Dear All, In accordance with the At-Large Board Director selection time-line, the online election for the Board Director starts today and ends on Thursday, 25 November at 2359 UTC. (see http://www.atlarge.icann.org/announcements/announcement-29oct10-en.htm) All authorized participants - that being the members of the ALAC and the RALO chairs - received their voting credentials by mail a couple of minutes ago. In accordance with Article VI, Section 4 of the ICANN Bylaws, ALAC members Sébastien Bachollet and Alan Greenberg will not participate in this election as they are among the three final candidates. Sébastien Bachollet will be replaced by Olivier Crépin-Leblond. However, in accordance with the NomCom rules, Alan Greenberg cannot be replaced as he is a NomCom-selected member of the ALAC. (see Article VI, Section 4 of ICANN Bylaws: http://www.icann.org/en/general/bylaws.htm#VI) The complete list of eligible voters is attached below. With possible answers: Sébastien Bachollet Pierre Dandjinou Alan Greenberg ******** Please note this vote is a standard, plurality vote as opposed to STV voting. This is an anonymous vote. It will not be possible to see live results and who has voted so far. In accordance with article 27.8 d) and e) of the ALAC rules of procedure, the candidate receiving more than 50% of votes cast shall be declared the winner. If no candidate receives more than 50% of votes cast, the candidate with the least votes shall be removed. If there is a tie for last position, a random selection by a method determined in advance by the ABSdt shall be used to identify the candidate to be removed. The ABSdt agreed to use the Excel Random Numbers formula in the event of a tie. Random Numbers formula allows a random number to be picked out of a given total of numbers. In the event of a tie vote, At-Large Staff would run the Excel Random Number formula in the presence of a member of ICANN¹s Legal team. In the Excel Random Numbers formula, the candidates would be given the numerical equivalent to the position of their family name in an alphabetical order (e.g. if a winner was to be determined between Sébastien Bachollet and Alan Greenberg, Sébastien would be given the numerical value 1 and Alan would be given the numerical value 2. If a winner was to be determined between Pierre Dandjinou and Alan Greenberg, Pierre would be given the numerical value 1 and Alan would be given the numerical value 2 etc.) If no candidate receives more than 50% of the votes cast, there will be a second round of voting. Should one candidate receive more than 50% of votes cast, that candidate shall be declared the winner. If there is a tie, the ABSdt agreed to use Excel Random Numbers formula to identify the winner. The ICANN Policy Staff will provide a briefing on Monday 22 November at 14.00 and 20.00 UTC, summarizing policy issues across the different ICANN Supporting Organizations, namely the Generic Names Supporting Organization (GNSO), Country Code Names Supporting Organization (ccNSO) and Address Supporting Organization (ASO). Amongst other topics, updates will be provided on: * Vertical Integration Policy Development Process (GNSO) * Registration Abuse Policies Recommendations (GNSO) * Registrar Accreditation Agreement (GNSO) * WHOIS Studies (GNSO) * Internationalized Domain Names PDP (ccNSO) * Delegation and Re-delegation Working Group (ccNSO) * Global policy for handling IPv4 address space (ASO) The two sessions are duplicates, scheduled to accommodate different time zones. Each session, scheduled to run for 90 minutes, will be conducted in English only. The meeting will be run in Adobe Connect with a slide presentation along with a dial-in conference bridge for audio. Dear All, ICANN has recently launched its Strategic Plan Development for 2011. Other than in previous years, the planning cycle is now starting earlier in the year to allow for increased collaboration with ICANN¹s stakeholder communities. As part of this effort, Kurt Pritz, Senior Vice President for Stakeholder Relations in ICANN, recently participated in the EURALO and LACRALO monthly calls and gave a presentation on ICANN¹s Strategic Plan Development outline. Notice of administrative error in posting of two SOIs for At-Large Board Director

Dear All, Due to an administrative error, the statement of interest of John Yunker (available at: At-Large <https://community.icann.org/download/attachments/2265195/At-Large+Director+…> Director Applicant - John Yunker.pdf) for the position of the At-Large selected Board Director was not posted on the At-Large Director Candidate Workspace (see: https://community.icann.org/display/DirCan/At-Large+Director+Candidate+2010…) along with the other applicants that had not been selected for the slate of candidates on 28 October. At the same time, the statement of interest of Ahmad Al‐Shagra, which the Board Candidate Evaluation Committee had judged to be too incomplete to merit further consideration prior to its first round of evaluations, was posted in error. The error has now been corrected on the At-Large Director Candidate Workspace. Please note that this administrative error occurred after the slate of candidates was announced on 28 October. The BCEC reviewed John Yunker’s SOI during their selection process. Staff have informed both parties and the BCEC. We sincerely apologize for this oversight.
