Staff has consulted with Paul McGrady, the Council liaison and interim chair, and identified a proposed date and time for the first WG meeting, which is Thursday, 25 February 2016 at 16:00 UTC. As the New gTLD Subsequent Procedures PDP is anticipated to be a topic of broad community interest, we thought it would be beneficial to allow the call for volunteers to remain open for a period of approximately three weeks. Going forward from that initial meeting, the WG may want to identify a different day of the week and time(s) that may be more convenient for members. Unless this proposed time proves widely problematic, we will work with the GNSO Secretariat to have meeting invitations sent to members in the near future. In terms of staff participation, it is indeed expected that a number of staff, including from the teams led by the folks Jeff mentioned, will at a minimum follow the mailing list, if not actively participate in WG discussions. And to the discussion between Mirilia and Michele, the reason for targeting the end of February for the first meeting was to allow for adequate time for potential members to sign up before the WG begins discussions. Process to ratify CCWG Proposal

On the assumption the the CCWG will come to closure on all issues and publish a revised final proposal, that ALAC needs a process by which we can decide whether to ratify it or not. We are starting to see "final" revised documents for the various recommendations. I propose the following: 1. As these documents are made available, I suggest that we distribute them to the ALAC and IANA-Issues lists, along with a (hopefully) concise summary of what has changed. I can do some of these summaries, but I am looking for volunteers who have a good understanding of other recommendations to volunteer to do those (please volunteer directly to me). 2. All comments will be welcome, but for each document, if there are any concerns THAT YOU FEEL MIGHT JUSTIFY ALAC REJECTION, these must be raised promptly for discussion. If there are statements that you feel the ALAC MUST make in relation to a recommendation, even though we will ratify, these should also be raised. 3. By the time we get to Marrakech, we should have already covered the majority of the proposal. 4. In Marrakech, we will allow sufficient time for the discussion of any final changes and if appropriate a formal vote on either the entire proposal, or on a recommendation-by recommendation basis. One of the problems we have had is that when commenting on previous CCWG reports, there have been two parallel discussions, one on the ALAC list, and one on the IANA-Issues WG list. Currently about 1/2 of the ALAC and 9 regional leaders are not on the IANA-Issues list. The traffic on that list is low. In January, there were 42 messages, and 32 of those were related to meeting schedules, with only 10 on substance. Adding someone to the list makes it easier for them to attend a WG meeting, but does not imply any obligation to do so. Is there any objection if we add those people to the IANA-Issues list now? This would allow the important discussion on whether to ratify or not on a single list. We could remove those who wanted to leave once the final decision is taken in or before Marrakech. Alan
