Dear All, Maureen Hilyard, ALAC Chair, has requested that a call for nominations be issued for the other four members of the next year's ALAC Leadership Team (ALT) from the four remaining regions: - Africa - Europe - Latin America and Caribbean Islands - North America Maureen Hilyard, as ALAC Chair, will automatically take the APRALO ALT slot. The terms of the 2020-2021 ALT will begin at the end of the 2020 AGM until the end of the 2021 AGM. This selection is carried out in accordance with the ALAC Rules of Procedure Section 17.3 (RoPs - https://community.icann.org/display/atlarge/Rules+of+Procedure?preview=/226…) Nominations may be made by any current ALAC Member. Nominees need not be an ALAC Member at the time of the nominations, but must have an expectation of being an ALAC Member after the completion of the upcoming virtual ICANN69 Meeting. Requirements for ALT members can be found in Section 6 of the ALAC RoPs. In short, ALT members are expected to attend all ALAC meetings, typically two ALT or ALT-related meetings per month, and be very responsive and thoughtful to e-mail requests and discussions. By mutual agreement, ALT members may take on additional roles. Vice-Chairs are expected to take on proportionally larger responsibilities. All ALT activities are carried out solely in English. The nomination period is now open and will close on Monday, 5 October 2020 at 23:59 UTC. Nominations need not be seconded. Nominations, other than self-nominations, must be accepted by Monday, 12 October 2020 at 23:59 UTC. Nominations and acceptances should be sent to the ALAC List [alac(a)atlarge-lists.icann.org] Staff will forward all acceptances to [alac-announce(a)atlarge-lists.icann.org<mailto:alac-announce@atlarge-lists.icann.org>]. In accordance with ALAC RoP 16.3, following the close of the nominations period and the acceptance or rejection of all nominations, candidates from regions where the position is not contested will be declared to have won by acclamation. If there are multiple candidates from any region, the candidates, in conjunction with the ALAC, will be given the opportunity to resolve the situation. Failing that, a secret vote of the ALAC will decide the winner. Reimbursement amounts of up to USD 60 will be provided to eligible applicants who purchase additional Internet bandwidth (capacity or data limits) for the duration of the month or billing cycle for October 2020. The services must be rendered by a business entity or Internet service provider, specifically for Internet or cellular data service. The provider must also provide digital or paper documentation of the upgrade costs. ELIGIBILITY REQUIREMENTS To qualify for Internet service reimbursement: 1. Applicants must be active members of an ICANN community Supporting Organization or Advisory Committee and have been an ICANN funded traveler within 18 months prior to ICANN69 or must be selected to participate in the current ICANN69 Fellowship or the NextGen programs. 2. Applicants must be registered to attend, and participate in ICANN69. Participation will be validated by the support staff of the primary membership group of applicants. 3. Applicants must require additional bandwidth at home to facilitate their active participation in ICANN69. 4. Applicants must have a valid personal bank account for ICANN org to wire the reimbursement funds. 5. Applicants must apply for this program in advance of the meeting. While 2020 has proven challenging and likely very different from what we were all expecting when we last saw each other almost a year ago in Montréal, the Board and I keep being impressed and grateful for your continued dedication to ICANN’s mission. The Board still values its dialogue with your groups and is very much looking forward to engaging with you during our 22nd and first ever virtual Annual General Meeting that will take place between 13-22 October 2020. As you keep working on the format for ICANN69, we would like to start preparing for community dialogue with the Board. As per what we did in Montréal and virtually for ICANN67, instead of sending up to three questions to the Board, we would like to offer you the alternative option of choosing a single topic and having an open discussion with the Board on that topic. We will also publish the list of questions or topics received using this digest as a successful tool for improving transparency and allowing other groups to deepen their own understanding of their peers’ point of view on different issues. As for time allocation, per what we did previously, we propose to allocate half of our time together to answer your questions or discuss your single topic and the other half to address the Board’s topic. The IFRT will be holding a webinar for the community regarding one of their proposed recommendations that would require an amendment to the IANA Naming Functions Contract <https://newsalerts.icann.org/E0d0C0gERb80N02E2300P02> between the Internet Corporation for Assigned Names and Numbers (ICANN) and its affiliate Public Technical Identifiers (PTI). This amendment may be of particular interest to country code top-level domain (ccTLD) and generic top-level domain (gTLD) registry operators. Per the ICANN Bylaws <https://newsalerts.icann.org/z0282dP0000RNc32CgF0E00>, Article 18, Section 18.5.d.(a): "*The IFRT may recommend, among other things to the extent reasonably related to the IFR responsibilities set forth in Section 18.3, amendments to the IANA Naming Function Contract, IANA Naming Function SOW and/or the CSC Charter. While 2020 has proven challenging and likely very different from what we were all expecting when we last saw each other almost a year ago in Montréal, the Board and I keep being impressed and grateful for your continued dedication to ICANN’s mission. The Board still values its dialogue with your groups and is very much looking forward to engaging with you during our 22nd and first ever virtual Annual General Meeting that will take place between 13-22 October 2020. As you keep working on the format for ICANN69, we would like to start preparing for community dialogue with the Board. As per what we did in Montréal and virtually for ICANN67, instead of sending up to three questions to the Board, we would like to offer you the alternative option of choosing a single topic and having an open discussion with the Board on that topic. We will also publish the list of questions or topics received using this digest as a successful tool for improving transparency and allowing other groups to deepen their own understanding of their peers’ point of view on different issues. As for time allocation, per what we did previously, we propose to allocate half of our time together to answer your questions or discuss your single topic and the other half to address the Board’s topic. Reimbursement amounts of up to USD 60 will be provided to eligible applicants who purchase additional Internet bandwidth (capacity or data limits) for the duration of the month or billing cycle for October 2020. The services must be rendered by a business entity or Internet service provider, specifically for Internet or cellular data service. The provider must also provide digital or paper documentation of the upgrade costs. ELIGIBILITY REQUIREMENTS To qualify for Internet service reimbursement: 1. Applicants must be active members of an ICANN community Supporting Organization or Advisory Committee and have been an ICANN funded traveler within 18 months prior to ICANN69 or must be selected to participate in the current ICANN69 Fellowship or the NextGen programs. 2. While 2020 has proven challenging and likely very different from what we were all expecting when we last saw each other almost a year ago in Montréal, the Board and I keep being impressed and grateful for your continued dedication to ICANN’s mission. The Board still values its dialogue with your groups and is very much looking forward to engaging with you during our 22nd and first ever virtual Annual General Meeting that will take place between 13-22 October 2020. As you keep working on the format for ICANN69, we would like to start preparing for community dialogue with the Board. As per what we did in Montréal and virtually for ICANN67, instead of sending up to three questions to the Board, we would like to offer you the alternative option of choosing a single topic and having an open discussion with the Board on that topic. We will also publish the list of questions or topics received using this digest as a successful tool for improving transparency and allowing other groups to deepen their own understanding of their peers’ point of view on different issues. As for time allocation, per what we did previously, we propose to allocate half of our time together to answer your questions or discuss your single topic and the other half to address the Board’s topic. In preparation for our meetings, the Board has chosen the following topic to have an open discussion with you: - Enhancing the effectiveness of the multistakeholder model - key issues and opportunities for acceleration. In your preparation, you may want to consider the results of the most recent public consultation and the work that has progressed with dependencies to enhancing the effectiveness of the multistakeholder model, such as the Accountability and Transparency Review Team (ATRT3) Final Report and work on prioritization and budgeting). To facilitate participation during the remote Public Meeting, the pilot program offers community members who have limited Internet capacity financial assistance to increase their Internet bandwidth during ICANN69. Reimbursement amounts of up to USD 60 will be provided to eligible applicants who purchase additional Internet bandwidth (capacity or data limits) for the duration of the month or billing cycle for October 2020. The services must be rendered by a business entity or Internet service provider, specifically for Internet or cellular data service. The provider must also provide digital or paper documentation of the upgrade costs. ELIGIBILITY REQUIREMENTS To qualify for Internet service reimbursement: 1. Applicants must be active members of an ICANN community Supporting Organization or Advisory Committee and have been an ICANN funded traveler within 18 months prior to ICANN69 or must be selected to participate in the current ICANN69 Fellowship or the NextGen programs. 2. Applicants must be registered to attend, and participate in ICANN69. Participation will be validated by the support staff of the primary membership group of applicants. 3. Applicants must require additional bandwidth at home to facilitate their active participation in ICANN69. 4. Applicants must have a valid personal bank account for ICANN org to wire the reimbursement funds. 5. Applicants must apply for this program in advance of the meeting.
