Dear Mark .. I was fine with the initial phrase, "at a very late stage", as I understood it exactly as you have described .. But if there's a probability that it may be misunderstood, I'm equally fine with either alternative, "at the end stage" or " in the final stage", as suggested by Marika and yourself .. Frankly, I have to admit I do not see big difference, so I'm flexible .. I thought "at a very late stage" was ok because it effectively conveys a useful emphasis of near finality and "late" has simply the temporal meaning here: as in "they won the match with a late goal" it does not infer a delay or tardiness. Very late stage seems to imply that it should have reached the Board earlier but it didn't, while at the end stage reflects the reality of the current PDP (the Board only gets involved at the end stage of the process). I thought the text we referenced during the conference call was satisfactory and addressed your concerns .. Thanks for providing the text that accurately reflects your suggestion .. I’m fine with the below paragraph and look forward to hearing what other colleagues think .. I just have one question .. Are you suggesting adding this paragraph to the current draft or are you suggesting that this paragraph should replace some other text? You also said: “I also do not feel the text reflects reality if it says that the GNSO and the GAC set about resolving conflicting positions” .. I believe you are referring here to this sentence “Resolving those conflicting positions further delays the process and may be seen as undermining past efforts that have been ongoing for quite some time”, right? .. Do you think your point will be addressed if we change it to “Board trials to resolve those conflicting positions further delays the process and may be seen as undermining past efforts that have been ongoing for quite some time” .. I believe this was the intended meaning, but I stand to be corrected by Mikey, Suzanne and/or Amr who were all part of the drafting team .. All, One of the many parallel threads going on is the work being undertaken by the Policy & Implementation WG. They have undertaken some initial work on common understanding of definitions which is nearing a final draft form. I believe you may well find it helpful background to read through the draft definitions (Attached). N.B. These working definitions have been developed for the limited use by the GNSO Policy & Implementation Working Group to facilitate their discussions and deliberations on the questions outlined in the working group's charter. These definitions are expected to evolve as a result of the WG deliberations. At the end of the process, the WG is expected to review these definitions, add/update as deemed appropriate and include them in the Final Report. Thanks. Jonathan

hi all, i was so envious of Marika’s mind-map about the reverse-liaison that i decided to have a go at an “editable” document we could use for our discussion of the early engagement in the PDP discussion. i started with the existing Powerpoint deck (thanks Marika!) and quickly realized that it’s very difficult to modify because of the way it was constructed. so i built a new version. this is purely at the “thought exercise” stage right now. if people hate it, we can throw it away. but the nice thing about this version is that we can add and subtract steps *much* more easily than the prior version. as i was building the deck, i threw a few questions in — they’re purely mine. again, mostly things that came to mind as i was building the slides and easily discarded if they’re wrong. the first slide in the deck is the “remaining work to be done” slide that i put into every slide deck as i think of things that still need doing. feel free to suggest items for this list. it’s not a workplan for our sub-team, it’s just things that need to happen in order to finish this first-draft framework. my main reason for sharing this at this early stage is to get those shocked reactions from those of you who find huge errors or really dislike this document. thanks, mikey PHONE: 651-647-6109, FAX: 866-280-2356, WEB: www.haven2.com, HANDLE: OConnorStP (ID for Twitter, Facebook, LinkedIn, etc.)

Dear all: I think the updated version of the document looks great, and would only add one inquiry to the Working Group phase of the PDP, namely whether it is possible to create a neutral party, possibly within ICANN staff, charged with flagging any PDPs with clear public policy implications for the GAC. The aim is to lighten their load in making sure that PDPs with obvious policy implications, such as the recently initiated Privacy and Proxy Services Accreditation PDP, do not slip through any cracks. If you all think this would be a helpful approach, Olof and I could go ahead and complete the required forms for your review, noting that at any point the GNSO-GAC could decide to withdraw the request should a different approach be pursued.
