[ICANN]<http://www.icann.org/> News Alert https://www.icann.org/news/announcement-2014-11-19-en ________________________________ Results Available for 19 November 2014 Auction 19 November 2014 On 19 November 2014, an Auction conducted by ICANN's authorized Auction service provider, Power Auctions LLC<http://www.powerauctions.com/>, was held to resolve a string contention set for one new generic Top-level Domain (gTLD) string, DOT. The two applicants for this string, Charleston Road Registry Inc. and Dish DBS Corporation, were unable to resolve the contention set among themselves, and thus proceeded to an auction, which is the method of last resort to resolve string contention sets as prescribed in Module 4 of the Applicant Guidebook. Subject to payment of the Winning Price and meeting all other criteria for eligibility, the winner will begin the contracting process to sign a Registry Agreement to operate the respective gTLD. Two applicants for DOT participated in the Auction. Dish DBS Corporation prevailed in the Auction with the winning price of $700,000. All proceeds from the Auction are being segregated from use until the Board determines a plan for the appropriate use of the funds through consultation with the community. Call For Volunteers: Join A Generation Panel, Speak Up for Your Language

Dear All, Satish Babu, Co-Chair of the At-Large Internationalized Domain Name (IDN) Policy Working Group, in collaboration with Sarmad Hussain, Senior Manager of the ICANN IDN Program, has requested a call for volunteers in the Generation Panel. Kindly see the details below. ** Speak up for your Language! Join a Panel Today In the past, labels in the Internet’s Root Zone could only contain ASCII characters. The rules for creating new top-level domain labels were simple: labels must (i) only be composed of letters in the English alphabet, and (ii) consist of two to 63 characters. All of that is changing now. The future holds a multilingual Internet, where a user from anywhere across the world can navigate entirely in his or her native language. Be a part of this historic change! ICANN is calling for volunteers to serve on one of several panels that will define the rules for generating new top-level domain labels for the script or writing systems for their community. Join a Generation Panel today by emailing idntlds(a)icann.org. Make sure to tell us the language you speak and the script or writing system you want to get involved with. Please help inform and motivate others to join as well. The goal of these panels is to support the use of Internationalized Domain Names (IDNs) by determining what is a valid top-level domain label in each script or writing system. This involves answering three questions: (i) which subset of characters from the various scripts can be used to form a label*, (ii) which of these characters (if any) may be considered confusable or variants by end users, and (iii) what are additional constraints** on these labels? As there is a single Root Zone, all such label generation rules for all the scripts must be merged into a single reference, which is called the Label Generation Rule-set (LGR). The ICANN community has established a procedure<https://www.icann.org/en/system/files/files/lgr-procedure-20mar13-en.pdf> to develop the LGR for the Root Zone. This procedure is divided into three steps: 1. The basis is a subset of Unicode code points which may be appropriate for the Root Zone and called the Maximal Starting Repertoire (MSR). 2. Communities representing various scripts (e.g., Arabic, Cyrillic, Devanagari, Greek, Chinese, Latin, Thai, etc.) are invited to organize into Generation Panels to start from the MSR and propose the label generation rules (which contains the three types of rules defined above) for their respective scripts. 3. The script-based proposals developed by the communities are reviewed by a panel of experts called the Integration Panel. Proposals that meet the criteria in the procedure<https://www.icann.org/en/system/files/files/lgr-procedure-20mar13-en.pdf> are integrated into the LGR by the Integration Panel. The LGR is incrementally built upon until it contains all the necessary scripts. For Step 1, ICANN recently released the Maximal Starting Repertoire (MSR-1)<https://www.icann.org/news/announcement-2-2014-06-20-en>, covering 22 scripts (Arabic, Bengali, Cyrillic, Devanagari, Georgian, Greek, Gujarati, Gurmukhi, Han, Hangul, Hebrew, Hiragana, Kannada, Katakana, Lao, Latin, Malayalam, Oriya, Sinhala, Tamil, Telugu and Thai) and containing 32,790 code points short-listed from 97,973 allowable code points from Unicode version 6.3. Work on additional scripts will be completed soon. Step 2 is now underway; ICANN needs your help in developing proposals to extend the Root Zone LGR to cover each of these scripts. There is a role for everyone: general script community representation as well as volunteers with knowledge of scripts, linguistics, Unicode, IDNA/DNS or policy. UDRP The UDRP is a consensus policy that is applicable to all ICANN-accredited registrars. The updates include: 1. "Lock" and "pendency" are now defined terms in the UDRP Rules; 2. UDRP complainants no longer have to transmit a copy of the complaint to the respondent (rule 3(b)(xii)); 3. Rule 4(b) requires registrars to lock the disputed domain name(s) within two (2) business days of receiving a UDRP complaint from a UDRP provider; 4. Rule 4(e) provides that when a UDRP provider informs the registrar that the UDRP proceeding has been withdrawn or dismissed, the registrar must remove the lock within one (1) business day of receiving notice; 5. Rule 5(b) provides that respondents may request an additional four (4) calendar days to respond to a complaint and UDRP providers will automatically grant the extension, if requested; 6. Rule 16(a) provides that registrars must notify the parties, the provider and ICANN of the date for implementation of the decision within three (3) business days of receiving the decision from the provider; 7. Rule 17 outlines a new procedure to be used in cases that are settled between parties outside the UDRP case. These amendments to the UDRP rules were designed to reduce the risk of cyberflight during a UDRP proceeding. The Generic Names Supporting Organization (GNSO) unanimously approved<http://gnso.icann.org/en/node/40865> at its meeting on 1 August 2013 the recommendations of the Locking of a Domain Name subject to UDRP Proceedings PDP Working Group. The 17 recommendations are intended to clarify and standardize the process for locking of a domain name subject to UDRP Proceedings, including: * Definition of "locking" * Requiring registrar to apply lock within 2 business days following request for verification * Removing obligation for complainant to notify the respondent at the time of filing, but add automatic extension of 4 days to response time upon request * Step by step clarification of requirements of different parties involved * Development of educational and informational materials to assist in informing affected parties of new requirements and recommended best practices Following ICANN Board approval, an Implementation Review Team ("IRT"), comprised of GNSO Working Group members, was convened and worked with ICANN staff in drafting the amended UDRP Rules. ICANN staff held regular meetings with the IRT to ensure that the recommendations were implemented in accordance with the Working Group's intent. Effective Date These new requirements will take effect and will be enforced by ICANN as of 31 July 2015. All ICANN-accredited registrars are required to comply by this date.
