[http://www.icann.org/images/gradlogo_bow.jpg]<http://www.icann.org/> News Alert http://www.icann.org/en/news/announcements/announcement-15jul13-en.htm ________________________________ ICANN Strategy Panels Launched Strategy Panels Unveiled at ICANN 47 in Durban 15 July 2013 During today's opening ceremony of ICANN 47 in Durban, South Africa, President and CEO Fadi Chehadé announced the creation of five new ICANN Strategy Panels that will serve as an integral part of a framework for cross-community dialogue on strategic matters. The ICANN Strategy Panels will convene subject matter experts, thought leaders and industry practitioners to support development of ICANN's strategic and operational plans, in coordination with many other global players, and will be comprised of up to seven members including the chair for an anticipated one-year timeframe. Designed to conduct work in critical strategic areas identified by the community, Board and staff, the ICANN Strategy Panels will build on public input being generated to inform a new, overarching vision and five-year strategic plan, and subsequent operating plan, for the organization. Advisory in nature, the ICANN Strategy Panels will report to Chehadé; will operate in a manner consistent with ICANN's commitment to transparency and accountability; and will channel all views, guidance and advice produced into the standard community and Board processes that guide ICANN's activities. In its fourteen-year history, ICANN has grown to reflect a changing landscape of continued innovation, interconnectedness, and unprecedented growth in the DNS ecosystem, one that transcends groups and borders to serve the public interest. Yet, the Internet is at a critical inflection point as billions of new people are expected to join the global network in the next few years and as the nature of its usage matures dramatically. With this in mind, the ICANN Strategy Panels are expected to help catalyze transformation and advance ICANN's role in the context of a dynamic, increasingly complex global environment. Schedules and Operations The ICANN Strategy Panels will conduct their activities, starting in September 2013, primarily online and through conference calls, although face-to-face meetings are expected to take place according to the needs of each panel. The ICANN Strategy Panels will also provide public updates on their progress that will be linked to ICANN's overall strategic and operational planning activities. Dedicated ICANN executive liaisons have been assigned to and will support each of the ICANN Strategy Panels throughout the process. Members and Objectives The ICANN Strategy Panels will focus specifically on identifier technology innovation; ICANN's role in the Internet organizations' ecosystem; ICANN multistakeholder innovation; the public responsibility framework; and the role of ICANN in the future of Internet governance. Chairs who will lead the panels in their respective concentrations and who will guide the panels in their groundbreaking efforts have been identified; however, qualified individuals interested in serving as committee members are still being sought. Potential panel members need not originate directly from ICANN structures, but should have a deep understanding of and concern for the work being undertaken by ICANN, and an ability to think strategically, globally, and creatively about the challenges inherent in the ICANN Strategy Panels' mandate. ICANN Launches Digital Innovation Platform, ICANNLabs 23 July 2013 Los Angeles, California ICANN has unveiled a new digital platform intended to foster collective experimentation and innovation to increase the levels of community-wide engagement. The platform, called ICANNLabs, can be accessed at labs.icann.org <http://labs.icann.org> . Anyone can sign up to receive updates and provide feedback. The platform will create a truly transparent process, essential to ICANN and consistent with the organization's multi-stakeholder model. "It's all about increasing our reach and relevance to new digital audiences which are engaging us through the web," said Fadi Chehadé, ICANN President and CEO. "We are searching for new ways to innovate and stay true to our principles of bottom-up, community driven policy formation. ICANNLabs is quite simply an open experiment aimed at creating new digital forms of communication." Initially, ICANNLabs will launch prototypes focused on four initial tracks: * Communication: How can ICANN drive increased awareness and participation in Internet policy discussion by exploring new models for content creation, growth and distribution? * Education: How can ICANN leverage new online learning models to increase knowledge about ICANN the organization, its process, and its constituents? * Conversation: How can ICANN facilitate deeper discussion and collaboration around policy development, which could extend to ICANN's public comment process? * Discovery and Personalization: Given the diverse interests and needs of its community, how can ICANN recommend relevant policy news, discussion, and education resources? "ICANNLabs will give us an experimental digital space where we can showcase beta versions of proposed digital tools and assets and then seek community feedback," said Sally Costerton, Senior Advisor to ICANN President on Global Stakeholder Engagement. "Using that feedback we will improve, or perhaps abandon certain tools then re-introduce improved versions and continue in that cycle until we have new and useful tools." During its initial unveiling, ICANNLabs will look at tools which frame issues around digital conversations, on social media, on education and on discovery. What This Working Group Will Do The Working Group is tasked to provide the GNSO Council with a set of recommendations on: 1. A set of principles that would underpin any GNSO policy and implementation related discussions, taking into account existing GNSO Operating Procedures. 2. A process for developing gTLD policy, perhaps in the form of ³Policy Guidance², including criteria for when it would be appropriate to use such a process (for developing policy other than ³Consensus Policy²) instead of a GNSO Policy Development Process; 3. A framework for implementation related discussions associated with GNSO Policy Recommendations; 4. Criteria to be used to determine when an action should be addressed by a policy process and when it should be considered implementation, and; 5. Further guidance on how GNSO Implementation Review Teams, as defined in the PDP Manual, are expected to function and operate. In order to facilitate these discussions, ICANN Staff developed a draft framework for community discussion that identifies a number of steps and criteria that might facilitate dealing with similar questions in the future. The paper identifies a number of questions that the community may want to consider further in this context, as well as a couple of suggested improvements that could be considered in the short term. While developing a bright-line rule as to what is policy or implementation may not be possible, the hope is that by developing clear processes and identifying clear roles and responsibilities for the different stakeholders, it will become easier to deal with these issues going forward and allow for broad participation and involvement.
