Adam <http://nomcom.icann.org/positions-2009.html> Nominating Committee Appointment to the ICANN At Large Advisory Committee The At Large Advisory Committee (ALAC) is the ICANN body responsible for representing the voice of the end user in policy and operational discussions. For more information on the work of the ALAC, see http://www.atlarge.icann.org/. To fill three vacancies on the ALAC (from Africa, Asia/Australia/Pacific and Latin American regions), the Nominating Committee is seeking accomplished persons of integrity, objectivity and intelligence who have: * a commitment to ICANN's mission and an understanding of the potential impact of ICANN decisions on the global Internet community * an understanding of the DNS and the impact of ICANN policy on end users * demonstrated capacity for thoughtful group decision-making and sound judgment * an ability to chair or otherwise provide leadership and support for a multi-stakeholder group working to reach consensus * expertise in [areas identified as relevant for that year] * a willingness to serve as a volunteer, without compensation other than the reimbursement of certain expenses * an ability to work and communicate in a multilingual environment in either English, French or Spanish In filling these positions, the Nominating Committee will be seeking to provide a Committee that reflects the global diversity of the Internet community and the wide range of technical, commercial and civil society activities that are impacted by the DNS. Time Commitment and Working Practice The successful nominees will sit on the ALAC from October 2009 to November 2011. The basic responsibilities of an ALAC member involve a minimum of 20 hours per month on Committee related activities, with those chairing or participating in working groups spending more time. Committee members are expected to make a commitment to attend all Committee meetings and to participate actively in policy issues and other working groups. The ALAC operates in a transparent manner and publishes participation statistics on its website. Committee members will also be expected to attend ICANN's three face-to-face meetings each year, which generally run about 7 days with Committee members having sometimes extensive responsibilities on most days. There may occasionally be additional face-to-face interim meetings or regional meetings. END

Draft Implementation Plan for IDN Fast Track Proces

As per schedule ICANN public consultation closes on 15th July. ALAC consultation on this topic would open on 30th June and closes on 7th July, based on which a final draft is to be preapred and posted for voting on 9th. Voting would close on 14th on the ALAC submission. Please go through the attached PDF with specific consideration to the following: 1. Page 25 - 29 Process Overview and the detailed flowcharts- are there any comments about the process as outlined? 2. 3.4 Technical String Criteria : Should Alac recommend relaxation on the number of characters required? Is this a technical issue or a socio-political issue? What would be alac's position on this? 3. 5.5 contentin issues 4. 5.6 Processing of a Fast Track issue 5. 6.3 US Government Authorization: is this within the purview of alac to comment in the context of IDNs. 6. Are there specific IDN points from the various constituency sessions of other constituencies that alac is in agreement with, that may be featured as points agreed, in the alac draft comment? I also wish to submit to alac and the IDN Working Group to consider the fact that the fast track process has taken a long time, during which there have been positive developmens on the technical and process readiness on the part of ICANN to implement IDN's, so is there a need to imply a delayed implementation of the gTLD process? Would alac like to consider being equally concerned about ccTLDs and gTLDs? And is there anything that requires caution on the path towards implentation of IDNs? There was some opinion that DNS stability takes precedence over the fast track process. Is there any such contrary opinion and are these opinions have any validity? To truly fast track the IDN process, I wish to propose to alac to propose to ICANN that an "IDN Day" be organized, either for one full day preceeding the ICANN meeting to bring together the constituencies concerned to focussed sessions on security, legal and commericial issues, all related to IDN's. If an additional day is not possible, a relatively light day such as a Thrusday could be dedicated for discussions on IDNs for ICANN to come to a conclusive position on IDNs and truly fast track the implementation process. I don't think that this should be in this motion, but I COMPLETELY support it and we should make sure that as we ALL formulate votes, we honour the intent. In particular, we need to ensure that we word ALS approvals such that we do not have more confusion. The proposed text is: - As the vote is proceeding, we can see how many people have voted. - As the vote is proceeding, we can see who has voted. - As the vote is proceeding, we can see a tally of how the votes have been cast. - The order of the options should not change as the vote proceeds. - Outsiders who cannot vote can look at all of the above interim results. - When the vote is ended, we can see how each person has voted. Thank you for your response Peter, I had indeed noted and welcomed the announcement and as I stated in various fora (my Tweets and to the At-Large list yesterday), "ALAC & At-Large look forward to the introduction of the lead candidate for CEO to other members of the ICANN community in Sydney" ... and I assume(d) that the penultimate paragraph of this announcement is/(was in part) a reply to my letter to the Board, regarding internal candidates and the search for CEO,..." As I stated in my original letter, what is essential in my biased personal opinion, is that not only is the very best candidate for ICANN CEO is selected at this critical time for ICANN; But also that they can promptly and effectively bring the support of the whole ICANN community to them and their plans and actions; I recognize the community I represent as Chair of the ALAC, is one of the more challenging groups to make that happen with and therefore, the only way we have a chance of improving institutional confidence *and* support for the new CEO from At-Large is by employing the highest possible standard of 'Openness, Transparency, and Accountability' possible in all we do. Looking forward to working again, more closely with you and the Board, in Sydney and beyond...
