URGENT CONSENSUS CALL: IANA Stewardship CWG Face-to-Face meeting

There will be a face-to-face (F2F) meeting of the IANA Stewardship CWG in Frankfurt on November 19-20. The meeting is open to all current Members and Participants of the CWG (https://community.icann.org/x/1QrxAg) ICANN is funding the participation of Members. The only exception is that if a Member cannot attend, they will fund a current Participant if they are approved by the SO/AC (an "Alternate"). The ALAC also requires that anyone participating must be a current member of the IANA-issues group and mailing list. Additionally, it is crucial that any Alternate selected have participated in the At-Large and CWG meetings/calls. And obviously, the person must be able to travel to Germany which excludes some people who cannot obtain a visa in such a short time, We must notify ICANN of the selection of any Alternate by next Tuesday, October 28. That does not leave very much time. At this stage, it is likely that two of our five representatives on the CWG may not be able to attend. We have two questions that must be addressed immediately (and I am conscious that it is already Friday evening or Saturday in much of the world). 1. Do we select an Alternate only from the same region as the regular Member who cannot attend? The argument against is that it puts into question our rationale for having 5 members to represent all ICANN regions. The arguments for it is that may allow us to find the best person to sit at the table on our behalf, it is only a temporary replacement, and so far there have not been a lot of regional differences raised. 2. Who makes the decision of who, if anyone, to send. I would suggest that the ALT is the only practical answer given the timing. CONSENSUS CALL 1: Should the ALAC be able to choose any qualified person, regardless of region? YES or NO CONSENSUS CALL 2: Should the ALT be empowered to select Alternates for this F2F meeting on behalf of the ALAC? YES or NO ALAC Members: If you are silent, you are deemed to have answered YES to both questions, but it would be *FAR* better if we get actual answers from everyone, and preferably we should have quorum. I am happy with the Charter as a whole except I have queries for the following: /_Relationship to CCWG to Develop an IANA Stewardship Transition Proposal on Naming Related Functions _//[MK2] <#_msocom_2> //__/ ///The IANA stewardship transition process is taking place alongside a parallel and related process on enhancing ICANN accountability. While maintaining the accountability of Internet identifier governance is central to both processes, the CCWG to develop an IANA Stewardship Transition Proposal’s scope is focused on the arrangements required for the continuance of IANA functions in an accountable and widely accepted manner after the expiry of the NTIA-ICANN contract. Accountability for the administration of the IANA functions (i.e., implementation and operational accountability) is not within the scope of this working group as it is being dealt with by the CCWG to develop an IANA Stewardship Transition Proposal. Nevertheless, the two processes are interrelated and interdependent and should appropriately coordinate their work./ ------------------------------------------------------------------------ I have trouble understanding the end of this paragraph. There is an ambiguity that needs to be cleared up - "the scope of this working group".Furthermore, it becomes unclear what accountability one is speaking about - I note here, INCLUDED are "accountability of Internet identifier governance", "continuance of IANA functions in an accountable and widely accepted manner" but apparently NOT "Accountability for the administration of the IANA functions (implementation and operational accountability)". What's IN and what's OUT is important since this is a factor that can be used to determine the outcome of the work. Please have the drafting Team clarify. I have read the charter and found it OK. Only a minor typo in the Expert Advisors section. ALAC Mailing List Usage

We have some new people on our lists, so I thought it would be a good idea to outline the differences between the ALAC and ALAC-Internal mailing lists. This information is extracted from the ALAC E-mail Guide that can be found at https://community.icann.org/display/atlarge/Rules+of+Procedure. The ALAC list includes: - ALAC Members - Regional leaders - Liaisons - At-Large Board member - At-Large Staff - Many former list members who choose to remain It should be used for most ALAC and related business. It is publicly archived, so all messages are visible, and may be indexed by Google and other search engines. The ALAC-Internal list has a similar membership, but only those currently holding those positions - no ex-members. It is archived, but the archive is only open to current members of the list. It is not publicly viewable or indexed by search engines. Note that current members can view ALL messages, including those sent before they were members. The Internal list should be used for social and travel-related issues that we do not want to distribute externally, or other messages that for one reason or another we do not want to make available outside of this group. ALS application information is a typical example. It should not be used without a good reason. If someone sends something on the Internal list, please respect that and do not re-distribute to other lists. Alan
