As many of you know, we are in the midst of implementing the At-Large Review. A key part of this is using our ALS infrastructure to identify new active ICANN policy-oriented volunteers. To do this, we will need much better communications with ALSes and their members.
Much work was done by the ALS Criteria and Expectations Taskforce several years ago and the proposals it made were the basis for the At-Large Review proposals. It is now time to finalize and enhance those proposals and have them implemented.
You can find the current draft ALS Mobilization Plan at https://docs.google.com/document/d/1Ex6BjDrJjESxNZSbTYLbKswVsDvpaEvt/edit#h… .
We are looking for people with a strong knowledge of ICANN At-Large and ALSes to refine this plan for approval by the ALAC. This will be a relatively short-term project, but it is important to have active participation from all RALOs.
If you are interested in working on this, please send a message to At-Large Staff <staff(a)atlarge.icann.org>. The first meeting of the group will be convened shortly after ICANN66.

The 14th Annual Meeting of the Internet Governance Forum (IGF) will be
hosted by the Government of Germany in Berlin from 25 to 29 November 2019.
ICANN org will have a booth, hold sessions, and co-host a reception with
other Internet technical organizations.
A few things we would like to share with you:
- ICANN booth – The booth will be a resource for the ICANN
community. Please contact us (see below) if you or any of your members
would like to volunteer at the booth, or use the booth as a place for small
meet-ups, etc. Once we have a better idea, we will create a schedule
reflecting this.
- Technical community reception – Monday, 25 November 2019, 18:30-20:00
(IGF venue). Space will be limited, and the reception will be by invitation
only. Please send us (see below) the names of any community members
attending the IGF and they will receive an invitation. Deadline:
Tuesday, 12 November 2019.
- Community sessions – Please send us (see below) details of any session
at the IGF your community group and members are planning, and we will share
this information online and at the ICANN booth.

>From Wednesday, 2 October to Friday, 15 November 2019, ICANN has issued a
call for nominations for the 2020 Leadership Program, scheduled for 5–6
March in Cancún, Mexico, just prior to ICANN67.
The Leadership Program helps current and incoming leaders better understand
the complexities of ICANN, while also helping to develop the facilitation
skills of participants. Understanding ICANN as an organization, the topics
discussed within ICANN, and the interaction within other stakeholder groups
can be challenging for incoming leaders, but sometimes also for experienced
leaders. ICANN org and the community are making considerable efforts to
help incoming leaders have a good start to their terms and to provide
current leaders the opportunity to strengthen their leadership and
facilitation skills.
Opportunities for Leadership Program participants include the following:
- Meet leaders from the other Supporting Organizations/Advisory
Committees and get an insight of the functionality and issues in other
groups
- Discuss current ICANN topics in an in-depth manner
- Deepen the understanding of key ICANN processes
- Develop facilitation and leadership skills, focused personal
effectiveness to run meetings and foster processes
Interested individuals need to be endorsed by their Supporting
Organization, Advisory Committee, or stakeholder group.

The NextGen@ICANN program is currently undergoing a community consultation

One request from the preliminary feedback received to-date was for ICANN
org to explore the feasibility of having community volunteer
representatives from Supporting Organizations (SOs), Advisory Committees
(ACs), Stakeholder Groups (SGs), and Constituencies (Cs) to nominate
individuals for the following two roles:
1. NextGen Selection Committee members
2. NextGen mentors
For the Selection Committee, a time commitment of approximately 20 hours
over three weeks is required (for each application round). Selection
Committee members will typically serve for two years (or six application
rounds).
Mentors are expected to devote approximately 24 hours to pre-ICANN Public
Meeting preparation with their mentees, to offer advice, networking
support, and regular check-ins on-site, and to complete evaluations
following the ICANN Public Meeting. Based on previous estimates, mentors
spend about two hours per week during the six-week preparation period in
advance of the meeting and about two hours per day providing on-site
support at the ICANN Public Meeting. Mentors will typically serve for one
year (or three meetings).

The NextGen@ICANN program is currently undergoing a community consultation

One request from the preliminary feedback received to-date was for ICANN
org to explore the feasibility of having community volunteer
representatives from Supporting Organizations (SOs), Advisory Committees
(ACs), Stakeholder Groups (SGs), and Constituencies (Cs) to nominate
individuals for the following two roles:
1. NextGen Selection Committee members
2. NextGen mentors
For the Selection Committee, a time commitment of approximately 20 hours
over three weeks is required (for each application round). Selection
Committee members will typically serve for two years (or six application
rounds).
Mentors are expected to devote approximately 24 hours to pre-ICANN Public
Meeting preparation with their mentees, to offer advice, networking
support, and regular check-ins on-site, and to complete evaluations
following the ICANN Public Meeting. Based on previous estimates, mentors
spend about two hours per week during the six-week preparation period in
advance of the meeting and about two hours per day providing on-site
support at the ICANN Public Meeting. Mentors will typically serve for one
year (or three meetings).

NEW: CSC Findings on PTI Performance for September 2019

It is my pleasure as interim chair of the Customer Standing Committee
(CSC), to provide you with our monthly findings on the performance of
Public Technical Identifiers (PTI) over September 2019. I am pleased to
inform you that the CSC has concluded that PTI’s overall performance over
September 2019 was “Excellent” - PTI met all the service level agreement at
100% for the month of September 2019. The related PTI report to the CSC,

I am also very pleased to inform you that:
1. In accordance with the SLA change procedure: the CSC has requested
the ccNSO and GNSO Councils to approve the introduction of a new SLA: IDN
Tables processing times.
2. The second SLA listed in the CSC Findings Report, the ccTLD
Creation/Transfer – Validation and Reviews: SLA amendments, was approved by
the CSC, and PTI has opened a Public Comment proceeding

to seek your input.
Both SLA changes are explained in more detail in the CSC Findings Report

full slate of membership of the CSC has been approved by both the ccNSO and
GNSO Councils, and I welcome our two new members Alejandra Reynoso (ccNSO)
and Dmitry Burkov (RySG).
Although generally, the CSC regular meetings are scheduled on or around the
15th every month, and the CSC Findings Report on the PTI performance is
sent out shortly after that, the next meeting CSC meeting is an in person
meeting on 4 November 2019 during ICANN66. This and other CSC meetings are
open to attend.

The 14th Annual Meeting of the Internet Governance Forum (IGF) will be
hosted by the Government of Germany in Berlin from 25 to 29 November 2019.
ICANN org will have a booth, hold sessions, and co-host a reception with
other Internet technical organizations.
A few things we would like to share with you:
- ICANN booth – The booth will be a resource for the ICANN
community. Please contact us (see below) if you or any of your members
would like to volunteer at the booth, or use the booth as a place for small
meet-ups, etc. Once we have a better idea, we will create a schedule
reflecting this.
- Technical community reception – Monday, 25 November 2019, 18:30-20:00
(IGF venue). Space will be limited, and the reception will be by invitation
only. Please send us (see below) the names of any community members
attending the IGF and they will receive an invitation. Deadline:

>From Wednesday, 2 October to Friday, 15 November 2019, ICANN has issued a
call for nominations for the 2020 Leadership Program, scheduled for 5–6
March in Cancún, Mexico, just prior to ICANN67.
The Leadership Program helps current and incoming leaders better understand
the complexities of ICANN, while also helping to develop the facilitation
skills of participants. Understanding ICANN as an organization, the topics
discussed within ICANN, and the interaction within other stakeholder groups
can be challenging for incoming leaders, but sometimes also for experienced
leaders. ICANN org and the community are making considerable efforts to
help incoming leaders have a good start to their terms and to provide
current leaders the opportunity to strengthen their leadership and
facilitation skills.
Opportunities for Leadership Program participants include the following:
- Meet leaders from the other Supporting Organizations/Advisory
Committees and get an insight of the functionality and issues in other
groups
- Discuss current ICANN topics in an in-depth manner
- Deepen the understanding of key ICANN processes
- Develop facilitation and leadership skills, focused personal
effectiveness to run meetings and foster processes

Organization, Advisory Committee, or stakeholder group.

The 14th Annual Meeting of the Internet Governance Forum (IGF) will be
hosted by the Government of Germany in Berlin from 25 to 29 November 2019.
ICANN org will have a booth, hold sessions, and co-host a reception with
other Internet technical organizations.
A few things we would like to share with you:
- ICANN booth – The booth will be a resource for the ICANN
community. Please contact us (see below) if you or any of your members
would like to volunteer at the booth, or use the booth as a place for small
meet-ups, etc. Once we have a better idea, we will create a schedule
reflecting this.
- Technical community reception – Monday, 25 November 2019, 18:30-20:00
(IGF venue). Space will be limited, and the reception will be by invitation
only. Please send us (see below) the names of any community members
attending the IGF and they will receive an invitation. Deadline:
Tuesday, 12 November 2019.
- Community sessions – Please send us (see below) details of any session

>From Wednesday, 2 October to Friday, 15 November 2019, ICANN has issued a
call for nominations for the 2020 Leadership Program, scheduled for 5–6
March in Cancún, Mexico, just prior to ICANN67.
The Leadership Program helps current and incoming leaders better understand
the complexities of ICANN, while also helping to develop the facilitation
skills of participants. Understanding ICANN as an organization, the topics
discussed within ICANN, and the interaction within other stakeholder groups
can be challenging for incoming leaders, but sometimes also for experienced
leaders. ICANN org and the community are making considerable efforts to
help incoming leaders have a good start to their terms and to provide
current leaders the opportunity to strengthen their leadership and
facilitation skills.
Opportunities for Leadership Program participants include the following:
- Meet leaders from the other Supporting Organizations/Advisory
Committees and get an insight of the functionality and issues in other
groups
- Discuss current ICANN topics in an in-depth manner
- Deepen the understanding of key ICANN processes
- Develop facilitation and leadership skills, focused personal
effectiveness to run meetings and foster processes
Interested individuals need to be endorsed by their Supporting
Organization, Advisory Committee, or stakeholder group.

>From 18 September – 18 October 2019, a community consultation is taking
place on the global public interest framework proposed by the ICANN Board.
In reviewing the proposal, the ICANN Board is asking the ICANN community to
consider the following questions for input to the ICANN Board:
1. What are your thoughts on the proposed framework approach? Do you
have any suggestions for how it could be improved?
2. What are your thoughts on the proposed approach for decisions in the
ICANN ecosystem to be accompanied by a consideration of their impact on the
global public interest (as well as an explanation regarding what is meant
by the GPI in the specific case)?
3. How do you see this working for the Supporting Organization (SO),
Advisory Committee (AC), constituency, group, review team, or
cross-community working group (CCWG) to which you are contributing?
The global public interest is central to many of ICANN’s primary governance
documents, and the ICANN Board hopes to play a role in facilitating a
bottom-up, community-driven process to develop a framework as a toolkit for
the ICANN community to consider the global public interest. These
considerations would not change the process by which decisions are made but
could instead serve as tools for the community to reinforce the commitment
to the public interest and to demonstrate how specific recommendations,
advice, and public comments are in the global public interest. This
includes the ICANN community guiding the ICANN Board about the public
interest determination the latter must make in its decisions.

hosted by the Government of Germany in Berlin from 25 to 29 November 2019.
ICANN org will have a booth, hold sessions, and co-host a reception with
other Internet technical organizations.
A few things we would like to share with you:
- ICANN booth – The booth will be a resource for the ICANN
community. Please contact us (see below) if you or any of your members
would like to volunteer at the booth, or use the booth as a place for small
meet-ups, etc. Once we have a better idea, we will create a schedule
reflecting this.
- Technical community reception – Monday, 25 November 2019, 18:30-20:00
(IGF venue). Space will be limited, and the reception will be by invitation

>From Wednesday, 2 October to Friday, 15 November 2019, ICANN has issued a
call for nominations for the 2020 Leadership Program, scheduled for 5–6
March in Cancún, Mexico, just prior to ICANN67.
The Leadership Program helps current and incoming leaders better understand
the complexities of ICANN, while also helping to develop the facilitation
skills of participants. Understanding ICANN as an organization, the topics
discussed within ICANN, and the interaction within other stakeholder groups
can be challenging for incoming leaders, but sometimes also for experienced
leaders. ICANN org and the community are making considerable efforts to
help incoming leaders have a good start to their terms and to provide
current leaders the opportunity to strengthen their leadership and
facilitation skills.
Opportunities for Leadership Program participants include the following:
- Meet leaders from the other Supporting Organizations/Advisory
Committees and get an insight of the functionality and issues in other
groups
- Discuss current ICANN topics in an in-depth manner
- Deepen the understanding of key ICANN processes
- Develop facilitation and leadership skills, focused personal
effectiveness to run meetings and foster processes

Organization, Advisory Committee, or stakeholder group.

The public interest is more of a political concept that usually accompanies other main principles like transparency and accountability. As mentioned in the paper there were many attempts in the past to define the public interest in relation to ICANN's remit that did not succeed. This is understandable because generally speaking it is difficult to pin down exactly what public interest means. Usually we look at the public interest in relation to the common good and common interest. The public interest in relation to ICANN's work should be scope and purpose specific. Therefore, trying to identify the public interest in relation to specific purposes or instances and how these instances link to ICANN's work as defined by its mission and bylaws makes sense. Also, in determining the public interest one should not only look at the outcome, but also at the process and procedures that led to the outcome and the proposed framework, takes into consideration ICANN's multistakeholder community and the policy development process. So, conceptually speaking the tool developed seems logical, however the problem lies in how we practically apply it or make use of it. In an attempt to actually use the tool, one could argue that two stakeholder groups with opposite opinions on the same subject matter could equally use the tool and each prove that his decision or comment is in the public interest. This is because both opinions could be complying with the mission and bylaws. Using the tool to justify one position over the other could prove in some cases to be not useful. However, after reaching a certain decision, the tool could be used to make sure that the decision or comment is in the public interest.
To conclude the proposed GPI tool could be useful in determining what is not in the public interest and in noting how an already taken decision or comment serves the public interest. However, it will be challenging to use the tool to favor one path over another.

At yesterday's CPWG call, it was decided that a final call for feedback be
made to this list on the proposed response to SubPro PDP WG on the question
of

Further to the email trail below, I presented a revised proposed response

So, the proposed response now reads (key amendments underlined),
“The ALAC has no funding ability beyond that supplied by ICANN. It is not
feasible for the ALAC to raise funds to finance an appeal (or objection) or
to bear costs *under a “loser pays” model* if its appeal is unsuccessful.
Any withholding of ICANN funding for the ALAC to file objections and/or
appeals would be tantamount to denying ALAC the ability to fulfill its duty
under the Bylaws as the primary organisational constituency for the voice
and concerns of the individual Internet user.
As to any contemplated limits to the number of appeals or quantum of ICANN
funding to ALAC in light of ICANN budgetary constraints, the ALAC believes
that its ICANN funding must commensurate with number of applications
received.
*The question of standing for the ALAC to file an objection and appeal is
beyond the scope of the Subsequent Procedures PDP WG. It is a question for
the ALAC to consider and the Dispute Resolution Service Provider and
Appeals Arbiter to determine in respect of an objection and appeal,
respectively*.”

We have a Swedish saying for when someone you love passes away: He is
missed in me. As you now know, our dear friend Tarek has passed away and he
is missed in me. There will be many eulogies written about this remarkable
man who touched so many. I think many of us have wonderful memories that we
can share about him, and I invite you to share them with us in this blog. I
will make sure that his family receives your stories.
When I think about Tarek, I think about a man with a great sense of humor.
Whenever we talked, he often ended the conversation by calling me boss. He
knew and I knew that when it came to his area of expertise, I was and will
forever be his junior. When we were together in Barcelona for a meeting
with the Minister of Communication of UAE, the subject matter was a little
bit sensitive and it was important that I follow Tarek's instructions. At
the end of the meeting, the minister looked at me and said, "You know that
Tarek is much better known than ICANN in my region and I would not sit here
if it was not for him." He paused, looked at Tarek and said something in
Arabic. Afterward I learned that he complimented Tarek for teaching me so
well. And he was right - Tarek had the unique ability to bring people
together and forget our differences. I think the reason for that was his
big heart, and it is the reason while he will always be missed in me.

The Public Responsibility Support team will be hosting Newcomers Day for
ICANN66 on Sunday, 3 November 2019. Newcomers Day will feature two
community sessions:
Session 1: Supporting Organization Councils and Advisory Committees
10:00-12:20 (broken up into ten minute slots; e.g. 10:00-10:10,
10:10-10:20, etc.)
Session 2: Stakeholder Groups and Constituencies
13:20-15:00 (broken up into ten minute slots; e.g. 13:20-13:30,
13:30-13:40, etc.)
We would like to invite your community group to designate a representative
to attend the relevant session. Your remarks should be focused toward the
Newcomers and will be followed by a brief question and answer session.
Together, this should not exceed 10 minutes. We will provide standard
slides but you are welcome to send us any slides as well. We will share the
deck once it is finalized.

The Board and I are very much looking forward to engaging with you during
our 21st AGM that will take place in Montréal between 2-7 November 2019.
We wish to keep working on improving our interaction with you and, in
particular, we want to address some of the requests and feedback we have
received and introduce some more flexibility in the format of our valuable
face-to-face meetings.
Starting in Montréal, instead of sending up to three questions to the
Board, we would like to offer you the alternative option of choosing a
single topic and having an open discussion with the Board on that topic.
We are also suggesting that the list of questions or topics received be
shared with the entire Community using the Policy digest, in order to
increase transparency and allow the groups to improve their own
understanding of their peers’ point of views on different issues.
As for time allocation, we propose to allocate half of our time together to
answer your questions or discuss your single topic and the other half to
address the Board’s topic.
In preparation for our meetings, the Board chose the following topic to
have an open discussion with you:
“Community, Board and ICANN org readiness to implement the following three
critical plans that will shape ICANN’s future: (1) Strategic Plan FY 21-25,
(2) Operating & Financial Plan FY 21-25, and (3) Work Plan to improve the
effectiveness of ICANN’s multistakeholder model.”

implement these plans successfully, starting 1 July 2020, as mandated by
our Bylaws. In addition, the Board asked for one suggestion of something
that could be done externally to improve trust and with our partners
and alliances (eg. IETF) so that they collaborate effectively with ICANN on
some of our strategic objectives (eg. DNS security).
Based on the input received in Kobe, we are compiling a list of suggested
actions for the community, Board and ICANN org which we would like to share
and discuss with you in Montreal. We will send you that list in advance of
our meeting in Montréal on or before Friday, 11 October 2019.

place on the global public interest framework proposed by the ICANN Board.
In reviewing the proposal, the ICANN Board is asking the ICANN community to
consider the following questions for input to the ICANN Board:
1. What are your thoughts on the proposed framework approach? Do you
have any suggestions for how it could be improved?
2. What are your thoughts on the proposed approach for decisions in the
ICANN ecosystem to be accompanied by a consideration of their impact on the
global public interest (as well as an explanation regarding what is meant
by the GPI in the specific case)?
3. How do you see this working for the Supporting Organization (SO),
Advisory Committee (AC), constituency, group, review team, or
cross-community working group (CCWG) to which you are contributing?
The global public interest is central to many of ICANN’s primary governance
documents, and the ICANN Board hopes to play a role in facilitating a
bottom-up, community-driven process to develop a framework as a toolkit for
the ICANN community to consider the global public interest. These
considerations would not change the process by which decisions are made but
could instead serve as tools for the community to reinforce the commitment
to the public interest and to demonstrate how specific recommendations,
advice, and public comments are in the global public interest. This
includes the ICANN community guiding the ICANN Board about the public
interest determination the latter must make in its decisions.

The 14th Annual Meeting of the Internet Governance Forum (IGF) will be
hosted by the Government of Germany in Berlin from 25 to 29 November 2019.
ICANN org will have a booth, hold sessions, and co-host a reception with
other Internet technical organizations.
A few things we would like to share with you:
- ICANN booth – The booth will be a resource for the ICANN
community. Please contact us (see below) if you or any of your members
would like to volunteer at the booth, or use the booth as a place for small

>From Wednesday, 2 October to Friday, 15 November 2019, ICANN has issued a
call for nominations for the 2020 Leadership Program, scheduled for 5–6
March in Cancún, Mexico, just prior to ICANN67.
The Leadership Program helps current and incoming leaders better understand
the complexities of ICANN, while also helping to develop the facilitation
skills of participants. Understanding ICANN as an organization, the topics
discussed within ICANN, and the interaction within other stakeholder groups
can be challenging for incoming leaders, but sometimes also for experienced
leaders. ICANN org and the community are making considerable efforts to
help incoming leaders have a good start to their terms and to provide
current leaders the opportunity to strengthen their leadership and
facilitation skills.
Opportunities for Leadership Program participants include the following:
- Meet leaders from the other Supporting Organizations/Advisory
Committees and get an insight of the functionality and issues in other
groups
- Discuss current ICANN topics in an in-depth manner
- Deepen the understanding of key ICANN processes
- Develop facilitation and leadership skills, focused personal
effectiveness to run meetings and foster processes

Organization, Advisory Committee, or stakeholder group.

NEW: CSC Findings on PTI Performance for August 2019

As interim chair of the Customer Standing Committee, I am providing you
with our monthly findings on the performance of Public Technical
Identifiers (PTI) over August 2019. I am pleased to inform you that the CSC
has concluded that PTI’s overall performance over August 2019 was
“Satisfactory” - PTI met the service level agreement at 98.4% for the month
of August 2019. The missed service level agreement was satisfactorily
explained and not an indication of a performance issue. The related PTI
report to the CSC, listing the individual service level metrics along with
their actual and historical performance, can be found here

I am also very pleased to inform you that:
1. In accordance with the Service Level Agreement (SLA) change
procedure, the CSC will request the Country Code Names Supporting
Organization (ccNSO) and Generic Names Supporting Organization (GNSO)
Councils to approve to the introduction of this SLA.
2. The second SLA listed in the CSC Findings report, "ccTLD
Creation/Transfer – Validation and Reviews: SLA Amendments," was approved
by the CSC, and PTI will shortly open a Public Comment proceeding to seek
your input and comments.
Both SLA changes are explained in more detail in the CSC Findings Report
for August 2019.
At its latest meeting, the CSC also decided to amend its internal
procedures to deal with the special circumstance that one or more of the
seats on the CSC for a member appointed by the direct customers (ccNSO and
Registries Stakeholder Group) is vacant. If such an extraordinary
circumstance occurs, the CSC will continue its basic business of monitoring
the PTI performance and limit its decision making to approval of the CSC
Findings Report until there is no more vacancy.
As our previous chair, Byron Holland, has stepped down from the CSC per 1
October 2019, I would like to thank him for his outstanding leadership
during the creation of the CSC and through its first years. I would also
like to thank Elaine Pruis for her valuable time on the CSC, as she too now
steps down. In the current situation, with two vacant member seats, I have
humbly accepted the trust from the CSC to act as interim chair for the
group up and until the full membership of the CSC (members and liaisons)
have been approved by the ccNSO and GNSO Councils and the new membership
has appointed a new chair and vice chair.
BACKGROUND
Generally, the CSC regular meeting is scheduled on or around the 15th every
month, and the CSC findings report on the PTI performance is sent out

NEW: 2020 Leadership Program

>From Wednesday, 2 October to Friday, 15 November 2019, ICANN has issued a
call for nominations for the 2020 Leadership Program, scheduled for 5–6
March in Cancún, Mexico, just prior to ICANN67.
The Leadership Program helps current and incoming leaders better understand
the complexities of ICANN, while also helping to develop the facilitation
skills of participants. Understanding ICANN as an organization, the topics
discussed within ICANN, and the interaction within other stakeholder groups
can be challenging for incoming leaders, but sometimes also for experienced
leaders. ICANN org and the community are making considerable efforts to
help incoming leaders have a good start to their terms and to provide
current leaders the opportunity to strengthen their leadership and
facilitation skills.
Opportunities for Leadership Program participants include the following:
- Meet leaders from the other Supporting Organizations/Advisory
Committees and get an insight of the functionality and issues in other
groups
- Discuss current ICANN topics in an in-depth manner
- Deepen the understanding of key ICANN processes
- Develop facilitation and leadership skills, focused personal
effectiveness to run meetings and foster processes
Interested individuals need to be endorsed by their Supporting
Organization, Advisory Committee, or stakeholder group.

place on the global public interest framework proposed by the ICANN Board.
In reviewing the proposal, the ICANN Board is asking the ICANN community to
consider the following questions for input to the ICANN Board:
1. What are your thoughts on the proposed framework approach? Do you
have any suggestions for how it could be improved?
2. What are your thoughts on the proposed approach for decisions in the
ICANN ecosystem to be accompanied by a consideration of their impact on the
global public interest (as well as an explanation regarding what is meant
by the GPI in the specific case)?
3. How do you see this working for the Supporting Organization (SO),
Advisory Committee (AC), constituency, group, review team, or
cross-community working group (CCWG) to which you are contributing?
The global public interest is central to many of ICANN’s primary governance
documents, and the ICANN Board hopes to play a role in facilitating a
bottom-up, community-driven process to develop a framework as a toolkit for
the ICANN community to consider the global public interest. These
considerations would not change the process by which decisions are made but
could instead serve as tools for the community to reinforce the commitment
to the public interest and to demonstrate how specific recommendations,
advice, and public comments are in the global public interest. This
includes the ICANN community guiding the ICANN Board about the public
interest determination the latter must make in its decisions.

NEW: Public Comment Guidelines for ICANN org

Public Comment is a mechanism that gives the ICANN community and other
stakeholders an opportunity to provide input and feedback on ICANN’s work.
It ensures ICANN and its community “operate to the maximum extent feasible
in an open and transparent manner and consistent with procedures designed
to ensure fairness” per the ICANN Bylaws.
ICANN org recently adopted internal guidelines for Public Comment. The
internal guidelines clarify the purpose of Public Comment and define when
Public Comment is necessary. In particular, I would like to highlight three
points from the internal guidelines:
1. Public Comment is the default mechanism when seeking feedback from
the ICANN community or general public.
2. There could be circumstances where an alternative to Public Comment
may be more appropriate. Alternative mechanisms include consultations or
surveys for more targeted audiences. ICANN org executive team members will
need to approve these alternatives to Public Comment.
3. Announcements, blog posts, social media campaigns, regional
newsletters, and mailing lists will not be used as mechanisms for
collecting feedback.
ICANN org supports the work of the community by managing Public Comment as
a consistent feedback mechanism. We hope the internal guidelines contribute
to the accountability and transparency commitments of ICANN org.

Dear Constituency and Stakeholder Group Chairs,
Please reply no later than Monday, 14 October 2019
The Board and I are very much looking forward to engaging with you during
our 21st AGM that will take place in Montréal between 2-7 November 2019.
We wish to keep working on improving our interaction with you and, in
particular, we want to address some of the requests and feedback we have
received and introduce some more flexibility in the format of our valuable
face-to-face meetings.
Starting in Montréal, instead of sending up to three questions to the
Board, we would like to offer you the alternative option of choosing a
single topic and having an open discussion with the Board on that topic.
We are also suggesting that the list of questions or topics received be
shared with the entire Community using the Policy digest, in order to
increase transparency and allow the groups to improve their own
understanding of their peers’ point of views on different issues.
As for time allocation, we propose to allocate half of our time together to
answer your questions or discuss your single topic and the other half to
address the Board’s topic.
In preparation for our meetings, the Board chose the following topic to
have an open discussion with you:
“Community, Board and ICANN org readiness to implement the following three
critical plans that will shape ICANN’s future: (1) Strategic Plan FY 21-25,
(2) Operating & Financial Plan FY 21-25, and (3) Work Plan to improve the
effectiveness of ICANN’s multistakeholder model.”
The Strategic Plan

has
been adopted by the Board last June at ICANN65 in Marrakech. The two other
plans will be completed and posted for public comment in December 2019.
At ICANN64 in Kobe, the Board asked each constituency to provide three
suggestions, one for the Board, one for ICANN org and one for the Community of
things/aspects that should be done/improved in order to
implement these plans successfully, starting 1 July 2020, as mandated by
our Bylaws. In addition, the Board asked for one suggestion of something
that could be done externally to improve trust and with our partners
and alliances (eg. IETF) so that they collaborate effectively with ICANN on
some of our strategic objectives (eg. DNS security).
Based on the input received in Kobe, we are compiling a list of suggested
actions for the community, Board and ICANN org which we would like to share
and discuss with you in Montreal. We will send you that list in advance of
our meeting in Montréal on or before Friday, 11 October 2019.
We would be very grateful if you could send to Board Operations (
board-ops-team(a)icann.org) your single topic or the list of questions (max.
3), in order of priority, no later than Monday, 14 October 2019 or sooner.
For information, we are not changing the current total time allotted per
group nor the room set-up.

ICANN66 on Sunday, 3 November 2019. Newcomers Day will feature two
community sessions:
Session 1: Supporting Organization Councils and Advisory Committees
10:00-12:20 (broken up into ten minute slots; e.g. 10:00-10:10,
10:10-10:20, etc.)
Session 2: Stakeholder Groups and Constituencies
13:20-15:00 (broken up into ten minute slots; e.g. 13:20-13:30,
13:30-13:40, etc.)
We would like to invite your community group to designate a representative
to attend the relevant session. Your remarks should be focused toward the
Newcomers and will be followed by a brief question and answer session.
Together, this should not exceed 10 minutes. We will provide standard
slides but you are welcome to send us any slides as well. We will share the
deck once it is finalized.
