ALAC Statement on the Terms of Reference of the Root Server Scaling Study

Dear John: The At-Large staff has the honour to transmit to you the Statement of the ALAC on the Terms of Reference of the Root Server Scaling Study on behalf of the At-Large Advisory Committee. The Statement was drafted by Patrick Vande Walle, co-chair of the DNS Security Working Group of At-Large, as a reply to the public consultation on the same subject. The statement below was open for comments by members of At-Large from 12th July to 20th July 2009 at https://st.icann.org/alac-docs/index.cgi?alac_statement_on_terms_of_referen…. No amendments to the draft were proposed during that time though several supporting statements were made. The ALAC vote on the statement ended on 30th July, and resulted in adoption of the statement 11-0-0. The results of the vote may be independently verified at https://www.bigpulse.com/pollresults?code=ZN7MrKqI3eCrm4MrvhHd. As this is a formal Statement of an Advisory Committee to the Board, we provide it by copy hereby to the Secretary of ICANN for distribution to the Board with our compliments. At-Large Community Comments Requested on a Draft ALAC Advlsory on Public Consultations

The comment period on the ALAC draft Advisory on Public Consultations has been extended as a consequence of the late delivery of translations of the text. The draft Advisory recommends a number of changes to the way in which the ICANN Public Consultation process works, with the objective of making it easier for volunteer communities to participate in them. The announcement of the same follows immediately hereafter. ************************************************ Bylaw Amendment Related to Organizational Review Cycles Explanation: In its present formulation, the Section 4 of Art. IV of Bylaws contains provision for a three-year period between each consecutive review of the same key structure of ICANN. Based on the experiences made during the first cycle of Organizational Reviews, the Structural Improvements Committee of the Board considers that a modification of Section 4 of Art. IV of the Bylaws is needed in order to: * Extend to five years the period between each consecutive review of the same key structure of ICANN; this longer period of time will allow a more accurate assessment of the effects of the changes introduced following each review process. * Clarify that the period between two consecutive reviews should be computed from the moment of the reception by the Board of the final report of the relevant review Working Group. The whole chapter 2 of the Section 4 of Article IV -containing a calendar of the first planned reviews- is furthermore removed from the proposed reformulation, because it is obsolete. Public comments are invited to the proposed version of the amended Section 4 of Art. The announcement of the same follows immediately hereafter. ________________________________ Proposed ICANN Meeting Dates 2011 - 2013 Explanation: While ICANN continues to examine the overall structure of its meeting dates and geographic rotation, it is important to move forward with future planning. In an effort to secure the dates for ICANN meetings through 2013, Staff recommendations have been developed for Public review and comment. Approving the meeting dates is important to prevent conflicts with other community events and to allow all participants sufficient time to plan their travel and attendance. The proposed dates below have been selected based on careful avoidance of important holidays, celebrations, and observances around the globe. Similarly, every effort was made to identify and prevent scheduling conflicts with other community events. ICANN will not be able to accommodate every request for a date change. However, in an effort to be fully cognizant of holidays and occasions from countries and religions around the world, we'd like to provide an opportunity for comment so the ICANN Public Participation Committee of the Board can move forward with approving the dates. Deadline and How to Submit Comments: The Staff is opening a 30-day public comment forum, from 13 July 2009 through 14 August 2009, and invites community comments on this topic.
