Adam, this reply of mine will only go to some lists (it is too much cross-posted.) Your admission in the last sentence is the key to simplifying this discussion of the ICANN NomCom and giving it some realistic focus. You say that you often felt inadequate in judging the merits of candidates who were way above your capacity. You should have resigned at that very moment but let's skip that part and go into a more general statement. The design of the NomCom foresaw an implementation in which every community that designates members of the NomCom would send a "senior statesperson", someone who would exert stewardship over the greater good, without disregarding that communities' own interests and driving principles. In practice this failed to happen. Instead frequently the communities designated non-independent, junior people who had to prove their merit to the community in the NomCom and could hope for some reward later on. This breakdown in trust and resignation of stewardship has been toxic. There is nothing that can be written in the rules that can cause change towards a stewardship and earning-trust model. It has to be the action of the community itself that begins thinking less of how to get a larger size of the pie and more of how to make the pie better. Therefore I think that this is the worst of times for a major rethink of the NomCom and other processes that get Directors to the Board. Change may be needed, though what change is needed is a very open discussion. But the thing to focus on right now is the substitution of the NTIA's function, nothing more. If that implies other changes these must be very convincing. Your "Candidacy Application Request form" needs to have been received and therefore, formally initialised, by our closing deadline. That deadline is TODAY, 23:59 UTC on 1 April 2014. This year, the NomCom has introduced a new application procedure designed to make it easier to apply. Here are some answers to questions you might have about this new procedure. Q. I've sent off my "Candidacy Application Request form" from the NomCom website, now what happens? A. Providing the Candidacy Application Request form step is taken any time before the deadline of 23:59 UTC on 1 April 2014, staff will acknowledge its receipt and then prepare a personalised and dedicated application form space for you to complete a 'pro-forma' Statement of Interest form. This contains about six or so questions/ sections. You will receive a link and log on credentials (unless you already have them) to complete the form. Sufficient time is being provided for you to complete the Statement of Interest step of the process even if you initialise the process right up to the deadline. The deadline for providing the NomCom with your completed application form is 23:59 UTC on 7 April 2014. Q. I have received my link and log on but have not yet completed all the form sections. Does this have to be done before 23:59 UTC on 1 April 2014? A. As long as you have initialised the process before 23:59 UTC on 1 April 2014, you have until 23:59 UTC on 7 April 2014 to complete the next step. Q. This is very different to what has happened previously isn't it? A. Yes. This new system now allows applicants to save and edit their application (previously all needed to be done in a single session) before submitting the completed form. The set of questions presented is also reduced to only the section a candidate is interested in. "ICANN49 will be remembered as a meeting that, in many ways, ended the early phase of ICANN and brought the organization into a new phase of maturity and responsibility," said Fadi Chehadé. "It is exemplified by the recent decision of the United States Government to hand us the very ominous responsibility to facilitate and convene the world toward determining how ICANN will be providing assurances of accountability across the board."
