen. For these reasons, we recommend that you choose one of the above options. Some additional points to consider: * Some regions are larger than others, and this impacts on the number of travellers but also the amount of advance preparation time required to arrange meetings. We would suggest therefore that the larger RALOs organise their GAs for later in the fiscal year. * We propose that the Staff work with the Secretariats of the RALOs, and the ALAC Finance Subcommittee, to help establish the list of GA locations and prospective dates ASAP in order to ensure we can allocate meeting organisation resources. We believe that we would need considerable advance notice (8 weeks or more) in order to organise a GA, from the point at which a city and date is decided upon. * To help facilitate this process, ICANN is working on a draft form which would be used for proposing the date, city and country, and other elements of a GA; we will forward this in due course and in the meantime work informally. * The question has been asked about incoming NomCom appointees to ALAC, and whether or not these would be funded to attend the Seoul meeting from the At-Large travel support 'bucket'. The answer is that this is funded separately, and the new appointees will be able to attend the Seoul meeting. * We understand that the terms of five members of ALAC (from those directly elected) expire at the close of the Seoul meeting. The funding for the new appointees to come to Seoul would have to come from At-Large travel funds. If the community chooses to support travel for additional Seoul attendees for those newly-elected members of ALAC whose terms begin at the close of the Seoul meeting as well as those members whose term expires at the close of Seoul, that would negatively impact the proposal above, and we would have to reduce the level of support for regional GAs downwards, probably quite considerably. Please review and of course feel free to discuss all this in the broader At-Large community as you see fit, and let us know as quickly as possible what conclusions you come to. Il est bien sûr possible de trouver des options supplémentaires mais avec la tenue prochaine de la réunion de Séoul, ICANN doit bientôt recevoir la liste des voyageurs approuvés et les choix se rapportant aux éléments indiqués ci-dessus affectent cette liste. D’autre part, la planification des assemblées générales nécessite des préavis à partir du moment où une ville et une date sont choisies. Pour ces raisons, nous suggérons que vous choisissiez une des options mentionnées ci-haut. Quelques éléments supplémentaires à considérer: *Certaines régions sont plus grandes et ceci affecte le nombre de voyageurs ainsi que le temps de préparation requis pour planifier les réunions. Nous suggérons donc que les RALO de plus grande taille organisent leur assemblée générale plus tard dans l’année fiscale. *Nous suggérons que le personnel travaille avec les secrétariats des RALO et le sous-comité des finances ALAC afin d’établir une liste des dates et emplacements possibles pour les assemblées annuelles afin de s’assurer que nous puissions allouer les ressources nécessaires pour l’organisation des réunions. Nous croyons nécessiter un préavis important (8 semaines ou plus) afin d’organiser une assemblée annuelle à partir du moment où une date et un endroit sont choisis. *Pour faciliter ce processus, ICANN travaille à l’élaboration d’un document qui pourrait être utilisé afin de proposer une date, ville, pays et autres éléments relatifs à une assemblée générale; nous ferons parvenir ce document un plus tard et en attendant, nous travaillons de façon informelle. *Une question fut posée à propos des nouvelles nominations NOMCOM pour ALAC et si celles-ci devrait être financées à partir des fonds de voyages et déplacements At-large pour assister à la réunion de Séoul. Le financement relatif à la présence des nouvelles nominations à Séoul devrait provenir des fonds de voyages et déplacements At-Large. Si la communauté choisit de financer les déplacements des nouveaux membres ALAC dont le mandat débute à la fin de la réunion de Séoul ainsi que ceux dont le mandat se termine à la fin de cette réunion, une telle décision aurait un impact négatif relativement à la proposition ci-dessus et nous serions alors dans l’obligation de réduire de façon importante notre financement aux assemblées générales.
