From: http://www.ntia.doc.gov/press-release/2012/commerce-department-awards-contr act-management-key-internet-functions-icann Commerce Department Awards Contract for Management of Key Internet Functions to ICANN July 02, 2012 WASHINGTON - The U.S. Commerce Department's National Telecommunications and Information Administration (NTIA) announced today that it has awarded the Internet Assigned Numbers Authority (IANA) functions contract to the Internet Corporation for Assigned Names and Numbers (ICANN). The IANA functions are key technical services critical to the continued operations of the Internet's underlying address book, the Domain Name System (DNS). Last year, in anticipation of the contract's expiration, NTIA consulted with Internet stakeholders, both domestic and international, on how best to enhance the performance of these services. Based on input from the global community, NTIA added new requirements. Those include a clear separation between the policy development associated with the IANA services, and implementation by the IANA functions contractor; a robust company-wide conflict of interest policy; a heightened respect for local national law; and a series of consultation and reporting requirements to increase transparency and accountability. The process used over the last year, and the resulting new contract requirements, are tailored to ensure respect for the relevant global multi-stakeholder policy processes. This is consistent with NTIA's belief that the multi-stakeholder model is the most effective way to address Internet issues, and further internationalizes the IANA functions. The IANA Functions include: (1) the coordination of the assignment of technical Internet protocol parameters; (2) the administration of certain responsibilities associated with the Internet DNS root zone management; (3) the allocation of Internet numbering resources; and (4) other services related to the management of the ARPA and INT top-level domains (TLDs). The current IANA contract expires on September 30, 2012. The period of performance for the contract announced today is October 1, 2012 - September 30, 2015, with two separate two-year option periods for a total contract period of seven years.

Digital Archery Suspended

http://www.icann.org/en/news/announcements/announcement-23jun12-en.htm Digital Archery Suspended 23 June 2012 Operation of the digital archery portion of the New Generic Top-level Domain Program has been suspended. The primary reason is that applicants have reported that the timestamp system returns unexpected results depending on circumstances. Independent analysis also confirmed the variances, some as a result of network latency, others as a result of how the timestamp system responds under differing circumstances. The timestamp window was due to close on 28 June. As of 23 June, approximately 20 percent of applications had a registered timestamp. Given public comment regarding the timestamp process and that many applicants had yet to register a timestamp, the decision was taken to suspend the system now, pending further analysis of the process. The evaluation process will continue to be executed as designed. Independent firms are already performing test evaluations to promote consistent application of evaluation criteria. The time it takes to delegate TLDs will depend on the number and timing of batches. The suspension provides time to investigate technical concerns. ICANN's staff and Board will continue to listen to community comment about digital archery and batching. The information gathered from community input to date and here in Prague will be weighed by the New gTLD Committee of the Board. He will assume the responsibilities of New gTLD Program Director Michael Salazar, who has resigned, in addition to his responsibilities as Senior Vice President for Stakeholder Relations. Kurt will remain in this interim role, building on the significant work done to date, until a new Program Director is appointed. He is authorized to bring the full resources available to ICANN to bear on the application evaluation process to improve customer support, applicant communications, security and reporting. In this new role, Kurt will report to Akram Atallah, in addition to his current responsibilities reporting to the CEO. Several new tools soon will be provided to help applicants with any issues or questions about the evaluation process.
