The At-Large Sub-Committee on the Selection of Member for the ICANN Accountability & Governance Coordination Group (“Selection Committee”) is responsible for selecting one (1) candidate from the At-Large community to participate in the Coordination Group. Dear All, Please see below the call for nominations for the positon of 2015 ALAC Liaison to the GNSO sent on behalf of Olivier Crépin-Leblond, Chair of the ALAC. ALAC LIAISON TO THE GNSO The ALAC Chair Olivier Crépin-Leblond, had requested that as per the ALAC RoP Section 18.2, the ALAC shall reconfirm the current incumbents in the positions of ALAC Liaison to the ccNSO, SSAC and .MOBI. All of the current liaisons in these positions have agreed to serve another term. There was also consensus on their reconfirmation. Therefore, the only Liaison position now open is for the GNSO. Nominations are now open for and individual to serve as the ALAC Liaison to the GNSO. Nominations may be made by any ALAC Member. Requirements for ALT members can be found in Section 7 of the ALAC Rules of Procedure (http://tinyurl.com/ALAC-RoP-2013-04) Nominations will close on Friday, 19 September 2014 at 23:59 UTC. Nominations need not be seconded, but it is an ALAC tradition that others may second the nomination as a show of agreement with the nomination. Nominations other than self-nominations must be accepted within seven days after the close of nominations. Dear All, Please see below the call for nominations for members of the 2015 ALAC Leadership Team (ALT) sent on behalf of Olivier Crépin-Leblond, Chair of the ALAC. =========================================== ALAC LEADERSHIP TEAM Now that it is decided that the incoming Chair will be from the North American Region, the ALAC Chair, Olivier Crépin-Leblond, has requested that a call for nominations be issued for the other four members of the ALAC Leadership team (ALT) from the four remaining regions: · Africa · Asia, Australasia and Pacific Islands · Europe · Latin America and Caribbean Islands Nominations are now open for individuals to serve as the two Vice-Chairs of the ALAC and the two non-titled ALT positions. Nominations may be made by any ALAC Member. Nominees need not be an ALAC Member at the time of the nominations, but must have an expectation of being an ALAC Member after the completion of the upcoming Los Angeles ICANN Meeting. Congratulations to Alan Greenberg - next ALAC Chair

Dear At-Large members, following a call for nominations for the ALAC Chair, as of the deadline of 3 September 2014, Alan Greenberg was the only candidate that had been named. According to the ALAC bylaws, I proceeded with a consensus call on the ALAC mailing list for Alan Greenberg to be selected as the next ALAC Chair by acclamation. This consensus call ended on Thursday 11 September 2014, 23:59 UTC, with no objections and a large number of messages supporting Alan's selection. As a result, it is my pleasure to be able to announce Alan Greenberg as the next ALAC Chair for a one year, renewable term, that will start on 16 October 2014. I would like to offer my congratulations to Alan for taking on such a position. I admit it has been a challenging four years for me, but Alan has what it takes to continue stewarding the great work that our community has done over the years. He is so experienced in this environment that I have no doubt he'll lead this community to new levels and I am absolutely confident that our common missions, grouped under the ICANN Bylaws Article XI, Section 2.4.a and 2.4.j will not only be fulfilled but exceeded in every sense of the term. Finally, I would also like to let Alan know of my personal continued support for the ALAC's mission. We are all part of the Internet's only operational multi-stakeholder system that has to make decisions which will affect many Internet users around the world. This is a fantastic opportunity to prove that the system works. We should expect to always be under the microscope but in front of unfounded criticism, I ask detractors: "so you think you can do better? Why don't you try yourself?" Alan, just like the many people in this community contributing at the level of their possibilities, has taken the step to try. So have you all, At-Large members. Important points include: * Types of hubs - There will be two types of hubs, 1) Listen only hubs (no limit on numbers) and 2) Two-way hubs - There will be a limit of 10 two-way hubs * Multi-lingual technical assistance - Technical assistance will be available in English, French and Spanish to the approved hubs. * Date of Operation - Hubs will be in operation only on Thursday, 16 October. * Reimbursement - ICANN will offer reimbursement to selected ALSes serving as hubs. [ICANN]<http://www.icann.org/> News Alert https://www.icann.org/news/announcement-6-2014-09-10-en ________________________________ ICANN Grants Data Retention Waiver to Moniker Online Services LLC 10 September 2014 DATA RETENTION WAIVER Moniker Online Services LLC Moniker Online Services LLC ("Registrar") submitted to ICANN a Registrar Data Retention Waiver Request ("Waiver Request") pursuant to Section 3 of the Data Retention Specification of the 2013 RAA, which provides that if a registrar is subject to the same applicable law that gave rise to ICANN's request to grant a previous data retention waiver under the 2013 RAA, a registrar may request that ICANN grant a similar waiver, which request shall be approved by ICANN, unless ICANN provides Registrar with a reasonable justification for not approving such request. Registrar's Waiver Request cites the previous data retention waiver granted by ICANN to RegistryGate GmbH, on the basis of its contention that compliance with the data collection and/or retention requirements of the Data Retention Specification in the 2013 RAA violates applicable law in Germany. See <https://www.icann.org/news/announcement-2014-08-07-en> Registrar's technical backend services provider as well as data storage and collection occur on servers hosted and operated in Germany, and is subject to German law. Accordingly, ICANN has determined that it is appropriate to grant Registrar a data retention waiver similar to the waiver previously granted to RegistryGate GmbH. ICANN hereby grants Registrar a limited waiver from compliance with certain provisions of the 2013 RAA on the following terms: 1. ICANN agrees as follows: (a) The Registrar shall remain obliged to retain all data elements specified in Articles 1.1.1 through 1.1.8 of the Specification for the duration of its sponsorship of the Registration and for a period of two (2) additional years thereafter; however, Registrar will be permitted to block the data elements specified in Articles 1.1.1 through 1.1.8 of the Specification in accordance with blocking requirements under applicable law (see Sec. 35 para. 3 German Federal Data Protection Act (Bundesdatenschutzgesetz - BDSG) at the earliest after one year following the end of the Registrar's sponsorship of the Registration, provided that the rights of data subjects under Sec. 35 para 2 second sentence BDSG shall remain unaffected. (b) Registrar may exclude from the data retention obligation in the Specification any data elements specified in Articles 1.2.2 and 1.2.3 of the Specification which constitute usage data in the meaning of Sec. 13 para. 4 no. 2 German Telemedia Act (Telemediengesetz - TMG), unless those data are subject to retention periods prescribed by law or statutes or agreed by contract between Registrar and registrant and retained in accordance with Sec. 13 para. 4 no. 2, sentence 2 TMG. (c) Registrar may block the data elements specified in Articles 1.2.1, 1.2.2 and 1.2.3 in accordance with blocking requirements under applicable law (see Sec. 35 para. 3 BDSG) at the earliest after one year following the end of the Registrar's sponsorship of the Registration, provided that the rights of data subjects under Sec. 35 para 2 second sentence BDSG shall remain unaffected. (d) It is acknowledged that a transfer of any retained blocked data elements without consent of the data subject is permissible, if the requirements of the exception in Sec. 35 para. 8 BDSG are met. 2. In all other respects the terms of the Specification will remain AS IS. The waiver granted to Registrar applies only to the post-sponsorship period of retention of the data listed in Articles 1.1.1 through 1.1.8 and Articles 1.2.1 through 1.2.3 inclusive of the Specification, and it does not constitute a waiver of any other provisions of the 2013 RAA or other ICANN policies applicable to registrars. Without limiting the foregoing, nothing in this waiver limits Registrar's obligation to comply with Consensus Policies or Temporary Policies developed and adopted in accordance with ICANN's Bylaws ("ICANN Policies") or limits Registrar's obligation to comply with any amendment, supplement or modification of the 2013 RAA approved and adopted in accordance with the terms of the 2013 RAA ("RAA Amendments"). In the event of any inconsistency between this waiver and the terms of any ICANN Policy or RAA Amendment, the terms of the ICANN Policy or RAA Amendment will control. 3. The waiver granted to Registrar shall remain in effect for the duration of the term of the 2013 RAA signed by Registrar. ICANN notes that the provisions of Section 3 of the Specification will apply to similar waivers requested by other registrars that are located in Germany and subject to German law.
