CCWG-ACCT Updates on Workstream 2

Dear CCWG-ACCT, As we prepare for the launch of Work Stream 2 in Helsinki, we would like to remind you of a few key items: Call next week There is a call scheduled for next Tuesday at 19:00 UTC. The Chairs will send out an agenda next Monday, but the focus will be preparations for Helsinki, update on budgeting (PCST), and the public comment on ICANN Articles of Incorporation (see here). Propose a lightening talk As discussed during the last CCWG-Accountability meeting, the agenda for Helsinki includes time set aside for lightening talks¹. This is meant as a way to brainstorm and generate ideas around the scope and focus of Work Stream 2 efforts. Please sign up on the list to propose the topic that will be the focus of your talk remember to stay in line with the scope of the topics as outlined in the proposal (this is not an opportunity to expand to new topics). So far, there are only two volunteers signed up for lightening talks. CCWG-Accountability lightning-talk on Jurisdiction

Dear CCWG-colleagues, I would like to propose a "lightning talk" on the topic of jurisdiction for our face to face meeting in Helsinki on June 26th. During the session, I would like to briefly recall the overarching objectives that our group had agreed on with respect to this topic and propose a way forward based on the following high-level activities: (i) Careful assessment of previous studies on ICANN's jurisdiction; (ii) Based on a multi-layered definition of jurisdiction, list all potential issues related to the sub-areas identified; (iii) analysis of accountability requirements not fulfilled due to limitations imposed by ICANN's jurisdiction; (iv) based on the outcome of 'ii' and 'iii', propose solutions to solve or mitigate issues found, considering professional legal advice. It also called for enhancements toICANN’s accountability mechanisms. Today, NTIA released a comprehensive evaluation of the proposals. I am very pleased with NTIA’s finding that the community-developed proposals met its stringent criteria. It is an important recognition of the entire community and its tireless work to reach this important milestone. We appreciate NTIA’s efficient and thorough review of the transition proposals. In the meantime, ICANNstaff and community members continue to plan and prepare for a timely and successful implementation of the proposals. We thank everyone involved for their support and hard work to see the transition through to this point. There is still more work to come, but this moment should serve as a validation of your time and effort in this process. We are one step closer to seeing the transition many of us have been working towards for years, to ensure an open, interoperable Internet for years to come.

Root Zone Management The Root Zone Management implementation planning track contains projects relating to changes to the root zone management system to remove NTIA's Root Zone Administrator (RZA) role, parallel testing of the production and parallel test system and the development, and execution of an agreement with Verisign as the root zone maintainer. Root Zone Management System (RZMS) Changes to Remove Root Zone Administrator (RZA) Role and Support Parallel Testing Status update: We are 58 days into the 90-day parallel testing period and everything continues to go smoothly. In the event that no unexplained differences in root zone files are identified between the production RZMS and the parallel test RZMS, the testing period will end successfully on 5 July 2016. Stewardship Transition The Stewardship Transition planning track contains projects to prepare relationship documentations with the operational communities, creation of a Post-Transition IANA (PTI) entity, establishment of a Customer Standing Committee (CSC) and a Root Zone Evolution Review Committee (RZERC), operationalizing the IANA customer service escalation mechanisms and Service Level Agreements (SLAs). Service Level Expectations (SLEs) for Naming Community Status update: The ongoing work to define performance targets for the naming community is on track. ICANN has been collecting SLE data since March, and based on the data received, aims to propose performance targets to the SLE Design Team of the Cross Community Working Group Names (CWG-Stewardship) for their consideration in July. In addition to collecting data, ICANN is also working to develop an online dashboard that will display the final performance targets and actual performance against targets. Now that the IANA Stewardship Transition proposals have been submitted to the U.S. National Telecommunications and Information Administration (NTIA), ICANN staff and the community are focused on a handful of efforts related to the transition, including pre-planning implementation, and continuing education and awareness-building. We collaborate with the community weekly, and often daily, to make sure we are aligned on our plans to implement the proposals. Given the high number of ongoing projects, providing clear and consistent updates has been one of ICANN’s highest priorities. Resources from all meetings and calls are postedpublicly, as are a new series of implementation planning updates. We encourage anyone interested to visit the website, and explore the sub-pages for an overview, status updates and relevant links for each project. Over the last week, a remarkable amount of work by the three legal teams went into finalizing the amended ICANN Bylaws. All of the input received during the public comment period was carefully reviewed. Many of the suggested changes to the Bylaws that would better demonstrate the recommendations in the transition proposals were incorporated, however comments aimed at changing recommendations were not incorporated. All three legal teams affirmed that the revised Bylaws are consistent with the transition proposals. For more information on how each comment was assessed,ICANN published a detailed analysis and response to each comment here. Last Friday, the ICANN Board passed resolutions to adopt the new ICANN Bylaws, which were later transmitted to NTIA as the final piece of the transition package of proposals. The Board also approved two important community agreements for signing – the Regional Internet Registries Service Level Agreement and the Internet Engineering Task Force Memorandum of Understanding Supplemental Agreement – which will become effective upon completion of the transition. The Board also approved posting of the Draft Restated Articles of Incorporation for a 40-day public comment period. The adoption of these resolutions represents a major milestone for our implementation planning. To build awareness of the transition, many ICANN community, staff and Board members have participated in and contributed to dozens of regional events, media briefings, roundtables and informational webinars since Marrakech. Our participation in these events is primarily aimed at providing details and context around the community’s proposals, answering questions, sharing developments about the status of the U.S. Government’s review process and giving updates on our implementation planning efforts. We encourage all of our stakeholders to join these informative discussions. Please visit ICANN’s events calendar to find upcoming events in your region. On Capitol Hill, the U.S. House of Representatives Energy & Commerce Subcommittee on Communications and Technology held a hearing last March during which stakeholders testified in support of the transition. The U.S. Senate Committee on Commerce, Science, and Transportation held a hearing in May during which stakeholders indicated their support for the consensus proposals and warned of the consequences of delaying or postponing the transition. During this hearing, letters of support from industry and civil society groups within the community were entered into the hearing record. Thank you to the stakeholders who worked so hard to participate in the hearings. We are grateful for your commitment to the multistakeholder model. The community has completed perhaps the most important part of this process by developing the transition proposals and new Bylaws, but our work is not yet over.
