Internationalized Registration Data Working Group

Dear All: As directed by the ICANN Board in its 26 June resolution, the Security and Stability Advisory Committee (SSAC) and the Generic Names Supporting Organization (GNSO) are convening an Internationalized Registration Data Working Group (IRD WG) that will be comprised of individuals with knowledge, expertise, and experience in these areas to study the feasibility and suitability of introducing display specifications to deal with the internationalization of Registration Data. The creation of the Working Group is in response to increasing community concerns that the current WHOIS service is deficient in a number of ways, including technical areas as noted in a recent SSAC report titled SAC037 "Display and usage of Internationalized Registration Data" (SAC037) located at _http://www.icann.org/committees/security/sac037.pdf_. Issues identified in the report include the accessibility and readability of WHOIS contact information in an internationalized domain name (IDN) environment. On 16 September 2009, ICANN held an online presentation (a “webinar”) on the “Display and Usage of Internationalized Registration Data” The presentation is available here: _http://www.icann.org/en/committees/security/ssac-presentations.htm_. ICANN Staff in cooperation with members of the GNSO Council and SSAC developed a draft charter for the IRD WG, which may be viewed at: _http://gnso.icann.org/drafts/internationalized-data-registration-wg-draft-…. The SSAC and the GNSO encourage SSAC members, GNSO constituencies, stakeholder groups and other GNSO participants, members of the GAC, the ccNSO, the ALAC, and the ASO to identify possible participants of the IRD WG with knowledge, expertise, and experience in these areas to study the feasibility and suitability of introducing display specifications to deal with the internationalization of Registration Data. However, since it is a legal document drafted to conform to the legal traditions of a single country, only a relative few in the ICANN community - to say nothing of the wider Internet-using community - are able to understand its provisions. I and many in our community know that you are intimately aware of the many variations that exist between US law and that of New Zealand, even though both are common-law-based legal environments and both utilise the English language. Therefore I am writing to you and the Board on this matter today, is to ask for the consideration of a production of a Non-lawyers (or simple language guide) to the RAA to aid and assist our community to discuss the RAA on anything like an equal footing with a representative of a contracting party who is a lawyer trained in US law. New gTLDs and Mitigating Malicious Conduct

I just got off of the ICANN Webinar about the proposals Mitigating Malicious Conduct for New gTLDs (and in some cases for all gTLDs). Without describing the proposals (which will be posted on the ICANN web site in the near future) or trying to analyze or evaluate them in any depth, I must say how pleasing it was to listen to. There was an understanding of the issues, and a real attempt to address them which clearly demonstrated that a lot of work had been done (and is still to be done). But at the same time, I deeply regret that this work was only triggered by comments on the DAG2 and was not undertaken a LONG time ago. Although the details of malicious conduct have changed and probably expanded over time, much of the basic story has been around for a long time. Alan
