Email forwarded from Craig Schwartz, Chie gTLD Registry Liaison of ICANN *********************** Dear Community Members, As part of ICANN’s work on the Applicant Guidebook for new gTLDs and the Board’s direction to resolve the potential for malicious conduct over-arching issue, ICANN Staff is soliciting knowledgeable volunteers to serve on two temporary, expert advisory groups to study and develop proposed solutions for: 1. Enhancing access to zone file information; and 2. Establishing a high security TLD verification program. Attached are briefing papers on these topics that will be used for each group’s kick-off call that is tentatively scheduled for Tuesday, 8 December (attached in both Word and PDF format). The call time, dial-in information and any associated materials will be provided next week. Additional information about these groups and their activities will be posted via a link on ICANN’s new gTLD webpage (<http://icann.org/en/topics/new-gtlds/related-en.htm>). Recordings or minutes from the groups' conference calls will be publicly archived, and their outputs will be publicly posted and considered as part of ongoing Applicant Guidebook work. Deadline for public consultation on New gTLD Applicant Guidebook v3

Dear Chairs of the gTLD working group and the At-Large Names Issues Taskforce, We would like to inform you that the deadline for the public consultation on the Version 3 of New gTLD Applicant Guidebook is 12 December 2009. The deadline was originally set to 22 November 2009 but since the non-English versions of the DAG 3 were not available before 28 October we informed the person in charge for this consultation that the deadline needs to be extended to allow non-English speakers equal time to respond. You can find a detailed overview of the new gTLD program under: http://www.icann.org/en/topics/new-gtld-program.htm. The full At-Large Policy Advice Schedule is available under: http://www.atlarge.icann.org/policycalendar Explanation/Background: The Draft Applicant Guidebook, V3 is available for review and comment at http://www.icann.org/en/topics/new-gtlds/comments-3-en.htm. The Guidebook has been changed significantly with regards to version 2. In all, there are over 50 areas of change, clearly indicated in the “redline” version of the Guidebook. You can find detailed information on this consultation under: http://www.icann.org/en/public-comment/#proxy The full At-Large Policy Advice Schedule is available under: http://www.atlarge.icann.org/policycalendar Explanation/Background: ICANN, assisted by the National Opinion Research Center (NORC), recently completed a draft of its study of the percentage of domain names registered using a privacy or proxy service. Today, that draft report is being posted for review and comment through 6 November 2009. The findings in the report identify a percentage range of domain names that appear to have been registered using a privacy or proxy service. To inform this study, ICANN relied on a random sample of 2400 domain names drawn in March 2009 from the universe of domain names registered under the top 5 gTLDs (i.e., .com, .net, .org, .biz, and .info). Dear Chairs of the Working Group on the Future Structure and Governance of ICANN, We would like to inform you that the deadline for the public consultation on the NomCom Review – Draft Working Group Report is this coming Sunday, 22 November 2009. You can find detailed information on this consultation under: http://www.icann.org/en/public-comment/public-comment-200911.html#nomcom-re… Explanation/Background: In June 2007 Interisle Consulting Group was contracted to undertake the external review of the Nominating Committee, and delivered their report in October <http://www.icann.org/en/reviews/nomcom/report-23oct07.pdf> of the same year. Following public comments <http://forum.icann.org/lists/nomcom-review/msg00007.html> , the NomCom Review WG presented a report to the Board Governance Committee (BGC), at that time responsible for the oversight of the Organizational Review function. The BGC considered that recommendations from the NomCom review process had to be analysed in coordination with the findings of other reviews that at the time of delivery of the report were ongoing. Consequently, the NomCom review WG report was not published for public comments. More recently – and towards the conclusion of other interlinked review processes– the Structural Improvements Committee (SIC) – which in the meantime took over the duty of coordinating the Organizational Review processes – considered that findings and conclusions of the Working Group report needed to be consolidated and updated before publication for public comments. To this end, a specific NomCom Review Finalization Working Group was tasked with the duty to update the conclusions and recommendations of the original NomCom review WG report. In order to fulfill its mandate, the WG reviewed relevant documents, and consulted intensively with NomCom Chairs of the period of 2006 to 2009, with supporting staff, and with General Counsel. Dear At-Large: We are happy to inform you that the new and improved At-Large website navigation system has gone live at http://www.atlarge.icann.org! Amongst many of the navigational improvements you will notice are: * Microsites for each RALO, working groups, ALAC, and more; * The various wiki-based environments are now integrated into the menuing system, so you can reach all parts of the At-Large online tools from the one interface at atlarge.icann.org. And much more. This is not the end to the improvements to the online resources of the community - just an important foundation. Some of the oher efforts underway: * Migration of much of the static wiki-based content to the main website. * Development of forum topic blocks, news displays, and calendar displays which are context-sensitive to the microsite you are viewing. For example, if you are on a RALO microsite, soon you will see under 'Forum topics' only those topics which relate to that RALO. * More information for new community members to explain the structure and processes of At-Large - including an organigram. * Improvements to the searchability and non-Latin script support for At-Large mailinig lists' archives Finally - if you cannot find what you are looking for in the new menu, the old menu is still available - just choose 'Home' on the upper-right, and you'll find the old menu below the Summit icon. ICANN is soliciting information, advice and proposed models as it considers soliciting expressions of interest in new gTLDs. Receiving expressions of interest (possibly with some financial deposit) will likely contribute to a better understanding of: 1) the economic demand for new gTLDs; 2) the number of gTLDs that are likely to be requested; and 3) inform the program’s operational readiness plan. The EOI path presents also some challenges as outlined below. The ICANN Board has instructed the staff to study the potential impact of a call for formal expressions of interest (EOI), and provide a plan for Board consideration at ICANN's next Board meeting, 9 December 2009. The plan should include possible options and a risk analysis relating to the proposed action. This step was the result of public forum comment in ICANN’s Seoul meeting. The discussion indicates significant community interest in the potential for an EOI and that formulation of the model would benefit from expertise that can be found in the community. Comments may: 1) propose EOI models, and 2) offer support or criticism for the concept overall. The most helpful comments will provide rationale along with opinions on the following issues: 1) How do we ensure that participation in the EOI accurately represents the level of interest? 2) Should only those who participate in the EOI be eligible to participate in the first round when the program officially launches? 3) Should a deposit be required for participation in the EOI? 4) If there is a fee, under what circumstances should there be refund? 5) What information should be collected from EOI participants? 5.1 What subset of applicant questions found in the Applicant Guidebook at http://www.icann.org/en/topics/new-gtlds/draft-evaluation-criteria-clean-04… should be answered? 5.2 Including applied-for strings? 5.3 Should information be made public? 6) Must the responder commit to go live within a certain time of delegation? 7) What are the implications for potential changes to the Applicant Guidebook after the EOI participation period closes? 8) What are the potential risks associated with the EOI? Dear Diane, The At-Large staff has the honour to transmit to you the ALAC Statement on the Public Consultation Process on behalf of the At-Large Advisory Committee. Please distribute it to the Board Committee for Public Participation with our compliments. The ALAC welcomes any comments the Board Committee may wish to make by reply. This Advisory was originally composed by ICANN Staff for the consideration of At-Large Summit Working Group 1 at their request, since the At-Large community has repeatedly suggested that the current public consultation process creates obstacles to effective advocacy on the part of At-Large. In that text, At-Large Staff provided ideas on possible changes that could make the public consultation process more ‘user friendly,’ transparent, and accountable. These were based upon comments and suggestions made by members of the At-Large community over the course of time. Subsequent to the Summit, the Chair of the ALAC requested that the Staff prepare a version of the original text in the form of a Draft Advisory of the ALAC, which was made available to the ALAC Executive Committee on 19th May 2009 by the Staff. The ExCom, at their meeting of 8th June 2009, directed the Staff to post the text, in three languages, for At-Large community comment. The Chair of the ALAC asked the Staff to run an online vote from 30th October to 6th November 2009, said vote resulting in the adoption of the Statement with 14-0-0.
