AoC Endorsements

A special ALAC meeting will be held at 8:00 to 10:00 am (Nairobi time - 05:00-07:00 UTC) to decide on who the ALAC will endorse for the Accountability and Transparency Review Team. The meeting will be held in the VIP Lounge In Nairobi, 9 of the 11 ALAC members present will be able to attend the meeting. The other two have indicated their willingness to give another Committee member their proxy to act on their behalf (if a formal vote is actually necessary). I do not know if any remote participation will be possible due to the late timing of scheduling this meeting, but I will be looking into it. Based on recent statements by the Chairs of the ICANN BOard and the GAC (the final selectors of the review team members), we will likely have more than one team member, but I personally cannot imagine more than three. The Motivation Letters and CVs are posted on our wiki at https://st.icann.org/alac-docs/index.cgi?volunteer_aoc_review_team_applicat…. We have given all candidates the opportunity to reply to two ALAC-specific questions: 1. that you are in a position to fairly assess ICANN's accountability, transparency and the focus on the interests of global Internet users; 2. that you will be able to do this from the perspective of the global ICANN At-Large Community and the ALAC. In some cases, the answers are already implied or included in their initial reply. The candidates were given a time limit of 13:00 Nairobi time on Thursday to reply. To date I have received confirmation from 3 of the 8 candidates that they have received the explicit request for these answers, but no statements as of yet. I will forward any as received. ICANN Affirmation of Commitments Reviews - ALAC Endorsement

Dear Kurt, Christopher, James, Matias, Roxana, John, Cheryl and Raul, I am writing to you on behalf of the ICANN At-Large Advisory Committee (ALAC). I wish to thank you for your applications to participate in the Affirmation of Review process. All applications have now been posted on the ALAC Wiki at https://st.icann.org/alac-docs/index.cgi?volunteer_aoc_review_team_applicat…. At its meeting on February 23, 2010, the ALAC decided to ask all candidates seeking our endorsements to address two questions. Specifically, we ask that you each provide a statement of why you believe: 1. that you are in a position to fairly assess ICANN's accountability, transparency and the focus on the interests of global Internet users; 2. that you will be able to do this from the perspective of the global ICANN At-Large Community and the ALAC. If you believe that you have already addressed these questions in your original application, no additional statement is required. In that case, I do request that you confirm receipt of this message. ALAC endorsements are due by early next week. Since the majority of the ALAC is meeting at the Nairobi ICANN meeting this week, our intent is to make a final decision on endorsements Friday morning, Nairobi time. The questionnaire below is a proposal, not the final one and I'm asking you to comment / add any question you estimate of importance to this phase of action. The questionnaire will be presented during the ALAC Nairobi meeting, I hope in a more complete form by integrating your input. Many thanks already. NTIA - Lawrence Strickling comments on ICANN and other things

A lot of interesting comments, but ICANN related: "Internet Governance: In our role administering the Federal government's relationship with the Internet Corporation for Assigned Names and Numbers (ICANN), how do we ensure that ICANN serves the public interest and conducts its activities with the openness and transparency that the global Internet community demands? Last fall, NTIA and ICANN set forth a framework for technical coordination of the naming and numbering system and I am looking forward to soon participating in the first of the administrative reviews to ensure that these commitments are carried out in full." So he does expect to participate (I said on the last ALAC call I though not likely. Wrong...) So it will be high level, and may change the intensity of the work of the team (Strickling's not going to be joining calls every few weeks.) Commenting on the need for increased trust in the Internet, one of the examples given "If foreign governments do not trust the Internet governance systems, they will threaten to balkanize the Domain Name System which will jeopardize the worldwide reach of the Internet."
