I promised some pointers to the recommendations that might be of particular interest to the ALAC and At-Large. This is not to imply that the others may not be of interest, but the ones I am highlighting may directly affect us or touch on issues that have been the subject of earlier ALAC/At-large discussions. 3 - Evaluate Board compensation: Although not immediately relevant, the At-Large Director is also eligible for compensation and the extent to which this improves (or hurts the pool of candidates seeking the position may be of interest in the longer term (I say the longer term because any results from this recommendation will not be immediately available). 4 - SO/AC consultation on issues to be addressed by the Board. This recommendation aims to eliminate the perception and perhaps reality of the Board acting in isolation without appropriate input. 6 - GAC transparency: Although not directly related to the ALAC, it is clear that GAC advice and other input to the Board has the potential for substantive impact, and anything which makes their input more understandable and transparent is a good thing. Currently, the source and motivation of some of their input is cloaked in secrecy. The recommendation also makes reference to the possibility of Liaisons from other ACs and SOs to the GAC, something that the ALAC has long discussed. 7 - Improve the public comment process. 8 - Improve translation services. 9 - Review Ombudsman role. The ALAC, or more particularly the ALAC Chair, has at times called upon the Ombudsman, but some of the services that have been provided (to our benefit), have not actually been sanctioned by the Bylaws governing the Ombudsman. 10 - Improve the PDP and in particular, make participation easier and more productive, and ensure that those not funded by their companies (such as At-Large participants) are not disadvantaged. It also addresses language issues. Lastly, there is note that the "disadvantaged" should be better supported in all areas of ICANN and not just GNSO PDPs. Travel issues are directly connected to this one. The decision on whether to proceed with this wider recommendation may hinge on what level of support (or rejection) it receives during the comment process. If the ALAC feels that any of these (or other) recommendations are important, a statement of support should be made. You can be sure that if anyone else feels that they would be BAD for ICANN, a comment will be made. By the same token, if the ALAC feels that any of the recommendations are ill-advised, this is the time to go on record saying so. Alan

Statement on the Draft Report of the IGO/INGO PDP

With Evan's support, I have drafted statement on the Draft Final Report of the IGO-INGO Protections PDP. Full details of the PDP and the draft statement can be found at https://community.icann.org/x/8xSMAg. The statement is intended to be submitted to the currently open Public Comment, to be included in the Final report asa minority statement and to be submitted directly to the Board as formal ALAC Advice. The rational for the latter submission is that as formulated, we (that is, Evan and I) do not believe that these PDP outcomes can simply be implemented by the Board as is the case with normal PDP recommendations (when/if they are approved by the GNSO). As such, the Board is likely to have to do something more "innovative", and if that is the case, it is an opportune time to state the principles under which the ALAC believes that special protections should be granted. The Public Comment period closes on November 1, so I would suggest that all comment be submitted to the Wiki no later than Friday, 25 October to allow the statement to be updated and submitted to a short ALAC vote. Please distribute to RALOs as you deem appropriate. Alan

Dear At-Large members, the call below launches the process which will ultimately get our community to select the person who will occupy Seat 15 on the ICANN Board. The time frame we have might appear to be quite large - quite the contrary, the process is such that we will need all the time we can have to give each stage its right amount of time for discussion to take place, especially when it comes down to engaging the candidates who will run to be selected by At-Large. In order for both the BMSPC and the BCEC to run smoothly, I would like to propose to the ALAC, the Chairs of each of the Committees. For the Board Member Selection Process Committee (BMSPC), I believe that we need someone who has had the first-hand experience of being in the first At-Large Board Selection Design Team (ABSDT), three year ago. Tijani Ben Jemaa (AFRALO) has that experience and through seeing his work on the ICANN Academy, Capacity Building, Joint Applicant Support and in AFRALO, I believe that he would be a perfect candidate for leading this Committee. I hope that the ALAC will feel that way. For the Board Candidate Selection Committee (BCEC), we need someone who has the highest of integrity, who is completely unbiased with regards to any potential candidate and who has had the experience of what it is to be an ICANN Board member. I therefore suggest Roberto Gaetano to Chair this Committee. Not only does he fulfil all of these qualities, but he has extensive experience in Chairing and finding consensus - and the selection of a panel of candidates is a very hard task indeed, especially since you will note that this committee will NOT be made up of any ALAC member nor RALO Chairs. I hope that EURALO will feel that way. Finally, I'd like to remind anyone who is considering applying to be in either committee that this work is absolutely critical to the ALAC. And I emphasize on the word "work" - because there will indeed be many conference calls (some at anti-social hours), reading, analysing, discussing etc. These are *not* Committees to sign up for lightly. The whole At-Large Community will rely on you and your colleagues to select their next slate of candidates for the Board seat. Letting them down is not an option.
