Title: New gTLDs and Mitigating Malicious Conduct When: Tuesday, September 29, 2009 Time: 15:00 - 16:00 UTC Brief Session Description: ICANN is proposing several important measures to mitigate potential malicious conduct in the New gTLD Program. These measures can be found in version 3 of the Draft Applicant Guidebook scheduled for posting prior to the ICANN Seoul Meeting. This webinar will provide a description of those measures and an opportunity for Q&A. The duration of the webinar is one hour and will be conducted in English only at this time. The format will be presented in PowerPoint along with dial-in conference bridge for audio. We will have time at the end of the session for Q&A. David Giza is Senior Director of Contractual Compliance at ICANN. He is responsible for the strategic leadership and continuing development of ICANN¹s global contract compliance program. Dear All, The joint session of the Advisory Committees and Supporting Organizations in Sydney was summarized in a one-page <http://syd.icann.org/acso> document that included six issues of most concern to the community as well as seven possible solutions. The ACSO comment <http://www.icann.org/en/public-comment/#asco> period, which closes 25 September 2009, is an opportunity for the community to discuss that summary in the expectation that pragmatic solutions can be found. This comment period is also notable in that it is being used to experiment with new online collaborative software that is being trialed by ICANN staff in an effort to see if the organization can improve its public comment process. As such, you can email in comments as normal but you will have a far greater opportunity to interact and discuss the summaries as well as propose solution by logging onto the comment period's discussion space. The ALAC Executive Committee at their meeting of 8 September 2009 requested that all interested At-Large community members add their comments directly to the interactive on-line discussion space located at: https://jive.dev.icann.org/community/acso. This type of “internationalization” affects how information displays to Internet users, and how users submit information to applications. A recently published report on internationalized registration data (SAC037 <http://www.icann.org/en/committees/security/ssac-documents.htm> ) by the Security and Stability Advisory Committee (SSAC) explains that standard formats are defined for internationalized domain names (IDNs), but no standards exist for how contact information and other registration data can be submitted and displayed using character sets other than ASCII. Can Internet users continue to use Whois services effectively if data such as contact information, host names, sponsoring registrar and domain name status are submitted and displayed only in local languages, or in a random mix of languages ? En la reunión pública de la junta directiva del 26 de junio de 2009 (véase http://www.icann.org/minutes/resolutions-26jun09.htm ―sólo en inglés―), la Junta Directiva de la Corporación para la Asignación de Números y Nombres en Internet (ICANN) aprobó todas (menos una) las recomendaciones establecidas por el Grupo de Trabajo para la Revisión de At-Large en su Informe Final de fecha 6 de junio de 2009 (véase http://www.icann.org/es/reviews/alac/final-report-alac-review-09jun09-es.pdf) El Comité Asesor At-Large (ALAC) solicitó que el Personal generara un borrador de la Reseña del Plan de Implementación de la Revisión a At-Large, que contenga todas las recomendaciones y sub recomendaciones establecidas en el Informe Final para la comunidad At-Large en su totalidad, para ser examinado y comentado. El borrador que ahora se publica para la recepción de comentarios públicos es ese documento. La communauté At-Large doit réviser le plan d’implémentation At-Large. Les commentaires sont acceptés jusqu’au 30 septembre 2009 au https://st.icann.org/alac-docs/index.cgi?at_large_review_implementation_out…. Lors de la réunion publique du conseil du 26 juin 2009 (voir http://www.icann.org/minutes/resolutions-26jun09.htm (anglais seulement)), le conseil de l’ICANN a approuvé toutes les recommandations (sauf une) du rapport final du groupe de travail At-Large daté du 6 juin 2009 (voir http://www.icann.org/fr/reviews/alac/final-report-alac-review-09jun09-fr.pdf) L’ALAC a demandé que le personnel crée un avant-projet du plan d’implémentation comprenant toutes les recommandations et les sous-recommandations du rapport final afin que toute la communauté At-Large puisse réviser le tout et offrir ses commentaires. L’avant-projet en consultation est ce document. Une fois la consultation terminée, les résultats seront incorporés dans le plan final qui sera soumis à un vote de l’ALAC; une fois ratifié, le plan sera transmis au conseil afin que celui-ci révise le plan lors de la conférence de Séoul. *Pourquoi est-ce important?* Les recommandations du rapport final At-Large affectera de façon importante la communauté At-Large ainsi que ses interactions avec les autres parties de l’ICANN. The At-Large community is requested to review the At-Large Review Implementation Outline. Comments are being taken until 30th September 2009 at https://st.icann.org/alac-docs/index.cgi?at_large_review_implementation_out…. At the public board meeting on 26th June 2009 (see http://www.icann.org/minutes/resolutions-26jun09.htm (english only)), the Board of ICANN approved all but one recommendation of the At-Large Review Working Group in its Final Report of 6th June 2009 (see http://www.icann.org/en/reviews/alac/final-report-alac-review-28jan09-en.pdf) The ALAC requested that the Staff create a draft At-Large Review Implementation Plan Outline containing all the recommendations and sub-recommendations in the Final Report for the entire At-Large community to review and comment upon. The draft under consultation is that document. Once the consultation is over, the results are to be incorporated into a final Outline plan which the ALAC will vote upon; once ratified the plan will then be transmitted to the Board for review at the Seoul meeting. *Why Is This Important?* The recommendations in the At-Large Review Final Report will have important transformative impacts upon the At-Large community and its interactions with other parts of ICANN.
